RICHMOND, Va. -- The governor of Virginia is calling on the state's school districts to change school names and mascots that honor Confederate leaders.In a July 6 letter addressed to Virginia School Board Chairs, Gov. Ralph Northam compared the Confederate school names to Confederate statues, saying they have a traumatizing impact on students, families, teachers and staff of all backgrounds."When our public schools are named after individuals who advanced slavery and systemic racism, and we allow those names to remain on school property, we tacitly endorse their values as our own. RICHMOND, Indiana — An emergency call credited with foiling the shooting at a Richmond middle school on Thursday was made by the teenage suspect's mother, according to multiple sources with knowledge of the investigation.The call was made at 8:11 a.m. local time by the mother, according to information obtained from Wayne County's Emergency Communications Division.Sources tell WRTV television station in Indianapolis the mother called after the teenage boy had taken another family member hostage and forced them to drive to Dennis Intermediate School, just a little more than a mile from their home.Once the boy was at the school, he entered the building through a side door and eventually exchanged gunfire with responding officers, before turning the gun on himself, according to the sources.WRTV did request a recording of the call made to Wayne County's Emergency Communications Division, but the call is not being released due to the investigation.The advance call gave the school valuable minutes to lock down the middle school and allow police to quickly respond to the school, sources said. 1119

Riding in vehicles after the pandemic could look different for a while. Ridesharing company Lyft will be distributing partitions to drivers as they make changes to address the COVID-19 pandemic and CDC guidelines.In a blog post Friday, Lyft said they are establishing new health and safety standards, including riders and drivers certifying they are symptom-free, wearing masks throughout the ride, and vehicle partitions.Partitions have been available to identified frequent Lyft drivers and those in the company’s Express Drive rental program in Atlanta, Denver and Baltimore. They will be coming to other large cities next before being rolled out to 60,000 drivers in the coming months. Some drivers will receive partitions for free, others will be able to purchase one from Lyft. ROCHESTER, Indiana — The woman accused of crashing into four Indiana children as they crossed the street to get on a school bus pleaded not guilty Thursday morning, according to ABC 57 News in South Bend. The suspect, 24-year-old Alyssa Shepherd, had previously told police she saw the lights from the bus but didn't realize what it was until the kids were in front of her. She has been charged with three counts of reckless homicide and one count of disregarding the stop arms on a school bus causing injury. The crash happened Oct. 30, near the intersection of State Road 25 and CR 400 N in Fulton County.Police say Shepherd was driving a Toyota Tacoma on State Road 25 sometime after 7 a.m. when she allegedly "disregarded" the stop arm and lights on a stopped school bus in front of a mobile home park, striking four kids who were crossing the street to board the bus. Alivia Stahl, 9, and her twin brothers, Xzavier and Mason Ingle, 6, were all pronounced dead at the scene. A fourth child was also hit. (AP) — California voters could decide in 2020 whether it should be easier for their local governments to raise taxes and issue bonds for affordable housing, road improvements and other public projects.A constitutional amendment proposed Wednesday would lower how much voter support communities need to raise money for infrastructure projects from two-thirds to 55 percent.Assembly Democrats say the current threshold allows a minority of voters to derail needed projects."These two-thirds thresholds are meant to enable a boisterous minority to impede progress," said Assemblyman Todd Gloria of San Diego.But taxpayer advocates said it would make things more expensive for homeowners in particular because it could lead to more parcel taxes, a flat tax levied on property owners."If this passes it's going to be devastating for property owners," said David Wolfe, legislative director for the Howard Jarvis Taxpayers Association.Constitutional amendments need support from two-thirds of lawmakers to land on the ballot, and the backing of a simple majority of voters to become law.Assemblywoman Cecilia Aguiar-Curry, a Democrat sponsoring the amendment, said she hopes to place it on the November 2020 ballot. That would coincide with the presidential election, which usually draws the highest voter turnout and millions more Democrats than Republicans.It would apply to projects including affordable housing, wastewater treatment, fire and police buildings, parks, public libraries, broadband expansion, hospitals and more.Local governments typically fund those projects through bonds or special taxes, like the parcel tax or a dedicated sales tax.The 55 percent threshold would still be higher than the simple majority communities need to raise general taxes, such as sales taxes not dedicated to special projects.Democrats highlighted projects that have narrowly missed the two-thirds threshold to make their case, such as a recreation center restoration in Millbrae and road repairs in Eureka."I have heard about deteriorating buildings, decrepit community facilities and our extreme lack of affordable housing," said Aguiar-Curry, a former mayor of a small rural California city.
