BEIJING, Oct. 3 (Xinhua) -- A senior Chinese official has called for rule of law in the state's decision-making to ensure economic development and maintain social justice.Zhou Yongkang, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark in his speech at a ceremony Sunday in Beijing to mark the 60th anniversary of the founding of the School of Law under Renmin University of China.After more than 60 years of development, a socialist legal system with Chinese characteristics is taking shape and China will further promote legislative, judicial and law enforcement work, said Zhou.Chinese authorities will pay more attention to scientific and democratic decision-making in line with laws to promote social harmony and justice, he said.The government will also pay more attention to education on laws and cultivation of more legal talents, the official added.Renmin University's School of Law is hosting an international seminar on legal systems of China and other countries. The event invited about 400 law experts from law schools of about 100 universities and colleges around the world.

BEIJING, Nov. 3 (Xinhua) -- Senior Communist Party of China (CPC) official Zhou Yongkang on Tuesday concluded a visit to India that helped promote development of mutual trust and bilateral cooperation between the two Asian nations.Zhou, member of the Standing Committee of the Political Bureau of the CPC Central Committee and also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee, met Monday with Indian Prime Minister Manmohan Singh in New Delhi, India's capital.During the meeting, Zhou said strengthening political mutual trust with India was the key to deeper cooperation with the country and that the leaders of the two countries should often exchange views in great depth and with great frankness on major issues of mutual concern.Zhou said China and India had a combined population of 2.5 billion and there existed a great space for developing cooperation in the economy and trade, and people-to-people and cultural exchanges.He said both China and India faced the heavy task of developing their own economy, improving people's living standards and safeguarding social stability.Zhou said, while China was making its 12th five-year plan for socioeconomic development in the 2011-2015 period and India making its 11th five-year plan, China wished to increase political trust with India, expand cooperation of mutual benefit, and deepen the strategic cooperative partnership with India.Prime Minister Singh said the friendly relations between India and China played an extremely important role in promoting peace, stability and development in Asia and even in the whole world.Zhou also met on Monday with ruling Indian National Congress party President Sonia Gandhi and party General Secretary Rahul Gandhi.During the meeting, Zhou said the development of China and India provided opportunities rather than posed challenges to each other.Both China and India believed the world was big enough to accommodate the common development of China and India, Zhou said, adding the Chinese side was happy for every achievement that India made in its development.As for the China-India trade, which is expected to reach 60 billion U.S. dollars this year, Zhou said there was still great potential for the two big emerging powers to tap.He hoped both sides could deepen the strategic cooperative partnership further, strengthen practical cooperation in various fields, and increase personnel exchanges at different levels.Sonia Gandhi said India had always paid great attention to China's development and welcomed the improvement in the living standard of the Chinese people.She said India's and China's development had speeded up the recovery of the world economy in the face of the international financial crisis and she hoped both sides could strengthen coordination and cooperation further and tackle various global issues in a better way and maintain the favorable momentum of development.Zhou also met with Indian Minister of External Affairs S. WASHINGTON, Oct. 6 (Xinhua) -- China's growth is projected to average 10.5 percent in 2010 and 9.6 percent in 2011, driven by domestic demand, the International Monetary Fund (IMF) said in a report Wednesday.The Washington-based international lending agency made the projection for the annual fall meetings this weekend of the 187-nation IMF and its sister lending organization, the World Bank."The slight moderation in recent activity is expected to continue through 2011 in light of tighter quantitative limits on credit growth, measures to cool off the property market and limit bank exposure to this, and the planned unwinding of fiscal stimulus in 2011," the IMF said in its report.The report said this year's sustained growth in retail sales and industrial production confirms that private sector activity has advanced beyond the lift from government stimulus."On average over 2010-11, private domestic demand is poised to contribute two-thirds of near term growth, and government activity about one third, whereas the contribution from net exports will be close to zero," the report said.Despite the robustness in domestic demand, the pickup in inflation in 2010 reflected mainly higher food prices rather than core inflation, the report said.The report said China's increasingly wide trading network is driving growth in numerous economies, especially commodity exporters.The report said Asia's medium-term growth depends on the rebalancing of drivers of growth -- greater reliance should be put on domestic markets instead of foreign demand.The report said such a rebalancing in China, the world's second largest economy, is critical to enhance the role of household consumption in domestic growth.The report also recommended that China implement reforms to health care, education, and pension systems to enhance the social safety net.

BEIJING, Oct. 23 (Xinhua) -- China's Ministry of Finance (MOF) announced Friday it would sell 28 billion yuan (4.2 billion U.S. dollars) of book-entry discount treasury bonds from next Monday.The bonds would be sold at a discount and mature at face value, said the ministry in a statement on its website.With a term of 91 days, the issue price of the discount bonds would be 99.542 yuan, said the statement.The bonds will be sold from Oct. 25 to 27 and become tradable on inter-bank and securities bond markets on Oct. 29.The issue is the 14th batch of its kind this year.
