Andrew Cuomo has signed legislation that decriminalizes marijuana use throughout the state.The legislation reduces the penalty for unlawfully possessing marijuana to a violation by a fine, and removes criminal penalties for possession of any amount under two ounces. It also creates a process for people with certain marijuana convictions to have their records expunged.Cuomo said New York's former marijuana laws disproportionately affected African-American and Latino communities, and the new law will address the racial and ethnic disparities."Communities of color have been disproportionately impacted by laws governing marijuana for far too long, and today we are ending this injustice once and for all," Cuomo said. "By providing individuals who have suffered the consequences of an unfair marijuana conviction with a path to have their records expunged and by reducing draconian penalties, we are taking a critical step forward in addressing a broken and discriminatory criminal justice process.""By decriminalizing marijuana use in New York once and for all, we are ending this repressive cycle that unfairly targets certain communities. But once he realized they were serious, the hospital staff sprang into action.Gallardo said one nurse went online to see whether she could get ordained, one went outside to pick flowers for a bouquet and one went in search of a chaplain."They went above and beyond," he said of the nurses who helped them that day. "Luckily I had already picked up the marriage license."Someone managed to track down the medical center's on-call chaplain, according to a hospital spokesperson, and the chaplain married the couple in front of their mothers and the hospital staff. "We literally said 'I do' and the doctor was like 'let's go' and wheeled the bed into the OR," Gallardo said.Soon after, Michael Preston Gallardo entered the world via cesarean section. "It goes to show you can't map out and plan life," Gallardo said.The couple have been together for three years and got engaged last summer. They met at a mall, where Margaritondo was working as a stylist and Gallardo was a personal shopping customer.They call their son a "miracle baby" and say they want to have a bigger wedding celebration in 2020, maybe on the baby's first birthday -- unless Michael Preston has other plans. 2114

Although many consider vaping a less harmful alternative to traditional cigarettes, researchers from the Ohio State University say it is not a good to make such claims at this time. Part of the reason is that research led by OSU Professor of Nursing and Medicine Loren Wold claims that there is growing evidence that e-cigarettes and their aerosol constituents, nicotine, carbonyl compounds, particulate matter, metals and flavorings can have adverse effects on the cardiovascular system. The study was published last week in journal Cardiovascular Research.The authors of the study say, however, that there is not sufficient data to make conclusions on the exact effect e-cigarettes have on the heart."Great caution and hesitation should remain concerning e-cigarette use until its health risk profile is better established," the study reads. "Therefore, additional high-quality randomized controlled trials are needed to conclusively establish the safety and efficacy of e-cigarettes."“Many people think these products are safe, but there is more and more reason to worry about their effects on heart health,” Wold said.The research comes as federal and state officials have been looking into why there has been an increase to the number of vapers who have suffered from lung disease due to vaping. As of last week, there have been 39 confirmed deaths and more than 2,000 cases of lung disease likely caused from vaping, the CDC said. Part of the problem, Wold said, is that the long-term effects of vaping is unknown. In 2011, there were 7 million people who used e-cigarettes. That number has since increased to 41 million. “We know these problems are seen in these studies looking at the short-term effects of vaping, but that research is inconsistent and the impact of chronic e-cigarette use is an outright mystery.
