(KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

OCEANSIDE (CNS) - A 32-foot sailboat capsized and ran aground on the Oceanside shoreline Saturday morning, authorities said.The boat's skipper and only occupant was treated at a hospital but only sustained minor injuries from the accident, which police responded to at around 12:15 a.m. Saturday, Oceanside Police Officer Nick Nunez said.The skipper had left Santa Catalina Island for Dana Point in Orange County late Friday, but his navigation equipment went out sometime during the journey and he decided to head for Oceanside, which he believed he could get to without instruments, Nunez said.The boat made it to Oceanside but the skipper missed the Oceanside Harbor entrance, got caught in a swell and ended up running into the beach near the 1200 block of North Pacific Street.Police were still working to get the boat off the beach around 10 a.m. Saturday morning, Nunez said. (KGTV) -- An Army veteran sprang into action when he witnessed a man attacking another man at an Oceanside transit station.Oceanside police said the incident happened Tuesday at around 9:30 a.m. on the Amtrak platform at the transit station on 195 S Tremont St.Police said Craig Chaviez allegedly attacked and stabbed a 30-year-old man. When another man -- identified as 40-year-old Andrew Reinicke, tried to intervene, police alleged Chaviez punched him in the ribs and stabbed him in the head area.Reinicke was ready to take a train to culinary school in Pasadena when the incident occurred. The Army veteran told ABC 10News’ Michael Chen that he was dressed in his "chef whites" and reading some notes just before the attack.“A guy rushed up, jumped on top of him and started wailing on him,” Reinicke said of the victim.Reinicke said as the fight escalated, that’s when he decided to get involved.“You see someone who needs defending and you do it. You don’t necessarily choose to do it, you just do it,” said Reinicke.After jumping into the fray and tussling with the attacker, Reinicke said the man pulled out a small knife.“He was punching me in the eye, the ribs, and the face. He comes at me again, throws me to the ground and tries to stab me as often as he can. He ends up getting me right in the head,” Reinicke said.Reinicke told ABC 10News that the knife “did pierce the skull” and he suffered a “little bit of bleeding on the brain.” He said his adrenaline was pumping so he did not feel any pain initially.According to Reinicke, the attacker then accused him and the first victim of robbing him before walking towards buses.Witnesses said Chaviez tried to flee from the scene, but he was arrested a short time later.Oceanside police said the 25-year-old Chaviez, who is from Inglewood, was a fugitive wanted in Los Angeles County over an aggravated assault and assault with a deadly weapon case.
