BEIJING, Feb. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday ordered local governments to increase funding for affordable housing projects, stressing that the construction of 10 million units was a mandatory task that must be fulfilled this year.Speaking at a national conference on affordable housing for low and middle income groups, Li said that the construction of 10 million affordable housing units this year is of great significance for the government to stabilize public expectations, control housing prices, improve people's lives and boost domestic consumption."Housing is imperative for people's lives and local governments must waste no time in beginning the construction of 10 million affordable housing units this year and putting them into service as early as possible," Li said.To facilitate the government's subsidized affordable housing projects, Li said that local governments should ensure basic market supply with small units and guide the public to "reasonable consumption."More efforts are also needed to develop low-rent public housing and satisfy the demands of residents for affordable public housing, Li said. To support the construction of affordable housing, local governments can use tax breaks, determine the rent for public housing reasonably and finance construction projects in different ways, such as bank loans and social investment, he added.Li also called on local governments to increase land supplies for common commercial housing construction. The vice premier called on authorities to ensure transparency and fairness in the distribution of affordable housing units to benefit low-income groups who are in need.He stressed the need to discourage house purchases for the purposes of investment and speculation and to increase the supply of common commercial apartments and strictly implement the central government's macro control policies for the real estate market.The Chinese central government signed strict agreements with provincial governments to guarantee the construction of 10 million government-subsidized apartments this year. The target of building 10 million government-subsidized apartments is 72.4 percent more than last year, according to official figures.China's affordable housing provisions are divided into different categories, including "economic housing" that are sold below market prices, "price-capped housing," government-owned "low-rent housing" for extremely poor residents and "public-rent housing" for a wider range of people.

SAN FRANCISCO, May 4 (Xinhua) -- Intel Corp. on Wednesday announced that it will mass-manufacture chips using new transistors featuring a three-dimensional (3-D) structure, calling it a technical breakthrough in microprocessors.The 3-D transistor, called Tri-Gate, represents a fundamental departure from the two-dimensional planar transistor structure that has powered computers, mobile phones and other modern electronics, Intel said."Intel's scientists and engineers have once again reinvented the transistor, this time utilizing the third dimension," Paul Otellini, Intel's chief executive officer, said in a statement.Intel on Wednesday also demonstrated a 22-nanometer (nm) microprocessor, codenamed "Ivy Bridge," which will be the first high-volume chips to use the new 3-D transistors.Ivy Bridge is scheduled for high-volume production readiness by the end of this year, the company said.According to Intel, the 3-D transistors enable chips to operate at lower voltage with lower leakage compared to previous transistors, providing up to 37 percent performance increase at low voltage versus the company's 32nm planar transistors.The gain means that the new 3-D transistors are ideal for use in small handheld devices, which operate using less energy to " switch" back and forth, Intel noted.

The problem I brought up at the seminar last year has been solved in Beijing," wrote 34-year-old, wheelchair-bound Li Nan to Chinese Premier Wen Jiabao on Jan. 20 this year.The problem Li referred to was the high prices of one-off hygiene products that had plagued people with work-related spinal cord injuries for a long time.On Jan. 31, 2010, Wen talked with a group of ordinary people in Chaoyang District in Beijing to get their opinions on the draft of a government work report that will be submitted to the national legislature in March.Wen asked Li to be the first to voice her views at the seminar. Li said that patients with spinal cord injuries had to spend about 2,000 yuan (303 U.S. dollars) a month on one-off hygiene products because of their incontinence."My injury allowance is roughly 2,000 yuan a month. I have to live on my parents' pension," she said.She suggested giving more attention to the employment and mental health of the disabled, and also for some revisions on the catalogue of drug and auxiliary devices for those disabled by work-related injuries. She also proposed more subsidies for these people.Responding to the suggestions, Wen said, "Li Nan's case is far from an individual one. SAN FRANCISCO, March 29 (Xinhua) -- Amazon.com Inc. on Tuesday announced the launch of an on-line music storage service,which enables users to store digital music in the cloud and access it from computers and devices running Google's Android operating system.The new service, called "Cloud Drive," offered customers five gigabytes of free storage on Amazon Web servers for all kinds of digital files, including music, photos, videos and documents. For paid plans, users can purchase storage space starting at 20 U.S. dollars a year for 20 gigabytes.The on-line retailer also launched "Cloud Player for Web" and " Cloud Player for Android." The former allows users to get the media files they stored on Amazon's servers from a Web browser on a Mac or PC. The latter lets users play music they have uploaded on Cloud Drive, computers or a smartphone that runs Android operating system.Analysts said Amazon is stepping up its rivalries with Apple and Google.
