SAN DIEGO (KGTV) - A Kensington sake bar and restaurant is getting creative to survive the latest COVID-19 shutdown orders.Like for so many businesses, the pandemic has been served up economic pain at Tanuki Sake Bar, where revenues have been cut in half.The most recent COVID-19 shutdown orders were a gut punch for Kai Ishii’s father, who opened the restaurant more than two years ago."Definitely disappointment on his part, and worry for his employees and the business," said Ishii.With the restaurant being takeout only, Ishii's family can only afford hours for one of their four servers."The biggest thing is the uncertainty of what’s next," said Ishii.What Ishii did do next is inspired partly from fast food."Definitely got some inspiration from In-N-Out, when they ask you, 'Do you want to eat in the car or take it home?"" said Ishii.But he knows the concept of in-car dining would only go so far."We wanted to give them something to occupy their attention," said Ishii.So Ishii bought an 18-foot-tall movie screen and a projector, and set them up in their modest parking lot — just 6 spaces. Last weekend, the sake bar started offering a pop-up Japanese movies and anime to go with dinner."We found a way to put audio in the car, so it's a lot more immersive," said Ishii.Each car can use wireless speakers for sound. The dinner for two and movie costs .Their first screening Saturday was sold out, and so is another screening later this week. Ishii is hoping to show two or three films a week, and its not just about the extra revenue."We have a lot of wonderful loyal customers, and we’re hoping the big screen will add to that ... create foot traffic, create buzz with the cars driving by and bring more attention for the restaurant and takeout orders ... SAN DIEGO (KGTV) — A record number of San Diegans submitted their ballots early, largely because they got them early by mail. Now, state officials may make that permanent across California. The state sent the ballots to 22 million voters about a month before the election because of the Coronavirus pandemic, according to the Associated Press. In San Diego County, the Registrar of Voters says it got a record of more than 1.1 million early votes, about 60 percent of the electorate. State Senate President Pro Tem Toni Atkins, D-San Diego, says mailing ballots to all registered California voters should become standard. “As with everything, there is always room for improvement, and we will work with elections officials to learn and assess this system moving forward," she said. "But one outcome is already crystal clear – providing every voter with the ability to choose whether to vote from home or in person should be California’s new normal.”Still, there are questions. First, the state Department of Finance says it cost million to send ballots to the .6 million Californians who don't sign up for them, according to the AP. Still, the state could save money by not operating as many polling locations. SAN DIEGO (KGTV) — A man who admitted to several "Peeping Tom" instances in the Pacific Beach area was sentenced Wednesday.James Wayne Hubbard, 48, was sentenced to 364 days in jail for the series of incidents between Sept. 11 and Oct. 12.Hubbard pleaded guilty to three counts of peeping and prowling as part of a plea deal. SAN DIEGO (KGTV) -- A new apartment complex in Pacific Beach is gearing up for its opening, but residents can expect to pay top dollar for all the bells and whistles offered by the complex. The Jefferson, a 3 million complex, is located just off I-5. According to its website, studio apartments range from ,478 to ,617. The largest apartments in the complex with three bedrooms and 2.5 bathrooms range from ,987 to ,103. Those prices are much higher than the typical apartment in Pacific Beach, according to Zillow. Zillow’s rental map shows prices in Pacific Beach ranging from ,425 for a studio to more than ,850 for a three bedroom. Between those two price points, Zillow shows 152 apartments available for rent. One rental manager who spoke with 10News says The Jefferson may have a difficult time finding tenants at those prices. “Tenants, prospective tenants, they're educated. They educate themselves and they do comparative shopping. So if it's too high, you're going to sit empty,” said Jim Vosacek, who runs Western Hills Real Estate Management. SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals.
