SAN DIEGO (KGTV) - On Tuesday, San Diego beach parking lots, piers, and boardwalks reopened following their closures amid the pandemic. The reopening came in time for the heat wave.10News witnessed beachgoers from Pacific Beach to South Mission Beach who took advantage of the lifted restrictions.A heat advisory was in effect until 7 p.m. on Tuesday. Coastal highs were in the 80s and 90s."It was a lot of fun since we can’t get out that much," said Ashyton Malan who visited the beach on Tuesday with his family. Mother Jennifer Malan added, "People are far apart and not a lot of masks but there was nobody encroaching on anybody’s space so it was nice."The City reports that visitors are still required to practice social distancing with anyone outside of their household and they cannot congregate or participate in active sporting activities on the beaches. 871

SAN DIEGO (KGTV) - Police have confirmed that the 19-year-old woman shot near Sunset Cliffs Thursday morning was targeted. Police told 10News they received a call at about 7:10 a.m. from a person who spotted a bleeding woman lying on a staircase next to the beach off Ladera Street, near Sunset Cliffs Boulevard.Responding officers arrived and found the woman with multiple gunshot wounds.The 19-year-old was taken to UC San Diego Medical Center. Police said Thursday afternoon that the woman is in stable condition and was able to tell police she had no idea what happened.Police said they do not have any information on a suspected shooter at this time.Police told 10News they have not been able to find anyone who heard gunshots or saw what might have happened. 792

SAN DIEGO (KGTV) — Neighbors woke up to find disturbing graffiti in their Hillcrest neighborhood.For Lauren Matley, it was hard to hold back tears, as she scraped away the red paint on her car window. This was just one of many vehicles that were painted on along 6th Avenue in Hillcrest. Someone also painted on the side of houses and on a garage.Doctor Barry Kaplan was walking his dog when he noticed the graffiti and he called police. "Several of my grandparents died in the Holocaust. So, for me to see this, this reminds me of Nazi Germany. It’s very offensive," Kaplan said.Though Matley doesn’t know if this was a random act or meant to be antisemitic, she says it hits too close to home being a member of the Jewish community."You wake up and this is what you look forward to? The black community would look forward to? The Jewish community would look forward to? The Muslim community looks forward to?" Matley said.Police say after the reports are written this case will be handed to an investigator. From there it may get handed over to the District Attorney’s Office to determine if this was a hate crime. 1124

SAN DIEGO (KGTV) -- New census data shows that less than a third of San Diegans have their mortgages paid off.Of the more than 228,000 houses located in the city, 60,402 housing units have no mortgage.The numbers were released following a five-year study by the Census Bureau. The study was conducted between 2012 and 2016.Of the cities and neighborhoods with more than 1,000 homes, Harbison Canyon took the top spot for most homes without a mortgage at 41 percent followed by Bostonia also at 41 percent and Coronado at 39 percent. As far as cities and neighborhoods with the least amount of homes without mortgages, San Diego County Estates takes first place at 13 percent followed by Poway at 20 percent and Rancho San Diego at 20 percent. For those trying to buy a home, the county does offer programs to help with down payments and closing costs. SAN DIEGO (KGTV) — Music lovers can enjoy a summer filled with shows in Chula Vista for one flat rate next year.Live Nation's season lawn pass grants fans access to lawn seating during a participating venue's 2020 concert season, "even sold out shows." The pass is 9 per person (plus service fees) and available for 29 different locations, including Chula Vista's North Island Credit Union Amphitheater.Last season, local pass holders were granted access to more than 20 shows.
