SAN DIEGO (KGTV) - Families with children in the county's largest school district will have to wait until next year to have their kids return to the classroom.Today San Diego Unified School District leaders and School Board members announced that the goal for phase 2 of their reopening plan is January.Elementary school students would return on January 4th, after winter break. Middle and high school kids would return on January 25th.School officials say virus spread in the community could jeopardize that plan."We actually anticipate that San Diego County will move into the purple tier sometime in the next few weeks. We know that once the county moves into the purple tier we can continue with phase 1, not phase 2," said Richard Barrera, school board vice-president.Under phase 2, pre-k to fifth grade would return to campus four days a week. They'd be split up into an am or pm session. Fridays would be online. Middle and high school students would be on campus two days a week, also split into two groups, with Fridays on line. Families can still opt for remote learning."I think it's a start, I think it's a plan that should've been implemented on day one, it's just surprising that eight weeks into the school year we're just coming up with this plan," said parent Gina Smith.Smith is a family therapist and mom of an eight-year-old boy. She started a group with other parents pushing for schools to reopen. They've been holding rallies outside the school district offices. She believes the district hasn't done enough to get kids back to class."Absolutely poorly, all the way around, they've had seven months to prepare up until now, and we've had no communication up until the point that we started these rallies," said Smith.The district has been working with UCSD scientists on the reopening plan. School leaders said they've spent more than million on PPE, sanitation, social distancing measures, ventilation, and other precautions.Berrara said it's the district's goal to have a robust testing plan that would regularly test everyone who comes on campus."I don't think there is a single district in this county, or frankly in this country, that can make the claim right now that they know that if somebody comes onto one of their campuses with the virus that they are able to prevent the spread, because we don't have the testing," said Berrera.Smith said she isn't overly concerned about the virus."Our concerns are, should be on par with any normal flu season, and we should take the necessary precautions, but I think we are going to see more cases, obviously, as we have more tests," said Smith.The district implemented phase 1 of its reopening on October 13th. Since that time, there have been more than 4,000 appointments for in-person learning across 106 schools. According to Superintendent Cindy Marten, there have been zero documented outbreaks of COVID-19 and zero documented cases of transmission on campus.San Diego Unified is California's second-largest school district. SAN DIEGO (KGTV) - Father Joe’s Villages will be making changes to how they serve their annual Thanksgiving meal due to the pandemic.Deacon Jim Vargas says the meals will be prepared ‘to go’ and given to people outdoors in their courtyard. As a result, they plan on needing fewer volunteers this year. Those that will be there to give out the meals will be wearing masks and practicing social distancing.Vargas says there is greater food insecurity in the community this year because of the pandemic. As a result, they are preparing more food.“We typically serve about 700 or so. We’re prepared to serve close to a thousand this year because we know there’s an increased need,” Vargas said.Anyone receiving a meal will also receive a backpack that comes with a face covering, hand sanitizer, and hygiene kits.The pandemic is also impacting their annual 5K, which is held at Balboa Park on Thanksgiving Day. This year, the event will be virtual, and Vargas says registration for the event is down. SAN DIEGO (KGTV) -- Home sales in San Diego are starting to see a dramatic decrease, according to a new report by CoreLogic.Year-to-year, home sales fell nearly 18 percent from September of 2017 to September of 2018. From August to September of this year, home sales fell nearly 22 percent. Since 1988, the average change in sales between August and September is only 9.8 percent.“The nearly 18 percent year-over-year drop in Southern California home sales this September was the largest for any month in almost eight years,” said Andrew LePage, a CoreLogic analyst.Also in September, sales of newly-built homes in Southern California were 46.6 percent below the September average since 1988.The drop in home sales is due to higher prices and rising mortgage rates, according to CoreLogic. Those factors are pricing out some would-be buyers and prompting others to wait and see what happens with the housing market.The median home price in San Diego County in September of 2018 was 5,000, up nearly eight percent from the same time last year, however, the median price fell by 1.4 percent from August to September of 2018.“Price growth is moderating amid slower sales and more listings in many markets,” LePage said. “This is welcome news for potential homebuyers, but many still face a daunting hurdle – the monthly mortgage payment, which has been pushed up sharply by rising mortgage rates.” 1405
SAN DIEGO (KGTV) - Each day that the courts in San Diego are closed, an already daunting case load grows.The closure leaves San Diegans wondering if, and when, they’ll get justice.According to the San Diego Superior Court, “On Tuesday, May 26, the Court will resume many services, though most will be provided remotely. With the community spread of COVID-19 still a concern, in-person services at the courthouses will continue to be limited to urgent needs.” The court said it’s in the process of sending out rescheduling notices to the parties involved in more than 87,000 hearings.To help cut down the backlog in the civil arena, a group of attorneys is working together to ensure San Diegans have an opportunity to have their case either mediated or have their dispute handled. It’s called RESOLVE Law San Diego.“Without some mechanism to try and deal with these cases, like a settlement conference or mediation, there's really no way for a person who's involved in a lawsuit to have their things resolved,” said attorney Benjamin Bunn.“We have in San Diego over a dozen calendar departments, each of those departments has over 1,000 cases assigned to it, and every Friday each of those independent calendar departments have law and motion hearings that involved at least a dozen and usually two dozen or more cases,” explained attorney William Low. “All of those hearings have been put on hold for the last eight weeks. Nothing has been happening to resolve those cases. RESOLVE Law San Diego is specifically targeted to help those litigants resolve those matters sooner rather than later.”RESOLVE Law San Diego will give people involved in civil cases the opportunity to connect with a retired judge or a qualified local attorney who will agree to hear matters free of charge.“If you go to court right now you might not get a hearing date until November, but if you want to use RESOLVE Law, you’re going to have a hearing within the next two weeks,” said attorney Amy Martell.According to the group, it’s not a court-sponsored program; it is both voluntary and by stipulation of the parties only. The program will only last for a set amount of time and is designed to streamline the law and motion and mediation process so that cases can move forward while the court reopens and manages its caseload.So far more than 175 people have signed up to volunteer their time."By the program that we have set up, we have very good lawyers and retired judges volunteering their free time over the next 120 days to help resolve issues and to help get the court system moving again,” said attorney David Casey.The attorneys involved said hearings will be handled over the phone or through teleconferencing, a safe and easy way to communicate during COVID-19.The program aims to give people a little certainty in times that are anything but that."It will help them get justice quicker, sooner, with less frustrations,” said attorney Heather Rosing.According to the RESOLVE Law website, this type of venture is the first of its kind in the state designed to provide civil litigants an alternative and free venue for dispute resolution during this crisis.In a statement to 10News, San Diego Superior Court Presiding Judge Lorna Alksne wrote, “This effort is a great example of San Diego’s lawyers and retired judges coming together to help the community obtain resolutions of their disputes and to help reduce the backlog of cases due to the pandemic.” 3450
