SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. SAN DIEGO (KGTV) -- It's not often you hear about a bird being rescued from a tree. That's a task San Diego Fire-Rescue was up to in Mission Bay Thursday. Around 12:30 p.m. County Animal Services called for special service when they found an owl entangled in a tree. In a Facebook post SDFR wrote that the owl was caught in fishing line, leaving it suspended from the branches of the tree near 1775 E. Mission Bay Drive. The Engine 20 crew used a ladder to get to the bird and help set it free.  533

SAN DIEGO (KGTV) -- Looking around Barrio Logan, you can't miss the shopping carts, tents and camps belonging to the homeless. Residents of the San Diego neighborhood say the city is turning their community into a "homeless ghetto" - and it's time for it to stop. Tuesday night a group gathered outside the Our Lady of Guadalupe Church, calling on the city to provide "fair distribution of homeless services across San Diego.""It's unbelievable what the mayor and the City Council are doing to this area," said Father John Auther. The priest pointed to a map, asking why a nearly 370 square mile city is putting most of the homeless services in a one-quarter square mile. Father Auther says the concentration of services goes beyond the residents of Barrio Logan. It's bad for the homeless community, too. The area was hit hard by the hepatitis A outbreak.RELATED: Health officials reminding San Diegans about hepatitis A shot "Many of the homeless as we know suffer from addiction problems, alcoholism, mental illness, and what the city has decided to do is put all of them together," Father Auther said. "How will anyone get well?"Right now, city crews are working on a transitional homeless facility in the neighborhood. The facility is going up just 15 feet away from a school playground. A playground closed because of the homeless issue. "We can no longer feel comfortable, feel safe with our students down here on this playground," said Noel Bishop, principal of Our Lady's School San Diego.10News asked a few people in the homeless community two questions: 1. SAN DIEGO (KGTV) — Mayor Kevin Faulconer and Jewish leaders celebrated the second night of Hanukkah Monday, lighting the second candle of a massive Menorah outside City Hall.As the second night of the Jewish Festival of Lights got underway, Rabbi Zalman Carlebach said it was important for leaders to show their support and celebrate in light of recent anti-Semetic incidents around the U.S. "In light of the current events that are happening around the country, this world could use some more light. America could use some more light," said Rabbi Carlebach.San Diego has numerous Menorah lighting events planned as well as other celebrations throughout the county as Hanukkah continues — running through Dec. 10.
