RICHMOND, Va. — Virginia has removed from its iconic state capitol the busts and a statue honoring Confederate generals and officials.That includes a bronze statue of Gen. Robert E. Lee positioned in the same spot where he stood to assume command of the state’s armed forces in the Civil War nearly 160 years ago.Virginia House Speaker Eileen Filler-Corn quietly ordered the Lee statue and busts of generals J.E.B. Stuart, Stonewall Jackson, Confederate President Jefferson Davis, and others removed from the historic Old House Chamber.A crew worked through the night Thursday to have them out of the Capitol by Friday morning.The other Confederate statues removed included:Joseph E. SACRAMENTO, Calif. (KGTV) - A California Assemblymember wants to make horse racing safer and prevent deaths on the track.Assemblymember Ash Kalra (D-27) says it's the only way to ensure the sport's survival in the state."I think whether you're a race fan or not, everything we can do to protect the horses, while protecting the sanctity of the sport as well, is important," says Kalra.His proposal, Assembly Bill 2177, would create sweeping changes to the way horses are cared for at the tracks. Among the most notable changes, all large tracks would be required to have CT Scans on site. Kalra says this will help get more accurate diagnoses of injuries.The bill would also require tracks to have on-site pharmacies, and trainers could only give medicine from those pharmacies to the horses. Veterinarians would also be prohibited from carrying medicine to the tracks."If you mask injuries, you risk greater injury," he says. "So we want to make sure that medications are being prescribed that actually deal with specific injuries, they're not performance enhancing and they're not being used to mask an injury just to get a horse out on a track when it's not ready."The bill requires the immediate suspension of any trainer who has a horse die on the track, pending an investigation. It also gives the California Horse Racing Board the authority to suspend or revoke a trainer's license for repeat violations of medication regulations.The bill is sponsored by PETA and the animal rights group Social Compassion in Legislation. In a statement, PETA Senior Vice President Kathy Guillermo says "Horse racing shouldn't come with a death toll, and this legislation can help to make sure it doesn't."Judie Mancuso, the President of Social Compassion in Legislation told 10News that this bill can be a good compromise between the industry and people who want to see the sport eliminated."A lot of it is just common sense," says Mancuso. "If horse racing is to exist in California, there has to be zero tolerance for fatalities."Horse deaths were a major problem in California in 2019. Santa Anita saw 44 horses die at the track since December of 2018. The Del Mar race track had a handful of deaths during its Bing Crosby fall season.Kalra says Del Mar has been a leader in horse safety and the rest of the state should look to them for best practices."Del Mar is actually one of the safer tracks and that's something we want to look at," he says. "Why is it safer? We can learn a lot by what's happening at your local track and hopefully these rules and regulations will be able to encapsulate some of the good things happening in the industry as well."Officials from Del Mar declined to go on camera, but released a statement to 10News about Assembly Bill 2177. In it, they say:"The Del Mar Thoroughbred Club (DMTC) is committed to working with the legislature and equine experts to ensure the safest possible environment for California's horses and riders. In 2017, DMTC began a series of industry-leading reforms which resulted in Del Mar being ranked as the safest racetrack in North American in both 2018 and 2019. As a founding member of the national Thoroughbred Safety Coalition, DMTC continues to work with industry stakeholders to advocate for and implement the highest standards of safety and welfare for our equine and human athletes."Critics of the bill say it will ruin the industry in California, as trainers and owners who don't want to abide by the new rules will choose to race in other states instead. Kalra believes that if California adopts the new rules, the rest of the country will follow."California needs to do what's in the best interest of Californians," he says. "I think once we do that and other states see how we're doing it, they'll want to work with us and really create a standard that can be used nationally."The bill is scheduled for a hearing in the House Government Oversight Committee on March 13th. 3943

Russia's ambitions to head international police agency Interpol were dashed Wednesday after delegates chose acting head South Korean Kim Jong Yang to take the role.Alexander Prokopchuk, a former Russian Interior Ministry official had been expected to be elected president, but critics opposed his nomination, accusing Moscow of using Interpol's systems to target and pursue the Kremlin's political foes.On Monday a bipartisan group of US senators released a letter saying the election of Prokopchuk would be "akin to putting a fox in charge of a henhouse."Kim was elected at the 87th session of the organization's General Assembly in Dubai, which gathered around 1,000 senior law enforcement officials from across the globe. Kim will serve as president for the remainder of the current mandate, until 2020.US Secretary of State Mike Pompeo had endorsed Kim, a South Korean police official, to replace former president, Meng Hongwei, who was recently detained on his return to China.The organization's former president, Meng Hongwei, went missing on his return to China in late September. His wife Grace Meng raised the alarmed 10 days later and said she'd received threats via social networks and telephone.Chinese authorities later announced Meng was being held and investigated for alleged corruption. Meng, who was also a vice minister of public security in China, has been accused of accepting bribes and committing unspecified other crimes.A statement from Interpol's Secretary General Jurgen Stock dated October 6 said the organization had requested "clarification" from the Chinese authorities on Meng's status."Interpol's General Secretariat looks forward to an official response from China's authorities to address concerns over the President's well-being," the statement said.The following day the international law enforcement agency released another statement, confirming it had received Meng's resignation.In his first public comments since Meng went missing, Stock told a news conference earlier this month that the organization had to accept its former president's resignation."There's no reason for me to suspect that anything was forced or wrong," Stock said, according to reports.On Monday, ahead of the General Assembly, Human Rights Watch criticized the police organization's "curious unconcern about its disappeared ex-chief.""This is extremely disappointing and worrying behavior from an organization that is supposed to protect people from abuses of power, not aid and abet such infringements," a spokesperson for Grace Meng said.While the president's role is "to chair the General Assembly and Executive Committee sessions," rather to run the organization day-to-day, according to a statement released by Interpol, it remains an influential position.The appointment establishes the agency's working committees and "has an influence on policy," Louis Shelley, a transnational crime expert and director of the Terrorism, Transnational Crime and Corruption Center at George Mason University, told CNN ahead of Kim's election. 3059

  

ROCHESTER, N.Y. – New York Attorney General Letitia James announced Saturday that she will empanel a grand jury as part of her investigation into the death of Daniel Prude in Rochester.Activists have marched nightly in Rochester since police body camera videos of the encounter with the Black man visiting from Chicago were released this week by his family.“The Prude family and the Rochester community have been through great pain and anguish," James said in a statement. "My office will immediately move to empanel a grand jury as part of our exhaustive investigation into this matter.”Prude died of the effects suffocation after he was held by the police last spring.Seven police officers involved in the suffocation death of Prude have been suspended by the city’s mayor, who said she was misled for months about the circumstances of the fatal encounter.A union leader defended the officers Friday, saying they followed their training “step by step.”Prude died when he was taken off life support on March 30. That was seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing.In the hours before his encounter with police, Prude appeared to be spiraling into crisis. He had been thrown off a train the day before for disruptive behavior and was sent to the hospital for a mental health evaluation.Prude’s death and the actions of the officers have intensified the debate over whether police should be responding to calls about people suffering mental health crises. 1618

  

Russia appointed actor Steven Seagal as a "special representative" on US-Russian humanitarian ties, the country's Ministry of Foreign Affairs said in statement on its official Facebook page Saturday.According to the statement, the action star's role will be to promote US-Russia relations "in the humanitarian sphere," adding that the role will include collaboration "in the sphere of culture, public and youth exchanges."The foreign ministry said the unpaid role will be similar to the United Nations' goodwill ambassador positions.Seagal, who became a Russian citizen in 2016, is a close friend of Russian President Vladimir Putin.
