FALLBROOK (CNS) - A 28-year-old man was busted in Fallbrook for agreeing to purchase alcohol for a minor, authorities said Saturday.The man was arrested Friday night in a so-called "Shoulder Tap" operation and was the only one out of 20 adults asked by a minor decoy working with deputies who agreed to purchase alcohol for the teenager, according to Sgt. Nancy Blanco of the San Diego County Sheriff's Department.The suspect was arrested on suspicion of furnishing alcohol to a minor, which is a misdemeanor, she said.Two men, ages 24 and 25, who were with the suspect were also taken into custody for parole and probation violations, Blanco said.The minors also tried to purchase alcohol from retailers at five separate locations, but none of the locations sold alcohol to the decoy, she said. 803

Candles on Tap in downtown Encinitas is taking the chance."Today is a big, nerve-wracking, exciting day but we are opening to the public," CEO and co-founder Chantel Johnson said. She and CFO and co-founder Marcus Wandell are hopeful about their new venture. "The feature event is the scent bar where you pull up a chair and pour your own blend," said Wandell. Johnson added, "We are a custom scent bar so when people come in, they’re able to hand pour their own soy candles, diffusers, and fragrance sprays and they get to choose from over 90 scents." Wandell says some of his personal favorites in their shop include a scent called "old books" and they also have a "cannabis" smell.The two are well aware of what they’re getting into. "We're opening in the middle of a pandemic and it's a brick and mortar store so what could go wrong, right?" Wandell said jokingly.Yet, they say they see this time as the perfect opportunity. “There's pent up energy and demand to get out and do something as long as it’s safe so we're seizing on that need in the community for folks to find an experience to do with their loved ones and friends,” says Wandell.The pair are not alone. ENCINITAS (CNS) - Construction crews will begin a three-week closure of a section of Chesterfield Drive Wednesday to improve bicycle and pedestrian safety, according to the San Diego Association of Governments. Chesterfield Drive will be closed to drivers in both the eastbound and westbound directions between Coast Highway 101 and San Elijo Avenue. According to SANDAG, the closure will extend through Jan. 23 to complete a new bikeway and pedestrian path, an Americans with Disabilities Act-compliant sidewalk and ramps, new traffic signals and new rail crossing equipment such as signals and gates. During the closure, northbound motorists will be detoured to D Street and southbound motorists will be detoured to Lomas Santa Fe Drive. The intersection will remain open to pedestrians and bicyclists during the closure but will be closed to motorists 24 hours per day, seven days a week. According to SANDAG, roughly 17,000 drivers use the intersection each day. The closure is the second phase of improvements to the Chesterfield Drive rail crossing and part of San Diego County's Build NCC (North Coast Corridor) project, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure around the county. (KGTV) - City planners in Encinitas are seeking public input about the creation of 10 new pedestrian train crossings.The city currently only has six legal crossings, though much of the train tracks are unobstructed and can be crossed illegally.“Safety is one of our utmost concerns,” said Diane Langager, principal planner with the city.She said she has been working on the crossing project for about two years. In addition to safety, she said the city wants to make the area more accessible by walking and biking.“We’re doing everything we can to increase multi-modal transportation in the city,” she said.They have identified different locations where crossings are possible but want input from residents to see what their priorities are. 766
