SACRAMENTO, Calif. (AP and KGTV) — A bill that would end California's bail system and replace it with a risk assessment system is headed to Gov. Jerry Brown's desk. State Senate approved the bill with a vote of 26-12 Tuesday afternoon. If signed into law, it would make California the first state to completely end bail for suspects waiting for trial. Senators who support the bill say it would end a system that discriminates against low income people. Those in opposition argue that the measure would make communities less safe. If signed into law, the plan calls for the release of most suspects arrested for nonviolent misdemeanors within 12 hours. Those accused of serious, violent felonies wouldn't be released before their trials. Courts and California's Judicial Council would have discretion to determine whether or not to release other suspects based on the likelihood they will return to court and the danger they pose to the public.   999

SACRAMENTO, Calif. (AP) — The California Assembly has apologized for discriminating against Japanese Americans and helping the U.S. government send them to internment camps during World War II. The Assembly passed a resolution Thursday that also apologized for discrimination leading up to the war. It comes a day after California Gov. Gavin Newsom and the governors of Idaho and Arkansas declared Feb. 19 a Day of Remembrance. That's the day in 1942 when President Franklin D. Roosevelt signed an executive order leading to the imprisonments. Right after the mass shooting at a Florida high school earlier this year, Dick's Sporting Goods decided to stop selling assault-style weapons at its stores.Now the nation's largest sporting goods retailer is going to destroy those guns."We are in the process of destroying all firearms and accessories that are no longer for sale as a result of our February 28th policy change," the company told CNN."We are destroying the firearms in accordance with federal guidelines and regulations."A company spokesman wouldn't say how the guns would be destroyed.Dick's was one of a number of retailers that made changes to their gun sales policy after the February 14 massacre at Marjory Stonemen High School that killed 17 students and staff.Around the same time, Walmart said it would also raise the age restriction for purchase of firearms and ammunition to 21. ROCHESTER HILLS, Michigan — A Michigan man is accused of trying to kill a teen after the boy allegedly knocked on his door for directions.Jeff Zeigler, 53, a former Detroit firefighter, is charged with assault with intent to murder over the incident.Lee Kolozsvary, a long-time friend of Zeigler's says he's blown away by the allegations and thinks he was just trying to scare away the teen at the door.During a hearing on Friday, Zeigler said the public isn't hearing the whole store.Brennan Walker, 14, got lost on his way to school without a phone after missing the bus."I guess I put my hand up, I don't really remember, and I started to run," Walker said. "I looked back behind me and I saw him aiming at me and I turned back. I turned back and I heard the gunshot."Walker's family said the thought he was trying to break in. It was all caught on security video.Kolozsvary says he doesn't think Zeigler had any intent to kill."The Jeff Zeigler I know, he's a good guy," Kolozsvary said. (AP) — California is looking to tighten the rules about children under 13 using social media.The state Senate voted 31-4 on Thursday to require social media companies to first get the consent of a parent or guardian before creating an account for a child the company knows is under 13.Federal law already requires social media companies to get parental consent before collecting or selling data of children under 13. That's why most social media companies, including Facebook, already ban children under 13 from creating accounts.Democratic Sen. Henry Stern says the bill will protect children. But Democratic Sen. Scott Wiener says the bill would harm LGBT youth who live in abusive households by isolating them from others like them.The bill now heads to the state Assembly. 803
