BEIJING, June 7 (Xinhua) -- Authorities in several south China provinces issued flood alerts on Monday after a new round of storms is expected to pound the region that still reels from recent floodings.The national weather forecast says much of southern China, including provinces such as Guangdong, Guizhou, Jiangxi and Guangxi Zhuang Autonomous Region are to experience storms in coming days.Many of the areas were drenched in last month's wide-scale heavy rains.A resident rows a raft in Chengjiang Town of Yao Autonomous County of Du'an, southwest China's Guangxi Zhuang Autonomous Region, June 7, 2010. Flood still remains in some parts of Du'an on June 7, seven days after heavy rainstorms killed 38 people.In the worst-hit Guangxi Zhuang Autonomous Region, the government on Monday said death toll from recent landslides and flooding has climbed to 53.Forty-two counties in nine Guangxi cities were affected. In Chengxiang village, people were forced to row make-shift boats -- made of plastic bottles and planks -- to commute through the flooded streets.Chen Jian, the region's chief weather forecaster, said heavy rains are expected to fall on six Guangxi cities from June 7 to 10.Local disaster relief officials were ordered to evacuate residents in low-lying areas in advance. Safety measures at reservoirs shall also be reviewed, officials said.In Jiangxi Province, where mudslides recently derailed a train and flooding forced the evacuation of 90,000 residents, government departments and agencies were ordered to ramp up flood prevention measures.Schools, coal mines, markets and other populated areas will be carefully monitored to prevent accidents that could lead to massive casualties, according to officials.The alert noted that water levels in Jiangxi's reservoirs and waterways remain high, posing serious threats to the government's flood prevention work.Alarms also rang in central Hubei Province. The provincial meteorological bureau forecast heavy storms to hit Hubei from June 7 to 8 and might trigger flooding in its southern mountainous areas.By June 3, floods have killed 125 people and left 34 people missing all over China, the Office of State Flood Control and Drought Relief Headquarters said.More than 23.09 million people and 1.55 million hectares of crops were affected. Direct economic losses amounted to 16.9 billion yuan (2.47 billion U.S. dollars), it said.

BEIJING, Aug. 4 (Xinhua) -- China's foreign exchange regulator Wednesday pledged to continue efforts to manage illegal capital inflows in the second half of the year.In a statement on its website, the State Administration of Foreign Exchange (SAFE) said it had investigated up to 3.5 million cases of international trade transactions, involving a total of 440 billion U.S. dollars, during its hot money monitoring campaign, which began in February.The statement said it had identified 197 cases of illegal capital inflow, but it gave no exact sum for the cases.SAFE said earlier last month that its investigations had found 190 cases, involving 7.35 billion U.S. dollars, of hot money inflows.Capital flows into and out of China for purposes other than import and export payments are strictly controlled by SAFE, which manages the country's 2.45 trillion U.S. dollars in foreign exchange reserves.The statement also said it would introduce new foreign exchange instruments to meet domestic market demand and support China's currency reforms.China's central bank announced on June 19 that it would further the reform of the formation mechanism of the yuan exchange rate to improve its flexibility.The hot money campaign was launched amid concerns that speculators were betting on an appreciation of the Chinese currency and rising asset prices.

  

BEIJING, June 30 (Xinhua) -- The Communist Party of China (CPC) on Wednesday launched an online database on Marxist theory by uploading the Party's major political doctrines to an Internet website, an effort that analysts said is promoting its ideology through information technology.Uploaded contents to www.ccpph.com.cn include collected works in Chinese of Karl Marx, Frederick Engels, Vladimir Ilyich Lenin, as well as former CPC leaders Mao Zedong, Deng Xiaoping and Jiang Zemin.All the works are available free of charge for Internet users to read, while visually impaired readers can listen to recorded voices reciting the content in Chinese.The website also contains dozens of works explaining the doctrines, research of the communist party as well as the CPC's important documents, files and speeches of General Secretary of the CPC Central Committee Hu Jintao and other current leaders.The database is sponsored by People's Publishing House, copyright owner of those Chinese works and major publisher of translated works of foreign political figures in China.Liu Binjie, Director of General Administration of Press and Publication, said that the official launch of these works on the Internet would expand the spread of Marxist theories.The world has entered an era when information, digitalization and other new communication methods are booming, said Huang Shuyuan, president of the People's Publishing House.The more advanced and powerful communication methods a party uses, the more influential it will be, Huang said.To help online readers find a classic Marxist reading, the database of the website provides a smart search function which finds the origin based on fractional words that readers input."It will greatly help researchers on Marxist doctrines like me, since many of those works could only be available in libraries," said Professor Zhang Guangming with the School of International Relations of Peking University."We could search for information about Marxist works at any time in my reading room," Zhang said.Prof. Zhang Xixian with the Party School of the CPC Central Committee said that the online database represents a new trend for the Party to promote its theories in a more attractive way.By the end of last year, the number of Internet users in China had reached 384 million users, covering about 28.9 percent of the country's total population.Li Changchun, member of the Standing Committee of the Political Bureau of the CPC Central Committee, also attached great importance to the publication of the Party's theories by using multimedia technologies.The People's Publishing House plans to digitalize its 3.6 billion-word Marxist theories books within two years to complete the database and provide it free of charge to the public.
