SAN DIEGO (KGTV) -- New data from WalletHub shows how California ranks on a list of best and worst states for military retirees.Overall, California ranked high when it comes to quality of life and health care, but much lower when it comes to the economy and homelessness.WalletHub ranked states on a number of other factors, with one being best and 25 being average.In the quality of life category, California comes in at 10th on the list of 51 states and the District of Columbia.From there, the data starts looking less attractive. When it comes to the economic environment, California ranked low coming in at 48th.California also ranked 48th for veterans per capita, yet ranked 49th for the percentage of homeless veterans.The area where California ranked best was number of VA health facilities per number of veterans where the state took the 3rd spot.The data also found that red states are more friendly towards military retirees than blue states. SAN DIEGO (KGTV) - Parents in Pacific Beach are calling on more enforcement at the Crown Point Elementary field.During school hours the field is only open to elementary students and then opens to the public 30 minutes before and after. Mariluci Byrnes has a daughter who plays on the field with the Pacific Youth Soccer League. She says many dog owners ignore city signs warning it's a violation to take your dog off-leash and to not pick up after them.  “Just not a good combination when you have kids playing and there’s poop all over the place," said Byrnes.Byrnes says kids and parents often step in dog poop and she worries an off-leash dog could injure a child.  The field is now in the San Diego Humane Society’s (SDHS) jurisdiction. An SDHS spokesperson confirms they’ve gotten complaints about the issue, but sometimes other calls involving safety take priority over off-leash dogs. SAN DIEGO (KGTV) - On Monday, the California National Guard confirmed that its service members were recently sent to two San Diego nursing homes that needed help treating residents who were sick with COVID-19.“We supplemented their existing staff- their civilian staff- with our medical teams here in the California National Guard,” Lt. Col. Jonathan Shiroma told ABC10 and said that they were deployed at the direction of the California Department of Public Health (CDPH).The National Guard reports that 20 troops were sent to Santee's Stanford Court nursing facility for a week in October and another 20 troops were sent to El Cajon's Villa Las Palmas for two weeks in November.Lt. Col. Shiroma said teams tested patients and staff and offered other supportive care. “Within the Guard we also have many medical professionals so each of the teams were led by either a physician assistant or a registered nurse or an LPN,” he added.“If you have an outbreak, you have staff that has to quarantine and so in order to provide care you want to get people into the building to help with the residents,” Deborah Pacyna with the California Association of Health Facilities told ABC10 News.The CDPH reports that since the start of the pandemic, 50 healthcare workers have tested positive at the El Cajon facility where 91 residents have gotten the virus and 45 healthcare workers have tested positive at the Santee facility where 58 residents have contracted COVID-19.The National Guard said that it doesn't have any current missions in San Diego but it's always ready. “If something comes in the next few weeks and there’s a need in any part of the state, the California National Guard will respond appropriately,” added Lt. SAN DIEGO (KGTV) — More rain arrived in San Diego Wednesday, less than a week after a storm swept through the county, leaving some areas flooded and city crews preparing for the wet weather.In Coronado, on First Street, crews worked to clear pipes near the shoreline. This is a large reason for flooding in the area. Public Services Director, Clifford Maurer, says flooding comes after sand and sediment gets into the storm drain from the high tides.“Some of the outfalls, the pipes that go into the bay or into the open waters have flapper valves on them. So they only allow water to go out, not come in,” says Maurer. “But when the water is above those valves there’s nothing you can do. There’s just nowhere for the water go."RELATED: Check out your daily forecastThe City of Coronado is also offering sandbags to residents. The bags are already filled and can be picked up at four different locations around the island.The City of San Diego is also preparing for the rain. Crews have signs and barricades already lined up in Mission Valley, an area frequent to flooding.Crews are placing bypass pumps in area they expect to flood. “Bypass pumps help relieve some areas of our system that may be overwhelmed with stormwater,” says Anthony Santacroce.RADAR: Live updating San Diego radarFifteen two-person crews that will be out patrolling areas within the city, looking for any storm damage or flooding.Both cities suggest homeowners should make sure the storm drains near their homes are clear of debris, so it doesn’t get swept in with the rain. 1558
