The federal convictions reached Thursday-- in a case investigated by the Oceanside Police Department -- trigger mandatory minimum sentences of 15 and ten years, respectively, according to the U.S. Attorney's Office.According to evidence presented at trial, Smallwood-Jackson began communicating with the girl using the Spotafriend social media application. He admitted during chats with the victim -- whose profile listed her true age of 14 -- that he was 21 years old and didn't care that she was a minor.Using the internet, Smallwood-Jackson discussed sexual acts he wanted to perform with the girl and convinced her to produce and send him sexually explicit pictures and provide her address, according to Assistant U.S. Attorney Mandy Griffith.The girl repeatedly told Smallwood-Jackson that she was not sure she wanted to meet with him, but he told her to take a "leap of faith." The defendant then traveled to her home, convinced her to come outside, and had sex with her, according to prosecutors.In texts afterward, Smallwood-Jackson apologized for hurting the minor victim. SAN DIEGO (AP and CNS) — A white Christmas was in store for parts of California with wet weather elsewhere in the state that could mean dangerous driving conditions and possible power outages."A storm system is coming and after about 10 p.m. tonight, we'll begin having scattered showers that will continue through the day on Christmas," NWS forecaster Samantha Connolly said of the San Diego impact. "The storm system will bring cooler temperatures through tomorrow, and snow above 5,000 feet."Connolly said temperatures will drop into the high 50s to 60s in most of San Diego on Christmas day. "Wind gusts will be up to 30 mph along the coasts and in the inland valleys, and as much as 50 to 60 mph in the mountains and deserts."One-tenth to one-quarter of an inch of rain is expected along the coast and in the inland valleys and the deserts on Christmas. Half an inch to an inch of rain is expected in the mountains.The NWS forecaster said the storm will leave San Diego later in the day on Christmas. Wednesday, the day after the storm, is expected to be dry. But more light rain could be on the way."We have another potential storm system that could come in on Thursday and Friday," Connolly said. "We're expecting a little rain from that, but not much."The National Weather Service issued a winter weather advisory Monday for higher elevations in San Bernardino, Riverside, Los Angeles, Ventura and Kern counties.The weather service said the fast-moving storm system was expected to move into Southern California late Monday, bringing up to 4 inches of snow to elevations above 4,000 feet (1,200 meters) including Big Bear, Wrightwood and the Grapevine area of Interstate 5.The system also was expected to bring gusty winds between 40 and 60 mph (64 to 97 kph) and a chance of rain at lower elevations.The conditions could create snowy and ice-covered roads with low visibility and strong cross winds. The California Department of Transportation said chains will be required in mountain areas.In Northern California, the weather service issued a flash flood watch for an area of Mendocino County that was charred by wildfires earlier this year.The warning was in effect from noon until 6 p.m. Monday. SAN DIEGO — More than 100 thousand San Diegans have lost their jobs amid the coronavirus outbreak, and some of those positions have disappeared forever.But a new report from the San Diego and Imperial Counties Community College Association has identified 66 jobs as pandemic resilient.“It's an expensive place to live, this county, and so we need people to be able to have jobs that will be able to help sustain their families,” said Dr. Sunny Cooke, superintendent of the MiraCosta Community College District.Cooke said the community colleges offer an affordable way to train for positions wanted now. Each unit costs , so a typical certificate training program would cost about ,760.Additionally, the report identifies 27 jobs as middle skill, meaning they require more than a high school diploma but less than a four-year degree. It report includes an interactive list of fields, and which local community colleges offer programs related to them.“We want people to get in now, get a short term training, get into a field, stabilize their family and their lives, and then have a ladder to more, longer-term training and education that they seek and they desire,” cooke said.The identified jobs run the gamut from web developers and cyber security analysts to medical assistants, registered nurses, machinists, social service workers and biotech technicians, to name a few.In all, the report says the average entry level salary for the jobs is ,000, with room for growth. 1488
