BEIJING, Feb. 4 (Xinhua) -- The Chinese government Friday initiated a relief and assistance program for eight drought-ravaged provinces, said a statement on the website of Ministry of Agriculture.The government had implemented a grade II emergency response, meaning a 24-hour alert, daily damage reports, and the dispatching of experts and relief materials, said the statement.The ministry had sent teams to help with relief work in the provinces of Hebei, Shanxi, Jangsu, Anhui, Shandong, Henan, Shaanxi and Gansu, said the statement.The four-month drought had affected 35.1 percent of wheat crops, -- 96.11 million mu (6.4 million hectares) -- accounting for 21.7 percent of total farmland in the provinces, it said.The wheat growing area in the eight provinces accounted for more than 80 percent of the country's total, said the statement.The provinces have received little rainfall since October last year, it said.
SYDNEY, Jan. 25 (Xinhua) -- Huawei Technologies, on Monday asked a U.S. District Court to prevent Motorola from illegally transferring Huawei's intellectual property (IP) to Nokia Siemens Networks ("NSN"), officials of Huawei told Xinhua in Sydney, Australia on Tuesday.As a leading player in providing next generation telecommunications network solutions, Huawei took this action as NSN seeks to complete its 1.2 billion U.S. dollars acquisition of Motorola's wireless network business.Since 2000, Huawei and Motorola have had a cooperative relationship in the radio access network and core network businesses, where Motorola has resold Huawei wireless network products to customers under the Motorola name. During this period, Motorola was provided with products and confidential Huawei IP developed by Huawei's team of more than 10,000 engineers.Since the July 2010 announcement by NSN of its purchase of Motorola's wireless network business, Huawei has tried to ensure that Motorola does not transfer this confidential information to NSN.According to officials of Huawei, Motorola's failure to adopt measures sufficient to ensure that Huawei's proprietary information remains confidential has compelled the company to file for the appropriate legal protection of its rights.The officials said Huawei respects the rights of intellectual property holders and is equally committed to the protection of its own innovations and intellectual property.Nearly half of Huawei's 100,000 plus employees are engaged in research and development and Huawei allocates an average of 10 percent of all revenues to R&D annually. PARIS, April 22 (Xinhua) -- Heavy load launcher Ariane 5 lifted off two communication satellites, Yahsat Y1A and Intelsat New Dawn, at around 6:37 p.m. local time (2137 GMT) on Friday from Europe's Spaceport in French Guiana.Yahsat Y1A is the first United Arab Emirates satellite launched by Arianespace. It is built by Astrium and Thales Alenia Space and will be positioned at 52.5 degrees East. With a design life of 15 years, it will be operated by the Al Yah Satellite Communications Company, a telecommunications company indirectly controlled by the Abu Dhabi Government.Weighing around 5,935 kilograms at lift-off, Yahsat Y1A was expected to be separated first around 27 minutes after the launcher started the flight.The second passenger Intelsat New Dawn was built by Orbital Sciences Corporation and weighs about 3,000 kilograms. Also with a designed life span of 15 years, it is planned to be positioned at 32.8 degrees East.Via the second mission of Ariane 5 in 2011, Yahsat Y1A will provide customized relay services for the government and commercial sectors in the Middle East, Africa, Europe and Southwest Asia, while Intelsat New Dawn will work as a part of the global Intelsat fleet, offering service for Africa.This launch, the 201st of an Ariane family vehicle since 1979, brought to 22 the number of Intelsat satellites serving Africa, according to the launching company.Originally scheduled for liftoff on March 30, this dual-payload mission was delayed following an interruption of the final countdown when an incorrect displacement of one of the engine's actuators was detected, Arianespace said in a statement. WELLINGTON, May 24 (Xinhua) -- New Zealand researchers have found a way to stop the growth of certain cancer tumors by " silencing" a group of PAX genes, members of a small family of genes that play important roles in embryonic development, but also allow cancer cells to grow and divide in adult tissue.In an article published in UK medical journal Oncogene, Otago University Professor Michael Eccles and colleagues revealed how they used the PAX8 gene to kill cancer cells.After detecting high levels of PAX8 protein in the majority of kidney, ovarian and thyroid cancers they studied, the researchers used molecular techniques to silence the PAX8 gene in several cancer cell lines."We found that these PAX8-depleted cancer cells ceased growing and dividing. The cells were essentially stopped in their tracks through the failure of multiple mechanisms and pathways crucial to their cell division cycle. They then entered into a state called senescence in which they no longer divided, and after that they ultimately died," Eccles said in a statement from the university Tuesday.The findings suggested that PAX8 could be a good target for the development of new cancer therapies, he said."Any resulting drugs would be a long way down the road, but in the meantime this research helps confirm that a focus on PAX genes may prove to be a fruitful line of attack against a number of cancers," he said.The research was supported by grants from the Health Research Council of New Zealand. It formed the main piece of work carried out by Otago doctoral graduate Caiyun (Grace) Li, now a postdoctoral fellow at Stanford University. Study co-authors also included Professor Antony Braithwaite and master's student Jen Nyman.In 2003, research led by Eccles discovered that proteins from one or more of the nine PAX genes were present in many common cancers. They found that "silencing" the gene expression of PAX2 in ovarian and bladder cancer cells, and of PAX3 in melanoma, led to the rapid death of the cells.
