BEIJING, July 9 (Xinhua) -- Chinese spent less in June amid surging commodities prices and floods in many of the country's southern provinces, according to the latest reading of an index that gauges consumer confidence on Friday. The Bankcard Consumer Confidence Index (BCCI), compiled by the Xinhua News Agency and the national bank card association China UnionPay, slid to 86.30 in June, down 0.09 points from May.Compared with the same period last year, the June BCCI figure was 0.24 points higher. The index hit a record high of 86.89 in March. The reading in June indicated Chinese bank card spending was affected by surging commodities prices and the floods in southern China.Consumers also turned more conservative in spending due to sluggish performances of domestic stock markets and property markets in June.China's month-on-month economic growth rate is likely to have slowed in June given signs that electricity demand declined remarkably that month and the Purchasing Managers' Index (PMI) for China's manufacturing sector dipped 1.8 percentage points for two months in a run to 52.1 percent in June.Xinhua and UnionPay jointly started compiling the BCCI index in April 2009 based on bank card transaction data and analysis of structural changes in urban consumption.

WASHINGTON, June 23 (Xinhua) -- China represents a huge opportunity for American businesses, and the relationship between the two countries should not be portrayed as a zero sum game, Commerce Secretary Gary Locke said on Wednesday."There are so many opportunities for trade to benefit both China and the United States," Locke said at a Senate Finance Committee hearing."I have seen those benefits first hand over the last 20 years, as Commerce Secretary, as an attorney in private practice, and as the governor of Washington State, where I helped double exports to China during my tenure."According to Locke, thanks to strong Chinese demand growth and recovery in prices of agricultural products, now the U.S. exports to China are growing faster than overall U.S. exports."We should neither underestimate the importance of the China market nor the potential it holds for American exporters who tap into it."During the same hearing, Ron Kirk, the U.S. trade representative, also hailed the opportunities provided by the China's growing economy."Thanks to China's strong recovery from the global recession, we have seen double digit growth in a variety of export sectors, ranging from high-end manufactured goods and chemical products to agricultural goods like soybeans," said Kirk.

UNITED NATIONS, Aug. 25 (Xinhua) -- China on Wednesday voiced its support to the efforts to counter Somali piracy in accordance with the international law and the relevant Security Council resolutions. The statement came as Li Baodong, the Chinese permanent representative to the United Nations, was taking the floor at an open Security Council meeting on piracy off the Somali coast. The 15-nation Council began the meeting on Wednesday morning to discuss a report by UN Secretary-General Ban Ki-moon on how to prosecute and imprison Somali pirates."China supports the activities carried out to combat Somali piracy in accordance with the international law and the resolutions of the Security Council," Li said. "At present, naval operations of the countries concerned to combat piracy and to protect navigation have played a very positive role in safeguarding the safety of international navigation.""At the same time, the issue of how to prosecute the pirates caught has come to the fore," he said. "China supports strengthening international cooperation in prosecuting the Somali pirates under the framework of the existing international law, and appreciates the work carried out by the countries concerned, particularly coastal states.""We also call upon international community to provide the necessary support to the coastal states to enhance their legal capacity, and China welcomes their report in this regard and will join others to further study the legal framework," he said."Recently, although pirate attacks off the coast of Somalia have continued, threatening the safety of international navigation, their success rate has started to decline, reflecting the initial success of counter-piracy international cooperation," he said."However, at the same time, the root causes that give rise to the piracy off the coast of Somalia have not been eradicated, and these pirates remain and their behavior is starting to change with elaborate organization and more covert methods of attack, and they have expanded their scope of operations into the Indian Ocean," he said. "This has shown that the task for combating piracy is still very arduous, and it calls for further comprehensive efforts by the international community so as to eradicate the Somali piracy both from its phenomenon and root cause."
