The Chinese have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday.The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization.He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast. It also criticizes China for its recognition of individuals' rights. But I think the West needs to recognize China as a developing country that is moving in the right direction in many fields."

TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." BEIJING, Oct. 16 (Xinhua) -- When the 18 farmers in east China's Anhui Province, their bellies rumbling, stamped red fingerprints on the land-contracting agreement three decades ago, they never expected they might be making history."We had no other choice," said 70-year-old Yan Lixue. Prior to World Food Day this Saturday, he recalled the bitterness and successes from those past days.The elderly man used to be head of the production team at Xiaogang Village in Fengyang County.At that time, Fengyang was dubbed the "hometown of beggars", and was infamous for its poverty. It was the hometown of Zhu Yuanzhang, the first emperor (1368-98) of the Ming Dynasty. Ironically, Zhu, started as an insurrectionary army leader, though he used to be a beggar, too. The local opera in Fengyang was said to be sung for begging, at the beginning.With stubble on his square chin, Yan said his only memory of those days was hunger."At that time, we ate from the 'big cooking pot'," he recalled. The "big cooking pot" referred to the public kitchen. Establishment of the Peoples' Commune was made official state policy in 1958. In the Commune, everything was shared and people were encouraged to eat in the commune's kitchen. Private cooking was then banned and replaced by communal dining.But the food from the "big cooking pot" was not enough. In Yan's memory, the days were horrible when there were fewer than 0.25 kilograms of grain per person."Sometimes people ate wild herbs or bark from the trees," he said.As a result, 67 people died of hunger during the Great Leap Forward from 1959 to 1961 when six out of over 30 households in Xiaogang disappeared. In Fengyang, 90,000 people, or one in four people, died."Sometimes you would see a person tumble and never stand up again," Yan said.The nightmare was shared by another villager, Guan Youjiang."I had four children. When they cried with hunger, my heart ached," he recalled. In his home there were only pots and beds.Yan went out to beg in 1976. At first he begged in nearby Huaiyuan County, and then roamed further to the richer Jiangsu and Zhejiang provinces.He then refused to lead the production team any more. "The young people mostly went out to beg and few were left to work on the field."In fact, they were not allowed to beg all year long. "We took turns going out. There had to be someone working for the village."Realizing that they could starve to death, Yan believed that they had nothing to lose, although "signing the land contracting agreement could mean severe penalties, like imprisonment or even execution," he said.

TIANJIN, Oct. 8 (Xinhua) -- The capacity of China's plantation industry might decline as a result of global warming, according to a report released during a new round of UN climate talks being held in north China's Tianjin Municipality from Oct. 4 to 9.If no proper measures were taken, the capacity of China's plantation industry might decline by 5 to 10 percent by 2030, characterized by a reduction in the output of wheat, rice and corn, said the report, released by the Chinese Academy of Agricultural Sciences and several other organizations during the conference."The situation may get worse after 2050," the report warned.It said the soaring content of carbon dioxide in the atmosphere would have a "significant" impact on the output of wheat, rice and corn.Also, higher temperatures might put more farmland in China at risk from of insect damage and forest fires, the report explained.Further, some farmland might be inundated if the sea level rises as a result of global warming, it said.China has only about 7 percent of the world's arable land, while feeding more than 1.3 billion people which accounts for about 20 percent of the world' s population.
