BEIJING, Aug. 12 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, unveiled Wednesday a draft regulation on monopoly prices.     The regulation applies to cases of monopoly prices both inside and outside the country, when monopoly prices outside the country impact the domestic market, according to the regulation posted on the commission's Web site.     Other than deals reached among more than two parties for the purpose of monopolizing prices, power abuse of government agencies to eliminate or limit competition is also regarded as violation of the regulation.     Those who violate the regulation would be punished according to stipulations in the country's anti-monopoly law, according to the commission.     Individual retailers or producers may face confiscation of illegal earnings and a fine of up to 10 percent of last year's sales, while industry associations are subject to a fine of no more than 500,000 yuan (73,529.4 U.S. dollars) or could be dismissed as an association.     Government agencies that violate the regulation would be ordered by their superiors to correct their actions, and officials held responsible would be disciplined according to relevant laws.     The commission said the regulation was aimed to prevent monopoly prices and to endorse fair competition so as to safeguard the interests of consumers and the public.     The commission is soliciting public opinion for the regulation until Sept. 6

BEIJING, Aug. 26 (Xinhua) -- A senior Chinese legislator said Wednesday that China will promote social exchanges with Myanmar to boost bilateral ties.     "We attach importance to and support friendly exchanges and cooperation between social groups and organizations in China and Myanmar, which will contribute to the development of bilateral ties," said Zhou Tienong, vice chairman of the Standing Committee of the National People's Congress, in a meeting with a delegation from a government-supported organization from Myanmar.     Zhou, also president of the Chinese Association for International Understanding, briefed the eight-member delegation on China's political and economic situation, its measures in tackling the global downturn and pledged to boost economic and trade cooperation with the international community, including Myanmar. PYONGYANG, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao and Kim Jong Il, top leader of the Democratic People's Republic of Korea (DPRK), held talks here on Monday and reached important consensus on China-DPRK relations and the promotion of a nuclear-free Korean Peninsula.     Premier Wen extended sincere greetings and best wishes to Kim on behalf of Chinese President Hu Jintao.     The hard-earned friendship and friendly cooperative relations achieved by the joint efforts of several generations of the two countries conform to the aspiration of the two peoples, Wen said, adding that the two nations should pass on the friendship from generation to generation.     China is willing to work with the DPRK to maintain high-level exchanges, deepen pragmatic cooperation, strengthen coordination on major issues, and push forward the good-neighborly and friendly cooperative relations, he added.     Kim asked Wen to relay his greetings to Chinese President Hu. BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.
