INDIANAPOLIS -- A father died Sunday evening from the injuries he sustained while rescuing his 3-year-old daughter from a vehicle after it rolled into a pond on Indianapolis' north side.Divers and rescuers were called to a pond on Fluvia Terrace after 4:30 p.m. local time. Witnesses told police that the father had stopped to talk to someone and left his 3-year-old in the vehicle. The child hit the gear and shifted the car into reverse, rolling it into the pond. The father and another man ran after the vehicle and were able to pull the child out. She was awake and talking to rescuers, according to Rita Reith with the Indianapolis Metropolitan Police Department. The child was taken to the hospital in critical condition. The child's father, who could not swim, was submerged in the water for roughly ten minutes. He was pulled out by rescuers and rushed to the hospital without a pulse. He later regained his pulse but was unable to survive his injuries and died just after 11:30 p.m.He was identified as Anthony Burgess Jr., 24. The bystander who helped rescue the child was also taken to the hospital and treated for hypothermia.   1218

INDIANAPOLIS – A 10-year-old lion at the Indianapolis Zoo died Monday morning after being attacked by another lion.Zoo staff heard “unusual amount of roaring from the outdoor lion yard” and say an adult female lion, Zuri, attacking a male lion, Nyack, according to a press release.Veterinary staff said Nyack died of suffocation from injuries to the neck. Indianapolis Zoo said staff made every attempt to stop Zuri from holding Nyack by the neck but were unsuccessful. The two lions lived together for eight years. Indianapolis Zoo said they had no indication that anything like this would ever occur.The attack happened before the zoo was open to the public. "He was a magnificent male lion and left his legacy in his three cubs," Indianapolis Zoo said in a press release. Interior Department Secretary Ryan Zinke signed an order Friday morning aiming to expand access for hunters and fishers to public lands and monuments.In what is being described as an "expansive" secretarial order, Zinke's rule would ultimately allow broader access across the board to hunters and fishers on public lands managed by the Interior Department, according to the order.A section of the order also amends the national monument management plan to include or expand hunting and fishing opportunities to the "extent practicable under the law."The order cites a 2007 executive order from President George W. It directs agencies to to create a report and plan to streamline how best to enhance and expand access to hunting and fishing on public lands.The Interior Department oversees national parks, wildlife refuges and other federal lands.The secretarial order also aims to expand educational outreach for hunting and fishing to "under served" communities such as minorities and veterans as well as increase volunteer access to federal lands."Today's secretarial order is the latest example of how the Trump administration is actively moving to support hunting and other forms of outdoor recreation on public lands," Zinke said in a statement."Hunting and fishing is a cornerstone of the American tradition and hunters and fishers of America are the backbone of land and wildlife conservation," he said.Interior said Obama administration policies were too restrictive."Through management plans made under the previous administration, which did not appreciate access to hunting and target shooting like this administration does, access and usage has been restricted," said Interior spokeswoman Heather Swift.Zinke's rule will not have to go through a formal rule-making process.It is the second major action from Interior in the last few weeks.In August, Zinke recommended shrinking the boundaries of a handful of national monuments, but stopped short of suggesting the elimination of any federal designations following a review ordered by President Donald Trump.At Trump's direction, Zinke earlier this year launched a review of 27 national monuments, a controversial move that could undo protections for millions of acres of federal lands, as well as limits on oil and gas or other energy production. Isaias re-intensified into a Category 1 hurricane Monday evening shortly before approached the Carolina coast with top winds of 85 MPH, as of 9 p.m. ET.The National Hurricane Center said Isaias came ashore late Monday near Ocean Isle Beach, North Carolina, as a minimal hurricane. Top observed wind gusts were found in Oak Island, North Carolina, at 87 MPH. Hurricane warnings are in effect for parts of the Carolina coast around the North Carolina/South Carolina border.The National Hurricane Center said it expects Isaias to pack hurricane-force winds over a small area of the coast, but much of the East Coast should be preparing for tropical storm conditions.Tropical storm warnings extend from South Carolina all the way to Maine. Major cities, including Baltimore, Washington DC, New York and Boston will likely see tropical storm conditions on Tuesday.Given the storm’s path, the hurricane could place a huge burden on the nation’s electric grid. The Edison Electric Institute said that crews are being sent to the coast to help with the response.“Preparing for major events like Isaias requires significant coordination among the public and private sectors,” the organization said. “Strong industry-government coordination and cross-sector collaboration are critical. In mid-July, California’s department of transportation, known as CalTrans, was supposed to break ground on a highway construction project that was expected to take 18 days.The work was to repair and repave 800 feet of the busy 101 Freeway that connects San Francisco to the mainland, but the work never started because the project wrapped up in April, months before it was originally expected to begin."In the Bay Area, it was one of our busier years,” said CalTrans spokesman Bart Ney.The only reason contractors were able to start and complete the project months ahead of schedule was because of COVID-19.“We had to reduce traffic in normal situations by 30%, which was going to be very difficult,” said Ney. "In this case, we already had about a 40% traffic reduction because of people staying home for COVID-19.”In Colorado, something similar happened as plans to add an express lane through the main mountain corridor were able to accelerate a month.“It was over a 50% drop in traffic,” said Colorado Department of Traffic spokeswoman Presley Fowler.In April, the Federal Highway Administration says Americans drove 40% fewer miles than they did during the same time in 2019. It allowed projects in Nevada, Arizona, Wisconsin, Texas, Virginia, and Florida to all start ahead of schedule as well.The reduction in traffic didn’t only speed up work timelines, it also increased safety for workers as they could work during daylight hours that typically would have been off limits because of rush hour traffic. It also allowed states to save taxpayers millions in worker payroll.“You would quantify that impact in numbers in the tens of millions of dollars,” said Ney of the Highway 101 project.But as some states sped up their projects, others had to apply the brakes to theirs. The reduction in traffic volume hurt states in the pocket when it comes to gas tax revenue. Starting in March, states started seeing their biggest loss in gas tax revenue in decades as some had to defer billions in repair projects, saying they were short billion in funding.To help, Congress has been working on a transportation bill since road work was left out of the CARES Act, but that still has not passed.As states have reopened their economies, traffic volume has resumed to around 80% of its pre-COVID-19 levels. That will help with gas tax revenue. But at the same time, it will take some projects out of the fast lane. 2421
