SAN DIEGO (KGTV) -- The EPA has announced several short-term projects to stop cross-border sewage spills in the Tijuana River Valley.For years, the area has been dealing with sewage spills and contaminated waters in the area, forcing the closure of local beaches.Some of the projects announced Wednesday include replacing nearly a mile of old leaking pike, improvement to the pumping systems to divert sewage flow away from the Tijuana River Valley, and replacing collectors that had repeatedly collapsed in the past.One of the grants will divert 10-million gallons of wastewater flow a day.Mayors from costal cities like Imperial Beach and Coronado and Border Patrol officials joined the EPA during their announcement, sharing how the contaminated waters have impacted their communities.As a result of these short-term fixes, Imperial Beach mayor Serge Dedina says the beaches are now open.EPA official say the money for these projects come from 2020 funding. SAN DIEGO (KGTV) — Ten people were arrested in a suspected smuggling incident after border officials stopped a boat off the coast of Coronado this week.U.S. Customs and Border Protection Air and Marine agents say a boat was spotted just west of Coronado at about 1:30 a.m. on Wednesday. Agents said the vessel was traveling from Mexican waters into U.S. territory.A crew was sent out to stop the suspected smuggling boat and 10 people were found aboard. The boat had been traveling without lights on and was spray painted black, according to agents.The individuals on the boat, all male Mexican citizens ages 18 to 55, were taken back to shore and turned over to Border Patrol, CBP said."It’s dangerous to travel on a crowded boat, out at sea, with no lights, and these smugglers took the added step of spray-painting the hull black so they would be difficult to spot at night," said Christopher Hunter, Deputy Director of Marine Operations for CBP in San Diego. "Smuggling organizations aren’t considering anyone’s safety when these make these illegal attempts, only what profits they can try to make."The 10 men were due to be returned to Mexico, CBP said. 1166

SAN DIEGO (KGTV) -- The man accused of assaulting a Pacific Beach woman while she slept in her own home was in court for the first time on Monday. Jeffrey Hanze pleaded not guilty to the charges, which include sexual assault during a burglary. The 55-year-old was arrested in L.A. County on October 29th for the crime. Police say Hanze broke into a home in Pacific Beach on October 1st, getting in through an open window, then assaulting a woman while she slept. The woman woke up to the assault and Hanze got away.On Monday, the judge agreed to increase his bail from 0,000 to a million dollars and issued a protective order for the victim. A background check shows Hanze has a criminal record, including two felonies in San Diego County and several sex crimes dating back to 2011 in Arizona. Hanze is due in court again on November 15th.    913

SAN DIEGO (KGTV) -- The names Linda and Charles Van Kessler might have sounded new, but their efforts were anything but."I started the charity in 1978 and I had to work very hard through jobs when I came here to California," Charles Van Kessler said.Charles was an orphan at a young age in Europe when he arrived to the states and met his wife, Linda."I just felt I needed to do something and it's been phenomenal since," Charles described. "We want to help children that don't have it as easy and are bearing burdens that are too much for their age."That's when the couple created Passion4Kids, a non-profit that helped handicapped, abused and neglected children."We bring toys we bring games we pray with them, we play with them. We do just a lot of stuff to make these kids happier."They felt the effects of COVID-19 like many other organizations. SAN DIEGO (KGTV) - The City of San Diego's Development Services division is still investigating the platform that collapsed at a Barrio Logan gym this weekend and injured 21 minors and a few adults. At least one minor is still in the hospital with a broken pelvis, we're told.A city spokesperson reported to 10 News on Tuesday that no further details would be released until the investigation is complete.On Monday, the spokesperson said there were definite code violations and missing permits at Vault PK parkour gym, where the incident happened. Whether the gym will face any penalties is still unknown. The gym has only been open for a few months. On a Facebook post, it appears much of the construction of the facility was done by the owner's immediate family.  On Monday, San Diego Police Department's media relations division confirmed that the incident is a civil matter and the department will not be recommending any criminal charges, including criminal negligence.  There is another Vault PK parkour gym in Torrance. We called the facility today. Someone answered the phone and said the facility is closed for inspections. No further details were given.  1222
