BRUSSELS, Feb. 15 (Xinhua) -- The European Union's permanent President Herman Van Rompuy on Monday sent a message of congratulations to the Chinese people on the occasion of the Chinese Lunar New Year."Happy Chinese New Year!" Van Rompuy said. This year marks the 35th anniversary of the establishment of diplomatic relations between the EU and China."We Europeans are happy that we have good relations," he said. "We are ready to develop them in a broad direction."Van Rompuy, who has been to China twice, said he admires China' s culture, history and cuisine while the speed of China's development also impressed him.As president of the European Council, Van Rompuy said he is looking forward to receiving the Chinese leaders in Brussels.The relations between China and Europe not only consist of official contacts, but two peoples also have close ties while ever more students go from European universities to those in China, and vice versa, said the president."No doubt many Europeans will visit the Shanghai Expo 2010, where the European Union is present," he said."I hope that the year of the tiger will bring all of you harmony, prosperity and family happiness," the president added.

BEIJING, March 5 (Xinhua) -- China expects its economy to grow around 8 percent in 2010 from a year earlier, says a report delivered by Premier Wen Jiabao at the annual parliament session Friday.Setting the 8-percent target mainly "aims at ensuring the quality of economic growth, focusing on transformation of economic growth pattern and adjustment of economic structure," says the report submitted to the National People's Congress (NPC), the country's top legislature.The increase of consumer price index, a main gauge of inflation, will be held around 3 percent, says the report.Although the development environment this year may be better than 2009, China "will still face a complicated situation," reads the report. Chinese Premier Wen Jiabao delivers a government work report during the opening meeting of the Third Session of the 11th National People's Congress (NPC) at the Great Hall of the People in Beijing, capital of China, March 5, 2010The year of 2010 will be a "crucial but complicated" year for China's economic development as the country will continue fighting against the global financial crisis while maintaining a stable and comparatively fast economic growth and accelerating transformation of growth pattern, according to the report.Peter Trebitsch, a reporter from Hungarian News Agency Corporation, said he is sure that China will hit the growth target."If China sets 8-percent, it will be," Trebitsch said.He noticed that instead of only focusing on expansion, China is giving more attention to quality of growth.He noted, however, the key of economic development pattern transformation lies in implementation of policies in lower level governments."China is going to depend more and more on its own market, thus it has to take care of its people and domestic economy," said Trebitsch."Considering the circumstances that many countries are still suffering considerably, the target of 8 percent growth can leave room for Chinese people to improve their living standards," said Francois Jackman, counselor with Embassy of Barbados in China.As the first country emerging from the global economic downturn, China's gross domestic product (GDP) rose 8.7 percent in 2009 from a year earlier, above the 8-percent target the government set at the beginning of last year.China's quarterly economic growth accelerated as the government's economic stimulus package started to pay off. BEIJING, Feb. 25 (Xinhua) -- China denied on Thursday that its economic and trade exchanges with the Democratic People's Republic of Korea (DPRK) has violated a United Nations (UN) resolution.At a regular press conference, Chinese Foreign Ministry spokesman Qin Gang was asked to comment on a report by Yonhap news of the Republic of Korea quoted by China Daily saying Pyongyang announced two islets adjacent to China's northernmost port city Dandong would be developed by Chinese enterprises as a free trade area."This project is purely normal economic and trade contact between the two countries. It does not go against the UN relevant resolution of sanction on the DPRK," he said.The UN Security Council last June adopted a resolution imposing tougher sanctions on the DPRK, including a tighter arms embargo and new financial restrictions, after the DPRK announced a successful nuclear test on May 25, the second since 2006.The resolution also underlined that "measures imposed by this resolution are not intended to have adverse humanitarian consequences for the civilian population of the DPRK." 

BEIJING, March 2 (Xinhua) -- Chinese lawmakers from across the country have gathered in Beijing for the upcoming Third Session of the 11th National People's Congress (NPC).NPC deputies from central China's Henan Province arrived in Beijing by train at about 6 p.m. Tuesday, becoming the last group to reach the country's capital city for the annual parliament session, which is scheduled to begin Friday.Aside from reviewing the government's work report for last year, voting on the central and local governments' draft budgets for 2010, discussing an amendment to the Electoral Law and mapping out this year's development blueprint, the lawmakers will also take part in three rounds of online dialogues with the public.The three online dialogues would be held on March 5, March 11, and March 12, respectively.The lawmakers would be joined by officials from the Ministry of Health, the Supreme People's Court, and the Supreme People's Procuratorate during the online dialogues.The NPC session's press center has begun soliciting questions for the three dialogues on the NPC's website, as well as from a dozen of popular news portals, including Xinhuanet, on Tuesday.

BEIJING, March 20 (Xinhua) -- The appreciation of renminbi, or China's currency yuan, will not help tackle the global economic imbalance, economists said here Saturday.The idea that yuan's appreciation would cure global economic imbalance was not going to happen, Angel Gurria, secretary general of the Organization for Economic Cooperation and Development, said at the China Development Forum 2010.To solve trade imbalance, countries such as the United States and China should seek measures to encourage domestic consumption, improve social well-being and reform pension system, instead of sticking to the exchange rate issue, Gurria said.The exchange rate adjustment, especially between the United States and China, would not help cut the U.S. trade deficit, while one way to tackle the problem is to loose restrictions on high-technology exports to China, Nobel Prize-winning economist Joseph Stiglitz said.Since China overtook Germany to become the world's largest exporter, the country is facing increasing criticism for devaluating the yuan to earn artificial price advantages. Some U.S. senators have recently ratcheted up pressure on yuan appreciation and urged the government to label China as currency manipulator."If the U.S. government names China as a currency manipulator, quite unfortunately, it will hurt the bilateral relations at least in short and medium term," said Li Daokui, director of the Center for China in the World Economy of Tsinghua University."The two countries should be cooperative to solve the problem, while naming China as a currency manipulator will be no help," Li said."After all, it will not be in the interests of the United States, China and the whole world if the two countries' disputes escalate into a trade war," he said.
