NEW YORK CITY — Snitches get — a quarter of the proceeds?New York City city legislators have proposed a new bill that would allow people in the city to report others for parking illegally and take a cut of the fine.Two Democratic New York City councilmen — Council Speaker Corey Johnson and Stephen Levin — are the primary sponsors of the bill that would create a 5 fine for obstruction of a bike lane, bus lane, sidewalk, cross walk or fire hydrant under certain conditions.The bill would also create a civilian reporting program, essentially allowing passersby to submit complaints — and provide evidence — of a violation to the Department of Transportation. Newly released police body cam shows Waffle House shooting suspect Travis Reinking in East Tennessee two months before the Antioch attack.It's video from a motel in Alcoa, where Reinking was staying in February while working on a construction project. Full Coverage: Antioch Waffle House ShootingOne clip showed one of his several run-ins with the law. One of those run-ins happened just two months ago.Reinking told the officer someone kept knocking on his window and yelling. However, it was a woman who called police on him for allegedly threatening her in a violent manner. "They'll be talking loud at night, knock on the windows and walk off, and I don't know who it is,” Reinking said in the clip. Samantha Veals said she was trying to put her kids to sleep when she heard Reinking yelling.She told him to be quiet, at which point he allegedly charged inside her motel room, balled up his fist and laughed at her when she screamed.  Reinking admitted to police that he yelled at Veals but denied charging at her. He checked out of the motel that night and Veals opted to not press charges. Reinking?was arrested Monday and charged with four counts of criminal homicide, four counts of attempted murder and one count of unlawful gun possession in the commission of a violent felony.  The Waffle House reopened Wednesday and for the next month, is donating 100 percent of its proceeds to the victims of the attack.  More:  1514

NORMAL HEIGHTS (KGTV) - A dog died in an apartment fire in Normal Heights on Sunday afternoon.The fire started around 4:12 p.m. at 3546 Monroe Avenue. Officials say the owner had multiple dogs living in the unit, but only one was killed. No other injuries were reported.The fire was extinguished in less than 10 minutes. It started as a couch fire, caused by a faulty extension cord, officials said. 408

New heart health research found that taking a low-dose daily aspirin to cut chances of a heart attack or stroke may have risks that outweigh the benefits.The latest studies revealed the effects of the blood-thinning, anti-inflammatory drug on patients, who did not yet develop heart disease or other heart-related issues but were at moderate risk.Research found aspirin does help patients with diabetes, who are at higher risk to develop or die from heart problems. However, the risk of serious bleeding far outweighed the benefit of taking the drug.The study found aspirin was not effective in preventing heart attacks or strokes for moderate risk patients, because they had other health issues, including high blood pressure, high cholesterol and smoking.Doctors also cautioned using fish oil supplements, instead of aspirin, would have similar disappointing results. Instead, health professionals suggest eating fish to improve your heart’s health.Fish oil may be more beneficial for people who have already suffered a heart attack. 1043
