FALLBROOK (KGTV) -- A couple looking to buy a home in the North County wants to share an experience they're describing as negative as the new solar energy law goes into effect in 2020.The law requires that homes built in California starting in 2020 must have solar panels. It has caused confusion among potential homebuyers, like Brian and Carmen McKay. They recently left Las Vegas, looking to move back to San Diego County.“I used to work at Fallbrook skilled nursing many years ago,” said Carmen McKay. The couple found a home they liked in the Horse Creek Ridge development, a new housing project in Fallbrook.“When we realized it was a corner lot… oh my gosh, we loved it,” Carmen said.They were told the cost was roughly 5,000—which sounded like a reasonable price for San Diego, according to the McKays. That is when they say they got a surprise from the sales representative.“Then she says, by the way, once we were sold on the house and the price… there’s solar panels on the house. You have the option to lease it or buy it. And we’re like, why?” Carmen said.They said during the home tour, solar panels were not mentioned at all. Carmen said the sales representative only mentioned it when they were back in the office, ready to sign documents to buy the home. As the McKays were questioning solar, they were told “it’s required by the state.” That is only partially true. A spokesperson for the California Energy Commission told Team 10 that “the law only applies to homes that have been permitted after Jan. 1, 2020.”“If that’s not the case with the home in question that you mentioned, then the mandate does not apply,” wrote energy commission spokesperson Edward Ortiz.The McKays were told it would be about ,000 extra to buy the solar panels.“I think that it was misleading because we were buying a house that we were told it was 5, but it’s actually 5 or we’re paying a higher monthly out of pocket,” said Brian McKay.The seller knew they were on a time crunch.“We sold our property [in Nevada]. We’re at an AirBnB… we need to buy,” Carmen added.Nobody at the sales offices at Horse Creek Ridge would comment. Team 10 was directed to public relations. Through email, the spokesperson said:“Two separate state energy requirements guide D.R. Horton in its decisions regarding home design options in the state of California – the current State Energy Code requirements (commonly known as Title 24) and the State‐Mandated Solar requirements, which take effect in 2020. In most communities, we have found that solar is the best, most cost‐effective option for both D.R. Horton and our homebuyers to meet the current Title 24 Energy Code requirements. Thus, Horse Creek Ridge was designed using solar to meet the current Title 24 requirements, and as a result, we are required by the state to have solar on each home in the community.”When asked why that was not told to the potential homebuyers from the beginning, during the tour of the home, D.R. Horton spokesperson added that “solar requirements are communicated to customers via numerous marketing materials… and as an addendum to the home purchase agreement.” She pointed to an 8-page brochure, where solar is mentioned once on page 7. She also sent Team 10 an image of solar displayed on a model home—something the McKays said they never saw.There is no mention of solar or photos of any homes with solar on Horse Creek Ridge’s website. “I feel like I was deceived,” Carmen said. “We fell in love with the place. I felt like I was pushed in the corner.”Dan Zimberoff is an attorney not involved in this case, but he has seen solar disputes in the past. “A buyer needs to be aware,” Zimberoff said. “If you’re purchasing a new home and you see what that price is, ask the details. Is that really going to be the final price?” “We’re starting to remember why we left California,” Carmen said.The McKays ultimately decided not to buy the home. They hope their experience teaches others about the right questions to ask. “We were willing to pay the higher cost to live here, but I don't like being misled by builders,” Brian said. It currently has two Democratic commissioners, Jessica Rosenworcel and Geoffrey Starks, one of whom Biden could choose to elevate to chairman or choose someone from outside the agency.Pai and another Republican commissioner, Michael O’Rielly, are leaving the agency. O’Rielly is leaving because the White House pulled his nomination after he said he wasn’t sure the agency had authority on Section 230. Congress is weighing the nomination of another Republican, Nathan Simington.Pai has presided over a contentious FCC. He undid net neutrality rules that barred internet service providers like Comcast and AT&T from favoring some types of online traffic over others in 2017 and championed other deregulatory efforts. The incoming FCC is likely to try to reinstate net neutrality rules and focus on getting internet service to more Americans.They will likely not act on a recent directive from the Trump administration to look at Section 230 in an effort to regulate social media companies like Facebook and Twitter. Section 230 shields internet companies from lawsuits about posts by users. The Trump administration has gone after the law, alleging with no evidence that social networks censor conservatives. Pai had recently said the FCC could move forward making rules around Trump's directive about looking at Section 230. 1702

ESCONDIDO, Calif. (KGTV) -- A woman was arrested in connection with the death of a man in an Escondido apartment, police said Wednesday.At around 7 p.m. Tuesday, a woman called 911 to report that her roommate was dead in an apartment in the 600 block of N. Quince Street, according to Escondido police.Responding officers arrived to find an unidentified man “unresponsive with obvious signs of trauma,” police said.The man was pronounced dead at the scene.Escondido police added: “The woman who had called 911 was present at the apartment. Officers determined that she lived at the apartment with the deceased man. They have been involved in a dating relationship and she had been recently arrested for domestic abuse charges. She was out on bond after being booked into jail on that previous case.”Amid their investigation, police arrested the woman -- 52-year-old Shelley Reaves -- on suspicion of murder and booked her into the Vista Detention Facility.No other details were released as the incident remains under investigation.Anyone with information on the case is asked to call Escondido police. 1109

  

Even as the U.S. hit a single-day record of new coronavirus cases this month, the CDC’s latest statement calls for schools to reopen. But critics say there is vague guidance for what happens if there is a school outbreak.As states across the country weigh the risks of reopening schools this fall, the message from the White House has been loud and clear.Last week, President Donald Trump stated he would like schools to reopen, stating, “Yeah, I would like to see the schools opened, open 100 percent.”Most doctors, educators, and psychologists agree that going back to school would be in the best interest of students. But what happens if just one student contracts the coronavirus? Would that force a shutdown?Some health experts are wary.“Once you start getting into dozens, or even more kids and teachers starting to get infected, it's going to be very hard to keep that school open, said Dr. Ashish Jha, a professor of medicine and the director of Harvard University’s Global Health Institute.“We have to have really smart planning and we have to have a clear protocol for how to identify kids and teachers and staff who get infected and then know what to do when we identify them. I just haven't seen that kind of clear protocol yet.”Late last week, the CDC did issue new guidelines for school reopening. They include encouraging social distancing, spacing out desks and requiring face coverings.But the guidance leaves it up to states, schools and local health departments how to precisely handle an actual outbreak.“What we have is patchwork, not just across states, but even within states across communities,” said Dr. Jha. “States are turning over the responsibility to individual communities and saying, ‘You figure it out.’”Recommended strategies from the CDC’s guidelines include:Immediately separating staff and children with COVID-19 symptomsSetting up safe transport for anyone who is sick to their home or to a healthcare facilityClosing off areas used by a sick person, cleaning and disinfecting after 24 hours when possibleImmediately notifying health officials, staff, families and anyone who may have had close contact with an infected person while maintaining confidentiality lawsStill, there is concern.A recent survey from The Associated Press-NORC Center for Public Affairs Research found, “46 percent of Americans believe schools need major modifications to deal with the coronavirus pandemic, and another 31 percent think they shouldn’t reopen for in-person learning at all.”“We can open schools safely but key to that is making sure the level of community transmission is pretty low, so you don't have sort of raging wildfires in the community,” said Dr. Jha. “Because it's going to be very hard to keep those fires out of the school.” 2772

  

Evacuations have been ordered for northern Arizona communities due to the Tinder Fire burning near Happy Jack.According to Coconino County officials, evacuations were ordered Sunday by the Coconino County Sheriff's Office for affected communities north, east and west of Highway 87 including Moqui Ranchettes, all of Starlight Pines, Clear Creek (except 1 and 2), all of Timber Ranch, all of Tamarron, Pine Canyon, Blue Ridge Estates, Ponderosa Pines, and Mogollon Ranches. The evacuation will be in effect until further notice, deputies will stay in the area to provide 24-hour security.  The fire has burned an estimated 8,000 acres and is burning 1.5 miles northeast of Blue Ridge Reservoir. Structures have also been lost in the fire, according to InciWeb.  804
