SAN DIEGO (CNS) - San Diego County public health officials reported a record 1,546 COVID-19 infections today, the 14th consecutive day that more than 600 new cases were reported, along with 16 additional deaths.The county's coronavirus death toll now stands at 984, and the cumulative case total rose to 74,361.The previous one-day case record was last Saturday, when 1,478 new COVID-19 cases were logged, topping the previous record of 1,091 set Friday. On Sunday, 939 new cases were reported.San Diego County fell deeper into the most restrictive purple tier of the state's four-tiered reopening plan Tuesday with an unadjusted 21.5 new COVID-19 cases per 100,000 population. Even with an adjusted rate of 13.1 per 100,000 due to significant testing increases by local health authorities, that number far exceeds the strictest tier's baseline of seven daily cases per 100,000.A total of 17,329 tests were reported Tuesday and 9% of those came back positive, raising the 14-day rolling average of positive tests to 5.3%.The number of patients hospitalized with COVID-19 continues to rise, with 518 hospitalized in the county and 151 in intensive care, more than double the numbers of a month ago.Of the total number of cases in the county Tuesday, 4,435 -- 6% -- have required hospitalization and 1,002 patients -- 1.3% of all cases -- had to be admitted to an intensive care unit.A total of 15 new community outbreaks were confirmed Tuesday. Over the previous seven days, 73 community outbreaks were confirmed. A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.San Diego County Public Health Officer Dr. Wilma Wooten advised caution as the Thanksgiving holiday looms.``There should be a small number of people and gatherings should be short in duration,'' she said. ``We are asking people to please follow the public health guidance to provide a safe experience for everyone attending the gathering.'' 1998

Some of the injuries were apparently sustained during his time as a SEAL, while others occurred in a car crash."One of the things I struggle with is, I look fine," Surmont said with a laugh in a lighter moment of the mostly solemn testimonial. "With a traumatic brain injury, the struggle is the damage is on the inside."In the video, Surmont helps dress his sons in Little League uniforms -- Padres jerseys and "SD" hats -- and is shown helping them warm up before a game.Police say Surmont has missed several doctor's appointments and has not contacted his family or friends, which is "abnormal."He's described as a 6-foot, 212-pound white man with brown hair and brown eyes. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer announced Monday he has directed city staff to delay full enforcement of parking regulations until Oct. 1, to provide more support for residents impacted by COVID-19.Parking enforcement has been limited to holiday or Sunday regulations in San Diego since March 16. During that time, the city has suspended citations for vehicles violating street sweeping parking restrictions, metered parking, time limits and yellow commercial zones. Citations have continued to be issued for vehicles parked illegally at red, white and blue painted curbs.Previously, restrictions had been scheduled to return on July 1, Aug. 1 and Sept. 1, but the ongoing pandemic has prompted a delay each time.According to Faulconer's office, before March the city processed an average of 42,000 parking citations per month. In April, the city issued 1,704 parking citations for violations of the holiday or Sunday regulations.Restarting parking enforcement is seen as one small step toward restoring San Diego's economy by allowing for increased turnover of customers in business districts, Faulconer has said. But extending limited enforcement of parking regulations will provide additional relief for residents impacted by COVID-19 shutdowns."We know many San Diegans are facing financial hardship during this difficult time, and the last thing we want to do is add another burden like having to pay for a parking ticket," Faulconer said. "Delaying full parking enforcement is simply the right thing to do as we work together as a community to recover and rebound from this deadly pandemic."Other jurisdictions in San Diego County have continued to enforce metered parking, so drivers are encouraged to review posted signage when looking for a parking space.Street sweeping has continued throughout the public health emergency. SAN DIEGO (CNS) - The founder and former CEO of a San Diego startup pleaded guilty Wednesday to a federal wire fraud charge for stealing more than .5 million from his own company.Jeffrey Fildey, 56, of Las Vegas, created GoFormz Inc. -- which provides online mobile forms and reporting products -- and began illegally taking money from the company sometime around late 2015 and continued to do so through August 2017, according to the U.S. Attorney's Office.U.S. Attorney Robert S. Brewer said, Fildey "abused a position of trust to brazenly steal company assets, treating GoFormz Inc. as his own private slush fund."Prosecutors say Fildey obtained loans -- supposedly for the company -- then kept the funds for himself, paid for personal expenditures on company credit cards, received cash advances for himself on company credit cards and took money directly from the company's bank account.A U.S. Attorney's Office statement announcing the plea cited examples that included a 6,250 loan he obtained for the company, which he immediately wired from the firm's bank account to his personal bank account. The U.S. Attorney's Office said GoFormz made payments on the loan while he spent the money on personal expenses.The U.S. Attorney's Office said Fildey took three unauthorized loans on behalf of the company and transferred the funds to his bank account each time, withdrew more than 0,000 in cash from the company's bank account for his personal use and made more than ,600 in unauthorized purchases on the corporate credit card.The company lost ,544,147 as a result, according to the plea agreement.Sentencing is scheduled for Nov. 9. 1658

  

SAN DIEGO (CNS) - The California Supreme Court on Monday upheld the conviction of a death row inmate found guilty of hiring another man to shoot and kill his fiancee in Alpine 20 years ago.Michael William Flinner applied for a life insurance policy for 18-year-old Tamra Keck, then arranged for his former employee, Haron Ontiveros, to kill her on June 11, 2000, according to the ruling.The killing occurred shortly after Flinner met Keck and began dating her.According to the ruling, Flinner named himself as the beneficiary in the insurance policy, and falsely alleged Keck was an employee at his landscaping business whose death would cause him to suffer financially. Prosecutors alleged Flinner arranged for Ontiveros to meet with Keck at a gas station, then direct her to his car in a nearby cul-de-sac under the guise of having engine trouble. Once there, he shot Keck in the back of the head.Separate juries convicted Flinner and Ontiveros of murder and conspiracy and found true special circumstance allegations of killing for financial gain and lying in wait. Jurors recommended capital punishment for Flinner and life imprisonment without the possibility of parole for Ontiveros.In the appeal, Flinner's counsel alleged his case was adversely affected by issues that included limited access to defense counsel, which was allegedly restricted by Flinner's relocation from the downtown San Diego jail to the jail in Vista. Flinner's defense attorney at the time claimed the distance to Vista and other limits on telephone communication would hurt the defense's preparation for trial. According to the ruling, the relocation was implemented because Flinner obtained the home addresses of the prosecutor and trial judge through another inmate.The state Supreme Court found the claims had no merit, as the trial court permitted increased communication between Flinner and the defense team at the defense's request.Another claim alleged juror misconduct by one panelist who sought to write a book about the trial. Flinner's counsel alleged her objectivity may have been compromised as a result. The state Supreme Court disagreed, though it noted the juror had made misconduct claims about other panelists, which the high court also ultimately ruled were unfounded. 2276
