SAN DIEGO (KGTV) - On Monday, San Diego City Attorney Mara Elliott announced that the courts officially ordered the closure of a notorious independent living facility home off Ewing Street in the College Area, following a lawsuit brought by the City last November.“The circumstances were egregious,” Elliott told ABC 10News on Monday. She said the facility is no longer allowed to operate anywhere in San Diego County.“It was filthy. There were bed bugs. There were roaches. The air quality was not good,” she added. Officers had reportedly been called out nearly 300 times for issues like disturbing the peace and suicide threats.Now, the facility’s manager, operator and owners are ordered to pay a collective 7,000 in fines and restitution for victims.Eric Ching represents the homeowners who claim they had no idea the property was being used as an independent living facility. “They’re in Hong Kong. They’re elderly…they own this property [and] have a property manager that was supposed to manage this property. They were unaware of this problem until last year,” he told ABC 10News.Generally, independent living facilities provide the most vulnerable people with a last chance for housing before becoming homeless. This house had ten people living inside using disability checks to pay rent of up to ,000 a month.Elliott said the closure was part of a bigger crackdown. “It is one of our biggest objectives at the City Attorney's Office. We feel like we're the office that can stand up for the little guy…the most vulnerable [person] who otherwise would have nobody else to call,” she added.Elliott said that the facility’s operator, Mark Rogers, is charged with elder abuse and threats in a separate criminal case, which is still unresolved in the courts.ABC 10 News reached out to the attorneys for the other parties involved and are waiting for replies. 1875

SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. "I would imagine that everybody is going to take a close look at what they do and how they do it and make sure that 'we're all in good shape."As crews continue searching for the Conception's missing passengers, flowers and other memorials are being set up at the Santa Barbara Harbor. 2079

SAN DIEGO (KGTV) -- Police are searching for a suspect who reportedly stole a cello worth 0,000 from a Mission Valley hotel room.According to police, the incident happened on August 8 between 8 and 10 p.m. at the Town and Country hotel on the 500 block of Hotel Circle North.Police say the suspect forced their way into the hotel room, which was unoccupied at the time, and stole several items, including the rare, custom-made cello.The cello was made by Mario Miralles and has a label that reads “Mario Miralles 2010 Alta Dena California”. SAN DIEGO (KGTV) - PhaseBio, a company based out of San Diego and Pennsylvania, announced it would be starting a clinical trial for a drug that could help keep severe COVID-19 patients from needing a ventilator. “If you are infected with coronavirus and you’re admitted to hospital, we’re trying to catch those patients before they have a rapid decline and prevent intubation or other more severe complications of the coronavirus,” said Jonathan Mow, CEO of PhaseBio. The drug is called PB1046 and is a “novel, once-weekly, subcutaneously-injected vasoactive intestinal peptide (VIP) receptor.” It was originally being researched for use on patients with high blood pressure, said Mow. But they pivoted when they realized it might have properties that could help prevent acute respiratory distress syndrome (ARDS), a potentially deadly condition caused by the inflammation of the lungs due to the body’s immune response to the coronavirus. “We realized that the characteristics of our drug fit nicely to what we would want to control in the complications in coronavirus patients,” said Mow. The clinical trial will take place at 20 different locations and involve about 210 subjects who have been hospitalized and require oxygen, but have not been intubated. Mow said they hope to publish the results of the trial by the end of the year. 1345
