LONDON (AP) — A half-million people in the English city of Liverpool will be regularly tested for COVID-19 in Britain's first citywide trial of widespread, rapid testing that the government hopes will be a new weapon in combatting the pandemic.In a statement Tuesday, the government said that testing would begin later this week at sites throughout the city using various technologies, including new methods that can provide results in an hour or less.Everyone who lives or works in the city in northwestern England will be offered the test, regardless of whether they have symptoms.Through a partnership between Liverpool City Council, NHS Test, and Trace and Ministry of Defence, the government would provide the tests.The government said approximately 2,000 military personnel on Thursday would help plan the logistics and deliver tests."Anyone who tests positive, using either a lateral flow test or an existing swab test, must self-isolate along with their household immediately, and their contacts will be traced," officials stated in the press release.The government said anyone who tests – and contacts required to self-isolate – will be entitled to the £500 Test and Trace Support Payment.On Monday, 18,950 new confirmed cases of coronavirus were recorded in the UK, the BBC reported. 1301

LONDON — Scottish police say the individual shot by armed police during an incident in Glasgow has died and that six other people including a police officer are in hospital being treated for their injuries. The officer who was injured was suffering from stab wounds, The Associated Press reports.Assistant Chief Constable Steve Johnson also said that the officer being treated is in “a critical but stable condition” on Friday afternoon. He also urged the public not to speculate about what happened or share unconfirmed information on social media. Locals call Atlanta, Georgia, the city too busy to hate.During early voting, however, it’s filled with people who would rather not wait.“We’re trying to make sure that our voices are heard during a really critical moment in our nation’s history,” said local voter Everette Long. “And avoid really long lines.”A record number of voters turned out during the first day of early voting in Georgia this year, including first-time voter Tim Crane.“I stood there for about four hours, but I wasn’t mad,” Crane said. “I was kind of excited to go on and see what voting was like.”Long lines at the polls and broken voting machines were issues for thousands of Georgia voters on primary day back in June, which raised questions about what it would be like when it came time for this year’s presidential election.In an effort to avoid long lines, thousands of voters flocked to the Atlanta Hawks’ State Farm Arena, which was transformed into the state’s largest early polling precinct. Some showed up ready to time any potential delays.“We got here early and it took 17 minutes and 40 seconds to vote,” said Torri Griffin who took her mother, Lena Joiner, to fill out their ballots at the pro basketball arena.Atlanta Hawks basketball head coach Lloyd Pierce moved from the sidelines on the court to the front lines of this early voting site.“Just doing my duty,” Pierce said. “Trying to help making voting easy for everybody.”According to the United States Elections Projects, more than 10 million Americans cast their ballots within the first day-and-a-half of 2020 early voting, a number that shatters the 2016 turnout.While many people tout the benefits of early voting, experts warn there could be some challenges. Political science expert Robert Preuhs, Ph.D. of MSU Denver explains.“If something happens between now and Election Day, that could fundamentally change people’s minds, they’re already going to have their ballot in,” he said.Preuhs says early voting could change the dynamics of this election and alter the timeframe for when ballots are counted.“The big issue is going to be on Election Day, because most states don’t allow for county clerks to count until Election Day and so you have all these ballots that still need to be counted at once,” he said.Despite any perceived challenges, many voters are still showing up early with the hopes of avoiding any kind of voter suppression“However, suppressed people feel, knowing that there are opportunities like this, people feel validated about their decisions,” said local voter Aaron Burkes.They're decisions that will impact the future of our country as Americans in Atlanta can’t wait to make their votes matter, even with Election Day just few weeks away. 2725

  

LOS ANGELES, Calif. -- Eli Lopez is a master barber at Barber 2 You in Los Angeles.“We are working outside, because that is the only place that we’re allowed to work,” Lopez said.Currently, California is the only state not allowing hair salon services indoors.So, each 12-hour day starts with Lopez moving his equipment out onto the sidewalk.“Yeah, this particular chair is about 200-250 pounds,” Lopez said.Lopez says the situation isn’t ideal. He would much rather be inside. But according to Infectious Disease Physician Dr. Neha Nanda, if you want to prevent the spread of COVID-19, it technically is safer outside.“It continues to be airborne, as in it sustains in the air for longer than we previously thought. So, if you’re outside, you’re not relying on the ventilation,” Dr. Nanda said.Lopez argues it’s more difficult to follow sanitation protocol outside.“The trouble with being outside is that the wind blows and so we cut hair and it goes everywhere so it’s hard to control hair. Hair, as we know, isn’t always clean,” Lopez said.He’s concerned about hair blowing into his eyes and the eyes of customers – potentially spreading the virus. However, Nanda says there’s no proof of that yet.“Today, we don’t know of any kind of transmission happening by way of our hair strand or hair follicle,” Nanda said.The other issue Lopez states is the lack of control in a parking lot. Customers agree, but there are other positives to being outside, like the sun.“You’re actually utilizing sunny California to deactivate the virus,” Nanda said.Nanda says working outside is much more possible in a state like California than other states, especially when winter comes. Nonetheless, hair stylists are coming together as many aren’t legally able to work right now.“We don’t make the majority of our living on haircuts," hair colorist Gino Rodney said. "We have to do hair color – we’re all hair colorists – so we make our living off our larger services, and if we’re not able to do that inside, there’s no option for us outside.”Salon Republic Founder and CEO Eric Taylor organized a peaceful protest to inspire the governor to allow services inside again.“The CDC has endorsed our protocols," Taylor said. "They did an exhaustive study about two COVID-positive hair dressers in Missouri who unwittingly saw 139 clients. Not one of the 139 clients got infected.”In the study Eric is referring to, the CDC is outlining the importance of wearing masks since the hair stylists and customers were wearing masks. Hair colorist Gino Rodney argues mask wearing in addition to their sanitation training should be enough to keep clients safe.“We train for 1600 hours just to be licensed in sanitation, disinfection and sterilization,” Rodney said.Nanda says that does make a big difference, but the challenge right now is that COVID-19 numbers are just too high.“That’s great, kudos to them, and that’s the training they can leverage when they’re outside. And when rates go down and are under control and move inside,” Nanda said.There’s no perfect solution to preventing the spread of the virus. Each state is trying to balance the health of human beings, as well as their economic wellbeing. Lopez says if you’re a customer in California, there are ways you can help.“If you’re a customer out there, and your stylist or barber is unable to perform outside, you can go ahead and pay for future services. That’s a huge support to them.”Even though he’s sad to know so many of his friends are unable to work right now, Lopez says he’s doing what he can to make sure he and his customers stay safe.“Ya know, we do what we gotta do in order to comply and pretty much give them the same service that they’re normally used to,” Lopez said. 3733
