(KGTV) - Work to repair two washout areas near the train tracks on the Del Mar bluffs will lead to a partial rail closure this weekend, the North County Transit District said Wednesday. A project team was able to move up the repair timeline from January to Dec. 14-15, according to the NCTD. The washouts were first reported during a storm over the Thanksgiving holiday. DENVER -- An Aurora Theater Shooting survivor, who made the difficult decision to amputate his leg after years of excruciating pain, is now taking his first steps toward recovery.Joshua Nowlan was shot in the arm and the leg in the 2012 movie theater shooting, and recovery has been hell. "Last night, I couldn't sleep whatsoever," Nowlan said, walking into Creative Technology Prosthetic's Denver office. "I was so excited that today finally has come that I can put my prosthetic on for the first time."After doctors amputated his leg in January, he had major complications, including kidney failure, a serious fall and a hematoma that required another emergency surgery."I am still completely 100 percent on the side that I am happy, that I did the amputation surgery," Nowlan said, rubbing the stump that is still swollen and healing.As he took his first steps on his prosthetic, he began to cry."It feels so weird, but it feels so right, too, at the same time," he said.Zach Harvey made the prosthetic and said that eventually, Nowlan will walk without any assistance and with a different prosthetic."Right now, we want something a little softer, but as he starts to tolerate pressure, walk faster, and wants to do more activities, then we'll provide him with something a little springier," Harvey said.Nowlan said it's another piece in the puzzle he is trying to put back together."Even though it happened five years ago, he took something from me that will never be put back together," Nowlan said. "And here I am trying to makeshift those puzzle pieces and put them back in."  1656

DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. DENVER -- A man was shot and killed near the Denver Art Museum as dueling protests were winding down nearby Saturday afternoon. A suspect is in custody, police said. A second person was initially arrested, but police later determined that second person was not affiliated with the shooting.The Denver Police Department said Saturday evening that the suspect in the shooting was a private security guard. He was identified Sunday as Matthew Dolloff, 30. He is being held for investigation of first-degree murder. Denver news outlet 9News said it had hired the private security guard through Pinkerton to accompany staff at the protest. 9News said it's been using security for months while covering the protests.Suspect was not licensed in DenverDenver7 has confirmed with the City of Denver that Dolloff does not have a license to operate as a security guard, or to carry a gun on the job, in the city, which is a legal requirement in Denver. A security guard operating without a license could be fined up to 9 and face up to a year in jail.Elbert County authorities confirmed Monday that Dolloff was issued a concealed handgun permit in June 2018. He was cleared through CBI at that time. Elbert County Sheriff Tim Norton said he has suspended Dolloff's permit until the issues are resolved in Denver.Pinkerton issued a statement Monday morning about the incident and said that Dolloff was working for a contracting vendor.“We take loss of life in any situation very seriously and our hearts go out to those impacted by this situation. "Getting pepper-sprayed is not serious bodily injury. You are not allowed to kill someone because they pepper spray you or mace you."Police said a verbal altercation between the two individuals occurred just before shots rang out. Police said they recovered two guns and a can of Mace from the scene. What you deem that threat to be, how you articulate that, and then it's up to the DA to determine if it fits the criteria for charging or not."Montoya said they will release more information as soon as they can."Our primary focus is to de-escalate. We can't have any further violence in conjunction with what happened today. We just do not want that to happen," he said.Suspect was ‘not a protest participant'Following the shooting, there were unconfirmed rumors that the suspect had an affiliation with Antifa, which police have rebutted.“Further investigation has determined the suspect is a private security guard with no affiliation with Antifa. Additional information will be released as it becomes available," the police department tweeted.Two groups -- one right-wing and one left-wing -- were protesting nearby at Civic Center Park, but police said the suspected shooter "was acting in a professional capacity as an armed security guard for a local media outlet and not a protest participant.
