SAN DIEGO (KGTV) - A woman visiting San Diego to spend time with her daughter is dead after being struck by a car near San Diego State University Friday evening. San Diego Police Department says the woman was hit at the 4800 block of College Avenue just south of Montezuma Road in the College Area at approximately 7:45 p.m. The 48-year-old female victim was transported to an area hospital where she died. Police say the victim was not using a crosswalk when she was struck in the number two northbound lane of College Ave.The driver fled the scene according to SDPD but returned about an hour later.The driver is a 40-year-old female and detectives say they are still determining if this will continue to be classified as a hit-and-run.Police expect the intersection to be shut down for several hours. SAN DIEGO (KGTV) - Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris says after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... SAN DIEGO (KGTV) -- A winter storm warning was issued for San Diego County’s mountains as a cold storm hit the region Monday..The warning is in place from 8 a.m. Monday through 4 a.m. Tuesday, according to the National Weather Service.“The agency says heavy snow and strong winds are expected. Plan on difficult travel conditions, including during the evening commute on Monday. Tree branches could fall as well,” forecasters said.Total snow accumulations of two to six inches are expected with localized amounts of 12 to 18 inches. The heaviest snow is expected to impact areas above 5,500 feet, however, some snow is expected down to 4,500 feet.Accompanying the snow are heavy winds of 20 to 40 miles per hour.RELATED: Check today's forecast in your area“If you must travel, keep an extra flashlight, food and water in your vehicle in case of an emergency,” the National Weather Service advised.A high surf advisory also takes the place of a beach hazards statement as the storm approaches. The advisory is in effect from 6 a.m. Sunday through 10 a.m. Wednesday for San Diego County coastal areas.Surf begins to build Sunday, peaking Monday afternoon through Tuesday, the agency says. Waves and surf of three to six feet are expected Sunday, increasing to four to seven feet with sets to eight feet by Monday.Accompanying the high surf is a slight chance of isolated thunderstorms and lighting at the beaches Monday, the National Weather Service said.Coastal areas could also see nearly an inch of rain as the storm passes. 1533

  

SAN DIEGO (KGTV) - A woman was arrested Thursday on suspicion of running over and killing a man she had been arguing with at a Kearny Mesa parking lot. San Diego police said 33-year-old Latisha Ingram and an unidentified 25-year-old man were arguing in a parking lot in the 4600 block of Convoy Street at around 11:30 p.m. Thursday when the altercation escalated. Kiana Smith was in the middle of her shift at Rakiraki ramen restaurant when she heard the noise outside. Ingram was belligerent, Smith said, adding she had been turned away by a bartender at O’Brien’s. "She turned her down because she was way too drunk, then she made her way this way, and a server saw her before I did, saying she was way too drunk, she couldn't even walk." Smith told 10News the male victim, who had been waiting on a table with his girlfriend, was trying to stop Ingram from driving. "It looked like she was trying to get in her car, but she was obviously way too drunk to drive, so the guy was trying to stop her from driving,” said Smith. According to police, Ingram then drove away while the man was holding onto her car. Police said Ingram drove out of the parking lot and turned southbound onto Convoy Street when the man let go and was allegedly run over. "He ended up on the hood, and she made the right turn, and he completely flew off," said Smith.The man was rushed to the hospital, where he died from his injuries, police said. 10News learned Ingram returned to the area about 30 minutes later and was arrested without incident. Ingram was booked on suspicion of felony hit-and-run and felony DUI. 10News learned she has a prior DUI charge from 2011. Smith said returning to work Friday was tough. 1702
