NANNING, May 11 (Xinhua) -- Chinese Vice President Xi Jinping has called for full preparations for possible flooding in Guangxi while urging the region to step up drought relief work.After suffering a severe drought that left more than 20 million people short of water since August last year, south China's Guangxi Zhuang Autonomous Region is embracing its flood season.A rain-triggered landslide has already killed three people, including a 5-year-old child, in the region, authorities announced Monday. Chinese Vice President Xi Jinping (C Front) talks to local residents in Baise, south China's Guangxi Zhuang Autonomous Region, May 10, 2010. Xi went to Baise and Nanning from May 9 to 11 for an investigation."We should step up the drought relief work, and at the same time make full preparations to prevent possible flooding in a bid to ensure the safety of local people," said Xi, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee.Xi made the remarks during his three-day visit to Guangxi from May 9 to 11.Visiting aluminum and pharmaceutical companies, Xi stressed independent technology innovation for local companies to make them more competitive.He also urged local authorities to take advantage of the region's geographical location of being a coastal area and adjacent to the ASEAN countries to expand markets.

DAR ES SALAAM, May 5 (Xinhua) -- "China-Africa new strategic partnership has currently reached a new level, however there is still a necessity for the partnership to be expanded and strengthened as the situation is developing," Liu Guijin, special envoy of the Chinese government on African affairs, told Xinhua here on Wednesday ahead of the plenary session of the 20th World Economic Forum on Africa.Liu said that the "eight new measures" announced by Chinese Premier Wen Jiabao at the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egypt in November pointed out the favorable direction in the next three years to enhance China-Africa cooperation."First, expand the current China-Africa economic and trade cooperation, which has achieved great progress in recent years. The bilateral trade volume surpassed 106.8 billion U.S. dollars in 2008. However, it decreased a little by 14 percent to more than 90 billion dollars in 2009 due to the negative effect of the international financial crisis, " Liu said.The Chinese diplomat also noted that the key sector to expand and strengthen China-Africa new strategic partnership lies on investment as the African continent lacks of funds for infrastructure, adding that Chinese companies made a lot of investment on Africa's infrastructure and the Chinese government is committed to continually supporting infrastructure construction in Africa for its development.Liu also called for further enhancing political mutual trust between China and Africa, hailing the China-Africa Joint Research and Exchange Program included in the "eight new measures" to enhance China-Africa cooperation, which enables the African and Chinese scholars and nongovernmental organizations among others to make more research on China-Africa relations to promote the mutual understanding of governments and peoples of both sides.

  

YICHUAN, Henan, April 6 (Xinhua) -- The death toll after a central China mine blast last week has risen to 40,with 6 still missing, local authorities said on Tuesday.An official with the rescue headquarters confirmed Tuesday that 98 people were working underground in the Guomin coal mine in Yichuan county when the blast occurred at 7:20 p.m. on March 31. 57 were lifted to the ground unharmed, 35 were killed and six are still missing.The explosion also killed five and injured one on the ground, the official said.The illegal coal mine owned by village head Wang Guozheng was poorly managed and even does not have a payroll list. That's why the dead and missing could not be identified, the official said.Ten people allegedly accountable for the accident are under control by police, including mine owner Wang Guozheng, who was previously given a reprieved imprisonment sentence in 2009 for covering up a mine accident.Work safety authorities ordered the mine to suspend operations after a gas outburst on May 1, 2009. Production ever since has been illegal, said a statement from the Henan Provincial Administration of Work Safety.
