SAN DIEGO (KGTV) -- San Diego Gas and Electric has released a list and map of areas that may be affected by planned power outages amid Santa Ana winds. The National Weather Service has issued a Red Flag Warning from noon Thursday through 6 p.m. Friday for the inland valleys and mountains. East to northeast winds are expected to reach 20 to 30 miles per hour with gusts as high as 50 miles per hour and isolated gusts as high as 60 miles per hour. To make matters worse, humidity is expected to range between 5 and 10 percent with poor overnight recovery. SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. SAN DIEGO (KGTV) - San Diego Police identified Tuesday the officer involved in a shooting in Little Italy Saturday.Several witnesses flagged down a patrol car driving at 1300 India Street about 6:45 p.m. to let the officer know about a man who was not wearing a shirt and acting belligerently.The SDPD report indicated Officer Anthony Bueno found the man, Brent Zadina, on the hood of a car, yelling at the driver.RELATED: Officer Bueno has history of conflictsZadina appeared to be drunk or under the influence of drugs, police said.Officer Bueno tried to arrest Zadina but he resisted and the officer used his taser, according to the report. Zadina continued to struggle and the officer feared for his life, said the SDPD.Officer Bueno fired one round but missed Zadina. Guests get designer-led tours of hidden gems and treasures across San Diego and can participate in a photo contest to win prizes. SAN DIEGO (KGTV) — San Diego and National City police departments announced several arrests Friday in violent crime cases over about two years in central San Diego and the South Bay.Police said in a release the crimes occurred between April 2018 and February 2020 in the Bay Terraces, Mountain View, and Shelltown neighborhoods, and the National City area.Many cases appeared to be linked to the same suspects, police added, and a gang allegation was attached to each crime:John Orozco, 26, of El Cajon, was arrested on Nov. 11, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and other related crimes.Ethan Apan, 28, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and conspiracy to commit the murder of Marco Magana on Aug. 1, 2019. Apan was also arrested for other related charges.Kevin Herrera, 26, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, and other related charges.Ismael Betancourt, 20, of National City, was arrested on Nov. 19, 2020, for the murder of Lowry Rivers on April 8, 2018. Jorge Sanchez, 18, of San Diego, had previously been arrested for the murder of Emily Cortez on July 15, 2020.
