SAN DIEGO (KGTV) — A San Diego couple is doing all they can to bring joy to hundreds of kids living in orphanages and shelters around the county.And despite the pandemic, they have donated thousands of stuffed animals to little ones in need.Charles and Linda van Kessler, with Passion 4 Kids, have donated 5,000 stuffed animals this year to kids in orphanages and shelters around the county."They need so much more and deserve so much better," Linda van Kessler said. "For these kids, it means a lot. It's something that's theirs. Something that gives them unconditional love."More than half of Passion 4 Kids' donations have been delivered in the past month. The couple says the kids cling to their new toys like a security blanket, of sorts."They are just so craving for love and someone to care about them and play with them. Most of the time we end up in tears because it's just so heartbreaking," Linda said.Charles says he knows the power of giving comfort first hand. He spent nearly 10 years in an orphanage in Amsterdam during World War II."I saw my family snatched away for the nazis. So I ended up in a state orphanage for 8 years, of abuse. I ran away and when I came to America I immediately decided to create a charity," Charles van Kessler said.And the pandemic has taken a toll on children. SAN DIEGO (KGTV) -- A man died Saturday night after deputies say he was attacked by a group of people while crossing the street in Vista. According to the San Diego County Sheriff’s Department, the attack happened at 10 p.m. at the intersection of West Vista Way and Valencia Drive. Witnesses say the man was at the intersection when he was attacked by three men and a woman all in their 20s. He later died after being taken to the hospital. Deputies searched the area but were unable to locate any of the suspects. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. SAN DIEGO (KGTV) — A man who neighbors say was acting erratically in the Middletown neighborhood on Sunday was pronounced dead shortly after police arrived and found him lying in the street.San Diego Police officers received numerous calls regarding a man screaming, vandalizing a vehicle, and stripping his clothes off at Columbia Street near Sassafras St. just after 12:30 p.m. Police said officers arrived and were directed to the man, who was lying down in the street. Officers placed the man in handcuffs but noticed he was in medical distress. They took the handcuffs off the man and began CPR, police say. A witness who was a doctor also helped perform CPR until San Diego Fire-Rescue arrived, but the man died at the scene, according to SDPD.The man was not identified by name, but police said he was a black male in his mid-thirties.SDPD homicide detectives are investigating the death out of "an abundance of caution," police said. SAN DIEGO (KGTV) - A handful of San Diego County fire departments have sent crews across the state to help with the Woolsey and Camp Fires. But Cal Fire officials tell 10News they're making sure that enough resources are left behind to cover any emergencies that happen here."We have an obligation here to make sure we keep enough strategic reserve to stay safe in San Diego," says Cal Fire Battalion Chief Jon Heggie.Through a process called "Mutual Aid," Heggie says Cal Fire sent three strike teams, consisting of 15 engines, to help around the state. That leaves 32 engines in San Diego. Heggie says those engines are placed around the county ready to pounce on any fires that spring up."The conditions they've seen up there are very similar to what we're seeing right now," says Heggie. "We'll never exceed those thresholds to make sure that we have enough adequate resources available for any fire that starts here in San Diego."Cal Fire's ability to respond quickly was put to the test Monday, when a house fire erupted in Ramona.
