SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. SAN DIEGO (KGTV) - For three days, faith organizations from across the country will be in Point Loma for the San Diego National Church Safety & Security Conference hosted by Rock Church.The conference has been held for the last nine years and aims to help churches, synagogues and mosques become safer by providing tips and tools to better prepare for attacks, like mass shootings.Several topics will be discussed including how to work with law enforcement, incident reporting, emergency evacuations and more.There are also many vendors on hand, offering products and services which include surveillance systems, background checking and first aid supply kits.Organizers hope attendees will take away three main points. “Do something, don’t just do nothing. A lot of churches have anything in place, ” said Rock Church safety director Mike Diggs, who spent 20 years in law enforcement. “The other thing is, we want you to learn how to keep children safe at your establishment,” he continued. “And the third is to prepare for a critical incident, active shooter situation, natural disaster.”The event goes on until Friday. We met State Senate President Pro-Tem Toni Atkins at a coastal event for research on climate change. Atkins says it’s everyday attention to universal issues like this that further acceptance of openly gay leaders like her. Christine Kehoe was San Diego’s first openly gay politician. She was elected to the San Diego City Council in 1993 and went on to serve more than a decade in the State Assembly and Senate. “The fact is there are a lot of people who blazed trails to allow me to serve; to allow Toni Atkins, Jen Campbell, Georgette Gomez, Chris Ward….our cup really runneth over in San Diego." Assembly member Todd Gloria said no one should hide who they are. "I think I'm a better elected official because of who I am. I think more importantly, the people of San Diego want to know who their elected officials are." 1015

SAN DIEGO (KGTV) -- For the first time in nearly 100 years, an integrated company of male and female recruits at MCRD San Diego are about to begin their journey into becoming Marines. These future Marines will be led by graduates from MCRD's first ever integrated Drill Instructor Course. Now the mission of the course is to screen, train, and further develp leadership and command presence of selected Marines, in order to successfully perform duties of a drill instructor."We are taking them from the leadership skills, that they had in the fleet, and further refining them here," says Major Lynn Stow, Director of the MCRD San Diego Drill Instructor Course. "The drill instructor's goal is to successfully transfer recruits into United States Marines."Fifty-seven Marines are scheduled to graduate from the grueling 57 day course, and for the very first time, the graduating class will include 3 females."Getting the opportunity to come here was almost like divine intervention, everything just kind of fell into place," says student Sargent Stephanie Fahl. "To come here and make it this far, I'm really proud of myself."These future drill instructors at MCRD are looking forward to changing the lives of young 17 and 18-year-old recruits. "The change I'd like to instill in the recruits is to obviously maintain that discipline that's a staple of recruit training,"says student Sargent Stephanie Jordi. "I'd also like to inspire them and teach them how to become leaders even from that lowest level." Student Sargent Ikea Kaufman feels being a drill instructor is about teaching recruits how to be men and women."There is more to life than social media and all that. There is actually responsibility."And while Drill Instructor Course is very rigorous, the payback is immense. "You have contributed to the mission of making Marines. You have been able to take these recruits from day one and transform them into Marines. They are going to look up to you as their role model." 1991
