SHEBOYGAN, Wisc. -- A Sheboygan dad was arrested for OWI after his two toddlers fell out of his van and were seriously injured.Police said it happened Tuesday just before 7:30 p.m. near 8th Street and Indiana Avenue. A witness told police the two children fell out of the van as it went through an intersection. Officers were eventually able to identify the children who were one and two years of age.A short time later police located their father -- who said he was not aware they had fallen out of the van.He was then arrested for OWI and Child Neglect.One child was treated and released from a local hospital. The other child was transported to a Milwaukee area hospital for serious but non-life threatening injuries.  764

Senate Majority Leader Mitch McConnell cut a deal with Democratic leaders in the upper chamber to clear a slate of President Donald Trump's nominees, one of the top August priorities for the Kentucky Republican.The deal, which permitted 11 nominees to be cleared immediately and another eight to be voted on next week, also will allow senators who missed most of their August recess to go home for a couple of days before many come back at the end of the week to say farewell to their colleague Sen. Sheriffs in at least eight counties in Texas have said that they will not fine or cite those who violate Gov. Greg Abbott's executive order that requires Texans to wear masks in public.According to The Washington Post, sheriffs in Denton, Nacogdoches, Smith, Upshur, Kerr, Gillespie, Panola and Montgomery Counties have already said they cannot — or will not — enforce the order. CBS News also included Houston County in a list of countries not requiring masks.Abbott — who previously blocked cities and countries from instituting orders requiring masks — signed the executive order last week. It says those who repeatedly violate the order could face a citation and a fine of up to 0, but adds that violators cannot be detained or jailed.The Post reports that the sheriffs object to enforcing the order for a number of reasons. Some said that they could not enforce the order because stopping a person on the street constituted "detaining" them. Other sheriffs said the citing violators was discriminatory because the order includes exemptions for those attending religious services. Still others say they lack the resources to track repeat offenders properly.In a lengthy Facebook post, Denton County Sheriff Tracy Murphee took issue with the order because it was not passed by the Texas legislature."The order is not a law, there is no requirement that any police officer enforce it, and it's unenforceable," Murphee said. "We can't spend our time running from place to place for calls about mask we can really do nothing about. Like I said I will comply because I want to comply. I won't and I don't believe I can take any enforcement action on this order."After Murphee announced his opposition to enforcing the order, a Denton County resident launched a Change.org petition calling for his removal. Some voters in a North Florida county hit hard by Hurricane Michael submitted their ballots by fax and email -- a practice that runs afoul of guidance issued by Florida election officials in October.Bay County Supervisor of Elections Mark Andersen told CNN that he and his staff had worked with 158 voters displaced by Michael to allow them to cast ballots by email and fax, despite the Florida Department of State saying that voting by fax or email "is not an option."Andersen said, "That was the only method available to voters that were displaced from the hurricane.""We would send them a ballot via email just like we would to the extent with our overseas voters. They would get it, they would vote it; 147 of them actually faxed it back to us after they voted it," he said. Eleven were sent back over email, he said."No one cast a ballot that shouldn't have cast a ballot," Andersen said.Because of the hurricane's destruction, "Some (voters) don't have homes -- some of my staff don't have homes that worked this election -- so I think the important part (is) to realize that we actually were able to pull off a successful election with checks and balances," Andersen said.On Oct. 18, Florida Gov. The accusations have been leveled at the Democratic counties of Palm Beach and Broward.
