WASHINGTON — Retiring U.S. Senator Lamar Alexander, R-Tennessee, gave his farewell address from the Senate floor Wednesday morning, urging for a "change of behavior."Alexander is retiring after more than 40 years in public service. During his farewell remarks, he called for bipartisanship among what has been a deeply divided Senate over the past decade."Divided government offers an opportunity to share the responsibility — or the blame — for hard decisions," Alexander said. "That's why our country needs a United States Senate, to thoughtfully, carefully and intentionally put country before partisanship and personal politics, to force broad agreements on controversial issues that become laws most of us have voted for and that a diverse country will accept."Alexander also offered a defense of the filibuster, the parliamentary rule that allows a minority party to block legislation. He says the rule forces the Senate to work together to solve problems as opposed to allowing one party to dominate the chamber.Some progressive Democrats have floated eliminating the filibuster in the hopes of passing more legislation.Alexander's career began in 1978 when he famously walked more than 1,000 miles across Tennessee to make his case to be governor. He served two terms as the state governor and later took the helm at the University of Tennessee. He also served as President George H.W. Bush's Secretary of Education.Alexander has served as a senator since 2002. (KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. VISTA (CNS) - A homeless man accused of fatally stabbing a fellow transient outside an Escondido fast-food restaurant was ordered today to stand trial on a murder charge.John Christopher Burns, 48, is accused of stabbing Jose De Jesus Martinez in the neck shortly before 6:30 p.m. on Jan. 27, outside the Burger King on West Valley Parkway.According to preliminary hearing testimony, witnesses said Burns made statements indicating he believed the 32-year-old victim was trying to steal his bicycle, which had been left outside the restaurant.Martinez was taken to Palomar Medical Center, where he was pronounced dead, according to the Escondido Police Department.Burns was arrested by San Diego County sheriff's deputies at the Pala Casino one day after Martinez's death.He's due back in court Sept. 2 for a Superior Court arraignment. 844

  

WASHINGTON — The Supreme Court has agreed to review a court decision that the NCAA has said blurred “the line between student-athletes and professionals.” A lower court ruling removed caps on education-related money that certain football and basketball players can receive. The case will be argued before the Supreme Court in 2021 with a decision expected before the end of June. The NCAA contends that antitrust law allows its member schools to impose certain restrictions, like on athlete compensation, in an effort to promote competitive equity and have a product for dans that is distinct from professional sports, according to USA Today. The NCAA claims a change to this arrangement would have larger implications on professional level sports leagues. An appeals court panel in May upheld a lower court ruling barring the NCAA from capping education-related compensation and benefits for student-athletes in Division I football and basketball programs. Such benefits could include cash payments for academic performance. The lower court's ruling said the NCAA could still set limits on compensation not connected to education. The association has revealed proposed rule changes that would allow athletes to make money from their names, images and likeness. Those proposed changes are set to be voted on in January. Division I conferences can still independently set their own rules. 1395
