SAN DIEGO (KGTV) — The latest surge in coronavirus cases has led Girl Scouts San Diego to cancel all in-person gatherings, meetings, and events for the rest of 2020. The decision comes just three weeks after the resumption of in-person troop meetings had been approved.Christa Sherman, Troop Support Manager for Girl Scouts San Diego, told ABC 10News the decision is the responsible one and is widely supported by troops across the county. "Our Girl Scouts are so resourceful and they really want to do what’s best for their communities, for their schools, for their troops," Sherman said.Both the national and local organizations have been building up their ability to support virtual meetings since the beginning of the pandemic. Troop leaders have access to lesson plans and videos. They can bring necessary materials to drop off at scout's homes before the meetings."We’ve had better attendance at meetings, which is crazy, virtually then sometimes when we were meeting in person," said Elise Hilliard, a troop leader in the South Bay.Even camp-outs are now being done virtually. Kids set up tents in the yard or build forts inside. They set up their mobile device so they can share the experience with their friends. Hilliard said the experiences may be different, but that hasn't changed the Girl Scouts mission. SAN DIEGO (KGTV) - The Downtown San Diego Partnership is relaunching a program to help businesses impacted by the COVID-19 pandemic.A new round of the organization's Downtown Loyalty program launches at noon on Tuesday. It allows people to buy discounted gift cards to some of downtown's most recognizable restaurants, coffee shops, retail, and services."It's a digital gift card sale," said Sarah Brothers, marketing and communications director for the Downtown San Diego Partnership. "So you're able to buy a gift card to your favorite downtown locations. And for every purchase, you get a free funded by philanthropy."It allows the customer to get more than what they paid for, and it's extra revenue for the business at the receiving end.The program is made possible through fundraising and donations.The first round of the Downtown Loyalty program's gift card sale sold out in four days when it launched in July. It provided nearly ,000 in direct revenue to struggling businesses in downtown San Diego. There is hope the second round of gift card sales will have even more significant impact, with nearly ,000 to support businesses. 1163

SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. SAN DIEGO (KGTV) -- The Infinite Chemical Analysis Lab building in Miramar looks like any other chemical lab, but inside the products they are testing are all cannabis. InfiniteCal tests products for things like potency, pesticides, heavy metals and microbial analysis to make sure the products are safe for consumption and meet state standards. Josh Swider is the CEO and co-founder. Swider's company consists of roughly 45 employees, 30 of those are either chemists or biologists. The team tests products for licensed retailers to make sure their cannabis meets the standard for what is allowed by the state. When it comes to vaping, Swider says their analysis shows that what's making people sick is when the product is diluted, most recently with Vitamin E or Vitamin E acetate. According to the CDC, 33 people have died from lung related illnesses linked to e-ciggarettes or vaping products. Most of those samples tested by the FDA had THC. San Diego County has confirmed 22 vape related illnesses in the county. Although InfiniteCal doesn't just test products for vaping, Swider says the best thing a person can do is to do their research and make sure they are buying from a licensed retailer. He also recommends asking the business for their certificate of analysis to find out what's in the cannabis product they're consuming. InfiniteCal operates six days a week and also will tests an individual consumer's product if they show up to the lab. SAN DIEGO (KGTV) -- The mother of a San Diego middle school student is begging for more answers from school administrators after she says other students threatened to shoot and stab her son. “I’m not willing to play Russian roulette with my kid’s life,” states Vanessa Flores. In a 10News exclusive, we interviewed her and her thirteen year-old son, Daniel, at their home on Tuesday. She says she pulled Daniel out of downtown’s KIPP Adelante charter middle school on Tuesday morning. It was two weeks ago when Daniel says he got in a fight with a couple of students. He says over their lunch break they were saying, “What are we going to do with Daniel? Are we going to jump him? Let’s jump him. Let’s bring the gun.” Daniel tells us he them heard one of them add, “The gun’s too much. Let’s bring the knife.” Vanessa showed us text messages that she says she exchanged with the school’s principal the night of the incident. She says she later met with administrators. “I just wanted the authorities to be contacted and made aware of the situation,” she adds. For days, she says her family could not get clear answers about any action the school was taking.  With tears in his eyes, Daniel described for us the anxiety he felt in the school hallways in the days following the alleged threats. “I’d think, what’s the next move? What are they going to do to me when I pass by the hallway? What do they have or what are they hiding?” “I’ve told [the school] that I’m in fear with the climate right now with all these shootings. Everybody’s talking about red flags. I’m giving [the school] the red flags on a silver platter. Please help me,” says Vanessa. On Tuesday, she says she picked Daniel up the from school after getting confirmation from school administrators that KIPP Adelante would not get the San Diego Police Department involved. She tells us she no longer felt safe keeping him on that campus. After picking him up from school, she says she took him to the San Diego Police Department to try to file a report. San Diego Police confirm with 10News that there was a misunderstanding that she was referring to a charter school and not a regular San Diego Unified School District (SDUSD) public school. She says SDPD sent her to SDUSD school police, which don’t handle investigations related to local charter schools. The SDUSD school police apparently sent her back to SDPD. SDPD confirms its officers took a report on Tuesday afternoon and now the juvenile service team is investigating the reported threats. On Tuesday afternoon, KIPP Adelante charter school principal Monique McKeown sent us the following statement. “Two weeks ago, we had an 8th grade student report that two of his classmates threatened to harm him with a weapon. We fully investigated the matter and found no credible evidence that the students in question threatened to use a weapon against their classmate. San Diego Unified Police Services confirmed that we handled the investigation appropriately. At KIPP we respond swiftly to all potential threats to student safety.” The referenced "San Diego Unified Police Services" is also known as SDUSD school police. A spokesperson for KIPP Adelante later clarified that SDUSD school police did not conduct its own investigation. Rather, it apparently reviewed and approved the school’s own investigation. The spokesperson for KIPP Adelante also reported that the teens who made the apparent threats are still students at the school. 3559
