(KGTV) — Three people were killed on Thursday after an SUV careened off State Route 78 and crashed into a traffic signal pole.A Mitsubishi Outlander was traveling on westbound SR-78 at about 2 p.m. when for unknown reasons it veered off the right side of the freeway near El Camino Real and went down an embankment. The SUV hit a fence and struck a pole at the intersection of Vista Way and Valley Glen Dr., before catching fire, according to CHP public-affairs Officer Mark Latulippe.CHP officers arrived within minutes to find three people trapped inside the vehicle. Latulippe said officers put out the small fire, adding that it appeared all three died on impact and not because of the fire.The driver was the only occupant wearing a seat belt during the collision.The driver was identified as a 43-year-old male from Escondido, the front passenger was identified as a 56-year-old male from Escondido, and the passenger in the left rear of the SUV is a female that is yet to be identified, CHP said.The San Diego Medical Examiner’s Office is working to determine if impairment was a factor in the crash. 1133

OCEANSIDE, Calif. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

(KGTV) - An Oceanside homeowner got a shock at work when his phone alerted him to intruders inside his tented condo.James says around 5 in the morning in late September, his heart dropped when the security alert showed him a real-time image: an intruder, wearing a headlamp in his 11-year-old daughter's bedroom."Seeing a stranger in my house, especially my daughter's room, is very nerve wracking," said James.His daughter wasn't home. No one was. His condo, along with the entire Pamilla Del Oro community was wrapped in a fumigation tent. That day was the last of a three-day fumigation.As it turns out, the burglars had sliced the tent and removed a screen before making an appearance on James' phone. He called 9-1-1. Police showed up soon after."They set up a perimeter and called the guys out. One came crawling out," said James.James showed 10News a photo of that man handcuffed. Two other intruders captured on by the cameras got away. None of them wore masks. They didn't take much from the home, only a few fishing knives."We took our valuables out before the fumigation," said James. She says some businesses will be holding virtual celebrations."I even saw just recently something about getting a musician or some sort of that to be prerecorded and then sent out to people. So, it's a little mini concert. I think employers are getting very creative," said Frydenlund.Valerie Keels works at the company Gavi, which has offices in Switzerland and Washington, D.C. Keels is working with a team of five other people to put on a virtual end-of-the-year office event. One of the leading COVID-19 vaccine candidates produced virus antibodies in every patient tested in a trial conducted earlier this year, according to a report in the New England Journal of Medicine.The published results describe a successful Phase I testing for the vaccine, which is being produced by biotech company Moderna. The vaccine is currently in Phase II of testing, and Dr. Anthony Fauci said Tuesday that the vaccine would move to the third and final phase by the end of the month.According to the New England Journal of Medicine report, Phase I was conducted in 45 test subjects. Subjects were divided into three groups of 15, each of which was given different doses of the vaccine.Every subject received two shots, each administered 28 days apart.According to the New England Journal of Medicine, the vaccine "induced anti–SARS-CoV-2 immune responses in all participants."The Journal did note that half of the participants indicated they suffered from side effects that included "fatigue, chills, headache, myalgia, and pain at the injection site," most of which came after the second injection. Three of the participants who received the highest dosage of the vaccine reported at least one "severe" side effect.Fauci has said that the US is currently producing the top vaccine candidates with the hopes of distributing them when they are cleared for use by the FDA.
