EL CAJON, Calif. (CNS) -- A man who struck and seriously injured a bicyclist in Ramona last fall pleaded guilty Monday to felony charges of reckless driving resulting in serious injury and vandalism.Chase Edward Richard, 35, admitted hitting Michelle Scott from behind on state Route 67 near Dye Road with his Ford Edge last Oct. 2. Scott was struck around 6:15 a.m., and was airlifted to Palomar Medical Center in Escondido with serious injuries.She remained at the hospital for about two months before being transferred to a Poway nursing care facility, where she remains under full-time care, recovering from the brain injury she suffered in the crash, according to the Ramona Sentinel.Richard was arrested less than a week later. The California Highway Patrol said a tip from the public led investigators to Richard's damaged SUV in the garage of his Ramona residence.Richard agreed to a three-year, eight-month term that will include two years in local custody and 20 months of mandatory supervision.Per the terms of his plea agreement, Richard will also perform 200 hours of community service, a component of his sentence that Deputy District Attorney Valerie Ryan said was important to Scott's family.The victim volunteered with multiple local programs, including the local Community Emergency Response Team -- or CERT -- which trains and assists community members in response to emergency situations like natural disasters.Ryan said Scott's husband, Don, hopes that Richard can "do what he can to give back to the community because Mrs. Scott can no longer do that."The prosecutor said Don Scott is "hoping through this time on mandatory supervision that Mr. Richard can change and alter his behavior" and "contribute to the community" once he is released from custody."There's a lot of graciousness and generosity of heart in the Scott family, and they are hoping and looking for Mr. Richard to do better" Ryan said.Sentencing is slated for July 28. 1966

(KGTV) — One person is dead after their vehicle became airborne and crashed, sending metal and pieces of the vehicle across the roadway.California Highway Patrol troopers tried to stop the vehicle on eastbound Interstate 8 at about 2 a.m. Saturday before the driver sped off.Troopers pursued the vehicle, which began picking up speed as it left the highway, CHP said.At one point, witnesses told 10News the vehicle hit a dip on Main St. near Jamacha Rd. at a high speed and became airborne. The driver lost control of the car and crashed, colliding with a tree and wall along the road.The driver was pronounced dead at the scene. The driver was not immediately identified.The crash sent pieces of the vehicle flying in all directions including the car's engine block, which was dislodged and found across the road.TRAFFIC: Live traffic conditions around San Diego"Seemed like just 30 minutes of just crashing and metal everywhere," one witness said. "Just a horrific sound. (KGTV0 - An East County mom panicked about the challenges of distance is calling upon her neighbors for answers.The Ascher family moved from Connecticut to El Cajon nearly two weeks ago. Along with the stresses of the move, there is the reality of distance learning, which proved challenging for Megan Ascher and her kids back in march. Her kids are entering kindergarten, and 2nd and 6th grades. Both Ascher and her husband work full time."Feeling overwhelmed and completely lost on how to begin or end this journey," said Ascher.She was lost, but she found her answer online. After Ascher saw a similar group in San Diego, she created an El Cajon Facebook group called 'Neighbors Helping Parents.'"The concept is to get neighbors, parents, and families working together and supporting each other," said Ascher.That support will run the gamut, from neighbors sponsoring a child's school supplies, printing out homework or picking up a lunch at the school if the parents are tied up."It does take a village, especially during a pandemic," said Ascher.Ascher's 'village' includes neighbors with and without school-age children, including some retired teachers ready to step up. Special education teachers have volunteered their time."I have neighbors willing to help with distance learning, tutoring online and going into the homes of families," said Ascher.Ashcer says the group will also help organize learning pods. Just two days after starting the group, some 120 people have joined."It says there is this big sense of community, and it's really good to see that," said Ascher.Ascher is just beginning to work out how this will be coordinated, but she says the panic is gone, as she leans on her neighbors."In the end, by banning together, I hope we can help our kids thrive and succeed," said Ascher. 1830

Dominica Prime Minister Roosevelt Skerrit confirmed on his Facebook page on Monday that he was rescued as Hurricane Maria hit his small island nation.  Hurricane Maria made landfall just before 10 p.m. ET on the island of Dominica with top winds of 160 MPH. Skerrit's roof was one of many that were ripped off as Maria came on shore. "My roof is gone. I am at the complete mercy of the hurricane. House is flooding," Skerrit said just before being rescued. Hurricane Maria is the second Category 5 hurricane to strike the Caribbean in the last two weeks. Hurricane Maria is following a similar path as Hurricane Irma, which devastated parts of the Caribbean before coming on shore in Florida on Sept. 10.Local radio reports said that parts of Dominica are flooded, and there has been roof failure at a local hospital. Dominica has a total population of 73,000 residents.  934

EL CAJON (CNS) - A 49-year-old man was arrested Saturday on suspicion of fatally shooting a 31-year-old man in an unincorporated area near El Cajon.Daniel Christopher Allen, a resident of that unincorporated area, was booked into the San Diego Central Jail on suspicion of murdering James Owen who also lived in unincorporated El Cajon, according to the San Diego County Sheriff's Department.The shooting was reported in the 6000 block of Stallion Oaks Road, southeast of Dehesa Road and northeast of the Sycuan Resort, around 10:30 p.m. Thursday, sheriff's Lt. Thomas Seiver said.Before deputies arrived, an acquaintance of Owen drove him about a mile and a half from the shooting scene, Seiver said.Deputies stopped the vehicle on Stallion Oaks near Dehesa and found Owen inside suffering from a gunshot wound. It was not immediately clear if Allen was the driver.Owen was pronounced dead at the scene, he said. 921
