SAN DIEGO (KGTV) - New rules for purchasing bullets go into effect on July 1st, requiring background checks every time someone wants to buy ammunition in California.The law is part of Proposition 63, which voters approved in 2016. In addition to the background checks, it requires a small fee for each transaction."This is to provide more checks and balances, so we have a better idea of who's being sold the ammunition," says Ron Markus, the spokesperson for San Diegans for Gun Violence Prevention. "If you're someone that doesn't pass a background check, you shouldn't be allowed to buy ammunition."But critics say the law will have unintended consequences, including creating a black market for bullets bought out of state."If you're a Californian, and you go out of state to get ammunition and bring it back into the state of California, you've just broken the law. But if you live in another state, you can bring as much ammunition as you want into the state and give it to anybody in California that you like," says Michael Schwartz, the Executive Director of the San Diego County Gun Owners PAC. He thinks that will lead criminals to conspire with people from out of state to supply bullets.Schwartz also says the background checks won't be as easy as the law intended. As it's written, the law requires instant background checks that run people's information through criminal and mental health databases. Schwartz says only people who are already in the system will get an "instant" result. The rest will have to go through more lengthy checks to buy bullets, which could take days."This won't prevent bad people from doing bad things," Schwartz says. "All it does is put onerous requirements on people who are looking to follow the law."Meanwhile, gun shops are seeing a surge in bullet sales as July nears. They also believe they'll get more business once the law goes into effect since it requires all bullet sales to be done in person at a store. Any online sales will also have to go through a licensed retailer in California.But Schwartz says gun store owners still oppose the rule, even though they stand to profit from it."It's more business for the shop owners, but not more business that they're happy about," he says.Gun safety advocates say the concerns are misguided. They say the sacrifices gun owners will have to make because of the new laws are reasonable when compared to the loss of life from guns."We're sick and tired of hearing about people being shot and killed every single day in this country," says Marcus. SAN DIEGO (KGTV) - North Park’s Chicken Pie Shop is celebrating 80 years in business Friday and Saturday with deals for customers.The restaurant was originally located on 5th Avenue downtown. Then-owner George Whitehead moved his business to Hillcrest. The storefront at 5th and Robinson now houses a Starbucks.Eventually, Whitehead’s longtime employee John Townsend bought the business and moved it to El Cajon Blvd. at Oregon St. Townsend handed it down to his two sons.“Our father worked so hard for so many years. It’s a grind; you gotta be up for the task each and every day.”Bob Townsend is proud of the Chicken Pie Shop's history. He estimates the number of chicken pies sold at more than 30 million.“People just keep coming,” said Townsend. “They respect good old-school cooking.”Townsend described customers who travel to San Diego and head straight to North Park from the airport. Others buy coolers to bring home some of the restaurant’s frozen creations. Some devoted patrons included boxer Archie Moore and Mesa College coach Bill Sandback, both of whom Townsend served regularly until they passed.It’s not just the customers who stick around. The restaurant's dessert baker has been working for Chicken Pie Shop for 55 years and is now in his 80s.“If I made him retire, he’d probably die,” Townsend said.While Townsend is invested in the family legacy, his wife Lisa takes care of day-to-day operations while Townsend works as an instructor at Riverwalk Golf Course in Mission Valley. SAN DIEGO (KGTV) - More than 140 women, children and their family members will live inside Golden Hall for at least the next three months.The theater's second floor concourse will serve as a temporary bridge shelter while the city installs a new shelter tent at the corner of 17th and Imperial. Father Joe's Villages will manage the shelter, which is to serve as a transition for homeless families to find permanent housing and get on their feet. A recent city report found about 1,500 people were sleeping on San Diego's streets. The families moving into Golden Hall had been living in a bridge tent shelter at 14th and Commercial. That shelter is being removed to make way for a Father Joe's 14-story affordable housing tower. Golden Hall will have on-site residential staff and security 24 hours a day. Deacon Jim Vargas, president of Father Joe's Villages, said Golden Hall's location will present challenges when it comes to delivering key services out of Father Joe's main campus across downtown. He said these next few months will be a good test to see if something longer term could work. "I personally would love, in addition to the tent, to have some brick and mortar," said Vargas. "And if this facility works out well we'd be happy to continue as a service provider."The city is installing the new tent at 17th and Commercial over the next few months. SAN DIEGO (KGTV) — One San Diego restaurant has been awarded one of the most prestigious accolades given to eateries.Chef William Bradley's restaurant Addison at the Fairmont Grand Del Mar was given one Michelin star in the guide's first California edition. The guide awards between one and three stars to restaurants, meaning either "a very good restaurant in its category" (one star), "excellent cooking, worth a detour" (two stars), or "exceptional cuisine, worth a special journey" (three stars).Addison, a contemporary French restaurant, was San Diego's only restaurant to receive a star and one of 90 to receive at least one star in the California guide.RELATED: Michelin names several San Diego restaurants as 'hidden gems'In a statement to 10News, Bradley said the award is "humbling." "We are honored to be recognized by Michelin during this seminal year in California. SAN DIEGO (KGTV) -- Police are searching for a suspect after a man died following a fight in downtown San Diego Monday. Police were called to the intersection of 11th Avenue and Market Street just before 6 p.m. Monday. When they arrived, officers found a man suffering from trauma to his upper body. Medics provided life-saving measures and the man, later identified as 56 year-old Kevin Leray Hughes, was taken to the hospital where he later died. According to police, the victim and suspect got into an argument. “The interaction escalated, resulted in the victim’s death,” police say. The suspect, described as a black man in his 20s last seen wearing burgundy pants, a red hooded sweatshirt and black under shirt, fled the scene after the fight.
