CALEXICO, Calif. (KGTV) - Twenty-nine migrants were processed at the Calexico Port of Entry after non-profits say they were separated from their children and deported.Sandra Cordero, Director at Families Belong Together, said 27 children ages 5 to 15 have been separated from their parents. Some for more than a year. Cordero said the parents came from Central America, including Guatemala, Honduras and El Salvador.Together Rising and Al Otro Lado raised money to fly the parents to Tijuana. Cordero said they stayed in Tijuana for two weeks preparing to go to the Calexico Port of Entry. Cordero said they presented themselves Saturday morning and U.S. Customs and Border Protection told them the detention center was at capacity.While waiting, Cordero shared some of the parents' stories, "he was trying to prepare his son because he knew they would be separated but he couldn't find the words or the feeling of how he was going to tell him that," Speaking about a man named Jose from Guatemala. He stood beside her while she spoke and wiped away tears. After 10 hours, the parents were brought in to process their asylum requests."We just found out that they're going to accept five families at a time and they're letting them all in, so thank you thank you thank you," Amanda Doyle, Vice President of Together Rising, said tearfully."I think it was really us, our presence here, and the presence of all of our supporters online, calling tweeting, pressuring, we're so lucky to have all these supporters that made today happen," Cordero said.Cordero said they would be back Sunday to ensure the parents were being processed quickly so they may be connected with their U.S. sponsors and ultimately reunited with their children. Cordero said they have lawyers who know where the children are and going through procedures to ensure they can be released to their parents. 1879

CAMDEN, N.J. -- Lieutenant Gabriel Rodriguez is a part of the Camden County Police Department, a department that started over from scratch seven years ago.“East Camden is actually an area I grew up in. I was born and raised out there. Very familiar territory for me. A lot of my cuts and scratches and bumps out there, a lot of good memories,” Lt. Rodriguez said.Back in 2011, then-Mayor Dana Redd says Camden was confronted with a fiscal and public safety crisis that led them to lay off more than half of the Camden City Police Department.“We were facing a million deficit in fiscal year 11 and looking for ways not only to balance the budget, but to certainly provide for the safety and protection of our citizens,” Former Mayor Dana Redd said.Lt. Rodriguez was part of those layoffs.“When I was laid off in 2011, it was a horrible experience. Not to have a job I was laid off for 10 months,” he said.He wasn’t so sure the transition was a good idea, but then he says he saw a culture change as the new police force was required to be more community driven -- getting out of their vehicles and interacting with the people of Camden.“I received my first thank you in my entire career when I was out on my walking beat as a Camden County Metro police officer. I’ve never heard that before… ‘thank you for your service,’” Lt. Rodriguez said.The process of creating the new model took about two years. Redd says the city hired a consultant and had conversations with stakeholders and representatives from 19 diverse neighborhoods in Camden. As mayor, her intention was to establish a system that would reduce the number of crime victims and help people feel safe.“In my mind and my opinion is that public safety is not just about enforcement. It’s prevention, it’s intervention programs that you have available for children, youth and families, and it’s also reentry programs for individuals who have been formerly incarcerated who are returning home to communities like Camden, New Jersey,” Redd said.Redd says there was a lot of support for the changes, but there was also a lot of pushback. And some residents say they still haven’t witnessed major changes with the new system -- like Keith Benson, who was born and raised in the area. He’s also the president of the Camden Education Association.“If you’re a community police department, you should be required to live where you’re serving,” Benson said.Benson says he'd like to see residency requirements for officers be reestablished. Data from the U.S. Census Bureau show more than 90% of Camden identifies as either black or Latino - and Benson says he believes the police force should mirror that. Right now, about half the force is white. However, Benson says more needs to be done to have an effective and trustworthy police force. He says going out into the community is part of it, but actually being a friendly member of the community and looking non-threatening is another.“When you recognize – you know you have access to social media – you see cops killing people and you see this big gun hanging on this cop’s hip that at any moment they can reach on you. That makes you feel a certain way as a civilian. Specifically, if you’re a person of color in a neighborhood like this,” Benson said.George Floyd’s death has put the topic of police reform in the spotlight.“We’re not law enforcement officers, we’re public servants. Our job is not just to enforce the law, it’s to serve the people," Lt. Rodriguez said. "And to see someone murdered by that person that took that oath is very sickening and disgusting. And it hurt me as a person – not as an officer – as a person it really hurt me to see that happen because I have brown skin and that could have been me. I get pulled over by police and get treated a certain way until they find out I’m a police officer.”David M. Kennedy is a professor of criminal justice at John Jay College and the Director of the National Network for Safe Communities.“When it comes to policing and public safety, I really think the world just changed,” Kennedy said.Kennedy says he’s been paying close attention to the Camden situation for quite a while, and he thinks it’s time for other places across the U.S. to consider a change.“People are not going to tolerate the kind of policing that many of them have been having,” Kennedy said.Even though Former Mayor Dana Redd says the restructuring of police was mostly a financial decision, the nation is now looking to it as a potential blueprint for community-based policing.“What Camden did, do you think that would be a good step for Minneapolis moving forward?” Reporter Elizabeth Ruiz asked.“That’s a question for the people of Minneapolis," Kennedy said. "If it’s going to be legitimate, it has to be welcome and authentic in the eyes of the public.”Kennedy says in order to defund and disband a police department and build something new, law enforcement has to gain people's trust.“Institutions that have done harm need to acknowledge that harm. They need to be honest about it. They need to engage with those who have been harmed in a way that those people find authentic,” Kennedy said.Lt. Rodriguez says he stands with those who feel hurt and violated by the death of George Floyd.He says he believes in the system they’ve created in Camden and hopes police officers all over will work harder to connect with the communities they serve.“We’ve worked so hard with the community to build that trust and that confidence," Lt. Rodriguez said. "That they can reach out to us that their voices are being heard. When something so unfortunate and so terrible happens like it did to Mr. Floyd, it really stains the badge.” 5677

CARLSBAD, Calif. (KGTV) - Community members gathered outside Carlsbad Police Department on Friday, demanding change following a controversial encounter last week between an African American man and Carlsbad officers.“There was zero attempt for de-escalation,” said Yusef Miller with North County Civil Liberties Coalition. “We're asking that all citizens stand with us in solidarity to fight this police brutality," another activist told reporters.The Carlsbad Police Department previously released video which juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw -- two from officer body cameras and one from a witness. The footage can be viewed here.The witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. The two other videos from police body cameras show officers meeting medics who were called out to a report of a man face down on the side walk. Police say that while medics were evaluating him, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told him to stop, but he continued to yell as they tried to cuff him.Officers report that they then used a Taser to try to subdue him after he continued to yell, struggle, turn and pull away.Police report that they then restrained him by holding his head and body to the ground and asking him to calm down while cuffing him, but they say that he refused. The department goes on to say that they put a porous, breathable spit mask bag over his head to protect themselves from coming into contact with droplets from his nose and mouth.Activists dispute the department's account of the night.“They approached him from behind. They grabbed his wrist. They didn't introduce themselves. He wasn't harming anyone. He wasn't armed to our knowledge,” added Miller.Harshaw was taken to the hospital and later released and then cited for resisting arrest. Police believe that drugs or alcohol may have played a role.Police report that a number of factors were considered by officers to use force, including, in part, "The apparent immediacy and severity of the threat to officers or others - Mr. Harshaw charged unarmed fire personnel while yelling profanities."Police also reveal that a Taser can be used, in part, when, "The subject is violent or is physically resisting. Mr. Harshaw was physically resistant and behaved aggressively toward fire personnel."Community members are calling for reforms like a public forum for transparency on arrests, more de-escalation training, and a citizen's review board.Police say the investigation is ongoing and ask anyone who may have seen the incident to give them a call.On Friday, the Carlsbad Police Department sent the following to ABC10 News:“The City of Carlsbad Police Department has been asked to comment on the North County Civil Liberties Coalition Press Conference.”“The Police Department has previously released information about the June 11, incident. That information, including the officers’ interactions, can be found in its entirety here.”“The Police Department understands that ongoing officer training is crucial for effective community policing. To that end and to provide additional information, here is a list of de-escalation related training that has been provided to Carlsbad Police officers.In December of 2015, officers received an 8-hours of Emotional Intelligence Training.In 2017, officers received an 8-hour Crisis Intervention Behavior Health Training.In 2018, Officers received a 2-hour Bias Based Policing Training and will receive the training again in the summer of 2020.In November or 2018, officers received a 2-hour Tactical Communications Training and will received this training again in November of 2020.In December of 2019 and January of 2020, officers received training about changes to the law and the use of force. This was part of AB 392.In December of 2019, the Police Department hosted and had officers attend the first De-Escalation Training offered by the San Diego County District Attorney’s Office. The department assisted the District Attorney’s Office with the creation of the training curriculum.In 2020, the department created, with the assistance of the District Attorney’s Office, an 8-hour in-house De-Escalation Course. CARLSBAD, Calif. (KGTV) - A brush fire broke out in Carlsbad Friday morning along busy Palomar Airport Road.The fire started about 11:15 a.m. and sent a plume of smoke above the area near Palomar Oaks Way, between Aviara Parkway and El Camino Real. Flames were contained to about five acres by 1 p.m. They appeared to be confined to eucalyptus trees east of The Crossings golf course and near office buildings.Carlsbad Police reported on twitter they briefly evacuated businesses on Dryden Place about noon. The evacuation was lifted about 20 minutes later. There was no word on what caused the fire.Westbound traffic on Palomar Airport Road was stopped at Camino Vida Roble.Check traffic 696

  

CARLSBAD, Calif. (KGTV) - A drone company based in Carlsbad has found a way to use their drones to help the fight against COVID-19.Charles Moss, the owner of FD1 Drone, created new software that uses artificial intelligence to track the size of crowds, as well as the distance between people. He hopes it can be used to enforce social distancing in public places."It's a tool," says Moss. "It's the ultimate tool to enhance our current abilities."The software connects a drone's camera with a computer, feeding real-time information about crowd size and social distancing. It can also detect which people are wearing masks, and which people aren't.On the computer screen, green dots show people who are property distanced. Red dots mean they're too close.Moss says it can be used at parks, beaches, schools, shopping centers, concerts or anywhere else people gather.And the software isn't confined to drones. Moss says it can be installed on street light cameras, similar to the technology the City of San Diego uses in their Internet of Things system. Like the IOT system, Moss' software does not use any facial recognition technology."In order to give people a better comfort out in public, they need insight as to their environments," he says. "The human brain can only process so much data, so much information. This will help them make better decisions."Moss says he's been in contact with a few cities and schools to deploy the technology, but concerns over cost and training has kept his software grounded.He's hopeful it will catch on soon, so it can help keep people safe during the Pandemic.But he says it also has practical applications after the Pandemic ends. Moss says his software could be used to spot wildfires, measure deterioration in coral reefs, inspect power lines and more."It's more of a tool to provide situational awareness, so we can plan," says Moss. "We call it AI for good." 1914
