SAN DIEGO (KGTV) — California Highway Patrol officers played the part of Santa Claus for one little girl who made a very big difference this summer.The lights were flashing and Christmas music was blasting through the loudspeaker as officers drove downtown toward 4-year-old Leilani's home.Leilani and her dad Lydell Short met them on the sidewalk.One officer walked up, crouched, and asked Leilani in a soft voice if she remembers them.She nodded.She and her dad met the officers last summer during a Black Lives Matter protest. Short said they heard a commotion outside and saw the line of officers near a crowd of protestors."She's always telling me she wanted to be a police officer or whatnot, so I asked them if it would be okay if she took a picture with them," he said.She high-fived and smiled with officers.A moment of kindness that left an indelible mark and brought so many people together during a tense time.Back at Leilani's home, Christmas gifts from the officers started flowing, including a barbie car, dinosaurs, a doctor doll, and most coveted, a brand new bicycle and scooter."We got a lot of stuff!!" SAN DIEGO (KGTV) -- Caltrans is alerting San Diegans of a closure that will shut down SR-163 Wednesday and Thursday nights.According to the agency, all lanes of SR-163 will close between Interstate 8 and Genesee Avenue between 11 p.m. and 5 a.m. Wednesday and Thursday nights.Caltrans says the northbound lanes will close Wednesday night and the southbound lanes will shut down Thursday night. At no time will the road close in both directions at the same time.RELATED: Check traffic conditionsSome of the lanes will begin closing at 7 p.m. with all the lanes closing by 11 p.m. The closure will also include the eastbound and westbound I-8 connector ramps to northbound SR-163. The eastbound Friars Road on-ramp to northbound SR-163 will also be closed.Caltrans says all southbound motorists will be rerouted to southbound I-805. SAN DIEGO (KGTV) -- Covid Clinic’s debut in San Diego County was a little rocky in April when it was shut down by Dr. Wilma Wooten, the county’s public health officer.Fast forward to today, the operation seems to be running smoothly in both La Mesa and Downtown San Diego.“Since we were one of the first to open in San Diego County, there were some things that were brought to our attention that the county wanted,” said Covid Clinic CEO, Matt Collins. “So once we met each of the items that they were requesting, we’ve been able to continue testing without any issues.”Wooten sent a letter to Covid Clinic stating that the first site at MiraCosta College in Cardiff needed to shut down because the proper credentials to operate were not provided to the county. Test results also were not immediately reported to the county.Collins said the clinic now reports results to the county every day.He said, on average, about 100 to 150 people are tested at the downtown location, while about 350 to 400 are tested in La Mesa.While many testing sites are now limiting COVID-19 tests to those who have symptoms or fall in the high-risk category, Collins said anyone could schedule an appointment online to be tested at Covid Clinic.Across the country, people have also reported significant delays in test results. SAN DIEGO (KGTV) - County officials created a Dia de los Muertos altar to honor the lives of 891 San Diegans who died from the coronavirus, and put a face and heart into the fight.Supervisor Nathan Fletcher and Assemblywoman Lorena Gonzalez championed the altar as a way to send a message."We wanted to honor those families and honor those lives lived and acknowledge the tremendous impact it's had, but also pay particular tribute to the impact that covid has had on the Latino community," Fletcher said.Saying more than half of those who died in the county are Latinos. This is extremely disproportionate considering only 30% of the population is Hispanic, according to the 2019 Census."When we start looking at the actual human toll and our relatives who have moved on now as a result of this virus it becomes more real and reminds us why it's so important to stay so vigilant," Gonzalez said.Vigilance is what Treasure Felder said would have saved her mom Ronda."She was our angel on earth and is now our angel in heaven, that's how we like to refer to her," said Felder. Felder says her mom was a social worker with the county, caring for foster youth and a strong woman in her 60s."She was never really ill, in the hospital, or hurt. Even if she had a little pain she'd always push through. So to see her in a place where she could barely stand up and also having to be put in a chemically induced coma was something that none of us prepared for." she said.She said she walked into her mother's room on July 4th and found she couldn't stand and was breathing heavily. She called an ambulance, even though her mother didn't want to go to the hospital, and never saw her again.Felder said her mother always had her hand out to help others and is so incredibly proud of how her mother led her life. SAN DIEGO (KGTV) - As the election nears, millions of people will be glued to smartphones and computer screens, scrolling through social media for instant information.But platforms like Twitter and Facebook may not be the best sources for information."The way the algorithms work, they promote stuff that gets a lot of reaction or a lot of engagement," says University of San Diego Assistant Professor Colin Campbell. "The systems are designed to try to show you stuff that they think is going to actually make you excited or make you react in some way. And as a result, that tends to be the more polarizing stuff."But both sites have taken steps in 2020 to safeguard against misinformation.In a lengthy blog post about their election protocols, Twitter called their role in the election "critical," saying that people should "use Twitter respectfully and to recognize our collective responsibility to the electorate to guarantee a safe, fair, and legitimate democratic process."They adjusted their "Civic Integrity Policy" so that only verified and official accounts can tweet about election results. They're also imposing stricter punishments for Tweets calling for election interference or violence.Twitter also made changes to the way people interact with links posted on their platform.They've added warnings to misleading tweets and direct people to more credible information if they engage with a misleading post.They also now ask people to click on a link before Retweeting it and encourage "Quote Tweeting," where people can comment on what they're sharing instead of just reposting the original Tweet.Twitter also changed the format of its Trending section, adding context to topics and hashtags.Facebook, meanwhile, put a lot of effort into helping people vote. Their Voter Information Center helped 4.4 million people register to vote in 2020.They also banned all ads related to the election, politics, or other social issues during the entire month leading up to the election.To help keep misinformation from spreading, Facebook says they removed 120,000 posts from March through September for violating their Voter Interference Policies. They also issued 150 million warnings for content that was flagged as misleading by independent fact-checkers.Campbell says both platforms are a lot more reliable now than they were in 2016, but could still have done more. He believes it's because they didn't want to face criticism over censorship."From a pragmatic perspective, they probably don't want to get involved in the challenges of trying to go through and censor or decide what kind of stuff they want to have on the site," says Campbell.Even with all the changes, he says users still need to scroll with skepticism and filter the content they chose to engage with."I think it's very important that we're all vigilant," he says.
