"I believe Oregon was the first to go in this direction back in the late 1990s. They started doing all mail-in ballots, a few others, mostly western states including Hawaii and Washington and Utah followed suit. Colorado started doing this for the 2014 election cycle, so it's a relatively small number of states. But since California is now in the mix it’s a large number of voters," said Masket.Ben Hovland is the Chairman of the U.S. Election Assistance Commission. He says in the last presidential election, 25% of Americans voted by mail or absentee ballot."We've seen a few other states come on recently like Utah and Hawaii and then a few states this year but you also have states like Arizona where they have permanent early voting list where about 75% of their voters are getting a mail ballot sent to them automatically," said Hovland.Hovland says in nearly every state, voters can request a mail-in ballot. Though, some states require you to provide a valid excuse for it. Still, he expects a record number of people will be voting by mail in 2020 because of the coronavirus pandemic. No matter how you vote this year, experts say make sure you're going to your local government, and not social media, for information about how and where to vote, registration information and vote-by-mail deadlines."The National Association of Secretaries of State has led a program called Trusted Info 2020 which is oriented towards getting people to go to their local election official for information," said Hovland. VISTA, Calif. (CNS) - The Vista Unified School District fully reopened its schools Tuesday morning, becoming one of the first in the region to do so, even as San Diego County appears poised to slip back toward more restrictive COVID-19 tiers as infections surge.The district, which has 29 elementary, middle and high schools, eschewed the more cautious measures some other school districts are taking, moving into its "Phase 3" reopening plan. The plan, "Vista Classic" allows every school in the district to reopen at full capacity. Parents and guardians will still be able to keep students in "Vista Virtual," the district's distance-learning program, if they so choose.The district said it will attempt to have social distancing as much as possible but will allow as many as 38 students in a single classroom, so desks will not be spaced six feet apart.ABC 10News was at Vista High School as, for the first time in more than seven months, students with backpacks were seen walking to school.Some students told ABC 10News they with had mixed reactions to coming back.One Vista High student said, “I’ve been wanting to come back because I miss going out and interacting with people.”Another student added, “I don’t want to catch the virus and spread it to my family.”A rally last Thursday by teachers and parents at Foothill Oaks Elementary School attempted to dissuade the Vista Unified School Board from reopening Tuesday, with many educators believing the safety measures inadequate.According to KPBS, plexiglass barriers were not provided to teachers. Instead, they were given PVC pipes and plastic liner to create makeshift protection from students returning to in-person learning.Keri Avila, president of the Vista Teachers Association, said on the first day back they’re already seeing issues that need to be addressed to ensure that everyone stays safe.“The problem is it’s not equitable throughout the district. What other classrooms have others don’t have. And we just want the safety for all of our members and students,” Avila said.The reopening of the Vista district comes as the county is expecting to receive bad news about its reopening status with the California Department of Public Health. Rising case numbers could tip the region into the "purple" tier, the state's most restrictive, as soon as next week. Walmart will roll out a new website next month.The nation's largest retailer announced Tuesday that its redesigned site will offer more personalization, include more vibrant colors and a cleaner design, and feature "relatable photography that showcases real-life moments."The homepage will include a new section that showcases top-selling items in a customer's location. It will also offer specialty shopping experiences, such as the Lord & Taylor flagship online store which is launching this spring. VISTA (CNS) - A professional photographer who sexually assaulted four teenage girls during modeling sessions at a rented Carlsbad residence where he had set up a temporary studio was sentenced to 25 years in state prison Friday.Robert Koester, 52, pleaded guilty last month to 23 felonies related to raping and inappropriately touching the teens -- some of whom were drugged and unconscious during the abuse -- as well as creating child pornography of the girls.Koester also faces federal charges locally, as well as charges in his home state of Oregon, where he's accused of assaulting additional victims.RELATED: Modeling photographer pleads guilty to sex crimes against teenagersDeputy District Attorney Dan Owens said the investigations against Koester began with one of his local victims, identified in court only as Jane Doe 1, who came forward regarding the abuse and "put a stop" to his ongoing crimes. Based on her statements, Koester was arrested Nov. 13, 2018, in Carlsbad."The victims in this case showed extraordinary strength in coming forward and speaking out against this man who victimized them," according to Owens, who said the case has had "a tremendous impact on the victims who were involved in this case, not only them, but their families."Koester, who had been hired as a contract worker by Carlsbad-based Frank Model Management, raped and took nude photographs of the girls, whose ages ranged from 15 to 17 during the San Diego County incidents.
