FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth. Support policies will be targeted, with a focus on improving the cultural institutions' market competitiveness, it said.

BEIJING, Nov. 20 (Xinhua) -- China on Sunday morning put two satellites into orbit from the Jiuquan Satellite Launch Center in northwest China's Gansu Province.The satellites, Chuangxin 1-03 and Shiyan Satellite 4 were launched on a Long March 2D carrier rocket at 8:15 a.m. Beijing Time, said a Xinhua photographer, who witnessed the whole process.The Chuangxin 1-03, developed by the Chinese Academy of Sciences, will be used to collect and relay water conservancy, hydrological and meteorological data and data for power supply and disaster relief from monitoring stations.The Shiyan Satellite 4 will be used for experiments on space technologies and environment probe. Developed by the Chinese Research Institute of Space Technology, it is the country's fourth technology experiment satellite.The launch was the 151th of China's Long March series of rockets. BEIJING, Dec. 28 (Xinhuanet) -- A vagrant boy sat all huddled up in a corner of Beijing Railway Station, trying to keep himself warm in the chilly wind on Tuesday afternoon.He could only remember that he was 16 and that his home was far away from Beijing but failed to provide other vital information such as his name or home address.Two officials from the social assistance center for the homeless in Beijing's Dongcheng district came to his assistance within half an hour of receiving a passer-by's call. The boy was taken to the center's office for some paper work and then sent to a shelter for the homeless in Fengtai district.A teenager, unsure of his identity and living on a street corner near Beijing Railway Station, is helped by China Daily photographer Wang Jing on Tuesday before being taken to a care center."Our center handles about three or four similar cases every month. Those whose family cannot be contacted immediately are sent to the shelter," said Cao Hui, an official who came to the railway station to pick up the boy.The method of collecting vagrants and sending them to shelters would include an extra step by 2013, according to a notice jointly issued by eight government departments, including the Ministry of Civil Affairs (MCA), on Monday.The circular required the public security, urban management authorities and rescue centers nationwide to collect blood samples from vagrant children. Their DNA information will be recorded and checked against the national DNA database to see if these could be matched with that of missing children's parents', in case they were kidnapped or stolen by criminals.The eight government departments will start a year-long national campaign in 2012, aiming to return street children to their homes, which will be led by the MCA.The MCA urged provincial governments to set up special offices to coordinate the campaign.Civil Affairs minister Li Liguo said on Monday that the ministry will speed up revising the management regulations related to the homeless and beggars in cities, introduced in 2003.
