California is still counting ballots more than three weeks after Election Day.The slow counting process has been underscored by a series of House races in California carrying on for days past November 6. Now, the only remaining uncalled US House race is in California's 21st Congressional District.There, Republican Rep. As long as they are postmarked by Election Day and arrive at county elections offices by Friday -- three days after the election -- they're counted.California also requires counties to give voters time to fix any issues with their ballots -- such as a missing signature -- and requires counties to contact those voters to inform them of any problems.When voters mail ballots to the wrong county, those counties are required to send them to the right one.The state allows same-day voter registration. It also allows those whose names do not appear on voter rolls due to clerical errors -- as Los Angeles County had in June, when a printing error left 118,000 names of registered voters off the rolls for the primary -- to cast provisional ballots that must then be checked out.Then, there's the reality that the state with the nation's largest population and 58 counties, with varying staffing levels, simply have more ballots to count.About 7.4 million ballots were counted on election night. But as of the end of election week, there were still 4.8 million mailed-in ballots left to count, the secretary of state's office said after surveying the counties.Padilla said there is a "sequencing" to the count -- with ballots mailed into the correct counties with no errors tallied quickly, and elections officials now "on the more time-consuming manual ballots to be processed."An end is coming, though. Two key deadlines loom: December 7, when counties must certify their election results, and December 14, when the secretary of state certifies the election.Any voter in California can request a recount but must foot the bill for it. The state doesn't have automatic recounts for close races.Padilla says he hears occasional frustration from voters that it takes so long to tally the results in California's closest races. (KGTV) — Three people were treated for gunshot wounds and one person was taken into custody in Carlsbad following a shooting Saturday morning.Carlsbad Police responded to calls of shots fired at the Pacific View Apartment Homes complex in the 5100 block of Whitman Way just before 6 a.m.Officers arrived to find a man and woman with gunshot wounds in a courtyard area of the complex. Both were treated by Carlsbad Fire crews and taken to a nearby hospital.MAP: Crime happening in your neighborhoodPolice later located another man with a gunshot wound in the apartment complex. He too was taken to a nearby hospital for treatment.Carlsbad detectives were on the scene Saturday investigating the shooting. They believe the three knew each other and the shooting was not a random act.Police said one person is in custody but did not say whether that person was one of the three who were shot. (KGTV) — Police say they were tasked with breaking up a crowd of 50 to 100 beachgoers having a large party on Friday amid a ban on gatherings in the county due to the pandemic.Carlsbad Police say the large crowd of mostly young people was having a large party and drinking near the Rue Des Chateaux beach access point on North Ocean St. at about 6 p.m.Police said when they arrived, the crowd voluntarily dispersed and no fines were given.A witness who sent ABC 10News a photo of the scene said it's not the first time this has happened. The witness said that large gatherings and parties in their neighborhood and at the beach have become a daily occurrence. The county's public health order bans gatherings of any size involving individuals who are not from the same household. 804

Billions of dollars in tariffs imposed on China are going into effect, and while all of the design work is done in Carlsbad, 100% of JLab's product is shipped from China.Cramer was sitting on a plane when he saw the alert, "this news pops up on my phone that 0 billion in tariffs announced, I quickly perused the list and saw our tariff code that we import  80% of our products was on the list and I just had this feeling of oh gosh we're going to have to fight this battle that we don't know how to fight."He is bending every ear within reach to spread awareness of how this affects JLab and other American businesses and even went to Washington DC to plead his case.Cramer said no legislators were there, just staffers and no electronic devices were allowed into the room. CALIPATRIA, Calif. (KGTV) — Six prison guards were injured during an attack by an inmate this week, leading to the use of deadly force.Calipatria State Prison inmate Douglas Compton refused to leave an "out-of-bounds" area in the prison's yard on Thursday after three officers ordered him to do so, according to the state's Department of Correction and Rehabilitation (CDCR).Compton then stabbed one of the officers in the head and face, CDCR says. Responding officers used batons, pepper spray, and other use-of-force options to try and subdue Compton.During the struggle, Compton punched another two officers.An officer in an observation tower discharged one lethal round from a rifle to stop the attack. No one was injured by the use of lethal force, CDCR says.Six officers were injured and taken to an outside hospital for treatment and released.Compton was injured and treated, before being transferred to another prison.CDCR added that two inmate-made weapons were recovered at the scene. CDCR investigators are investigating the weapons as well as the use of deadly force.Compton was sentenced to 112 years to life in prison following a 2013 conviction of second-degree murder, voluntary manslaughter with the use of a firearm and possession of a firearm by an ex-felon with the use of an altered ID. 1315
