California is still counting ballots more than three weeks after Election Day.The slow counting process has been underscored by a series of House races in California carrying on for days past November 6. Now, the only remaining uncalled US House race is in California's 21st Congressional District.There, Republican Rep. David Valadao trails Democratic challenger TJ Cox by 506 votes -- or about half a percentage point -- with votes still being counted. If Cox holds on to win, it would give Democrats a net pickup of 40 House seats this year.So why is the process so slow?California officials say the effort is built with a series of safeguards, many of which don't exist in other states. The bottom line: California's vote-counting process is built to take a long time."The philosophy here is, while it may take a little bit longer to finish counting ballots in California, the policies are in place to ensure that all votes can be properly processed and added to the tally -- and I guess better said, that all voices can be heard in the political process," California Secretary of State Alex Padilla said in a phone interview Wednesday.The state's laws give its voters, about two-thirds of whom cast their ballots by mail, more time to send in their ballots. As long as they are postmarked by Election Day and arrive at county elections offices by Friday -- three days after the election -- they're counted.California also requires counties to give voters time to fix any issues with their ballots -- such as a missing signature -- and requires counties to contact those voters to inform them of any problems.When voters mail ballots to the wrong county, those counties are required to send them to the right one.The state allows same-day voter registration. It also allows those whose names do not appear on voter rolls due to clerical errors -- as Los Angeles County had in June, when a printing error left 118,000 names of registered voters off the rolls for the primary -- to cast provisional ballots that must then be checked out.Then, there's the reality that the state with the nation's largest population and 58 counties, with varying staffing levels, simply have more ballots to count.About 7.4 million ballots were counted on election night. But as of the end of election week, there were still 4.8 million mailed-in ballots left to count, the secretary of state's office said after surveying the counties.Padilla said there is a "sequencing" to the count -- with ballots mailed into the correct counties with no errors tallied quickly, and elections officials now "on the more time-consuming manual ballots to be processed."An end is coming, though. Two key deadlines loom: December 7, when counties must certify their election results, and December 14, when the secretary of state certifies the election.Any voter in California can request a recount but must foot the bill for it. The state doesn't have automatic recounts for close races.Padilla says he hears occasional frustration from voters that it takes so long to tally the results in California's closest races. But after explaining the state's procedures, he said, "most people do settle with, it's smarter to get it right." 3207

He too was taken to a nearby hospital for treatment.Carlsbad detectives were on the scene Saturday investigating the shooting. They believe the three knew each other and the shooting was not a random act.Police said one person is in custody but did not say whether that person was one of the three who were shot. CEO Win Cramer said they have lived the American Dream, saying they're a scrappy business always fighting to get on top."We worked out of literally, a house, or a rundown office or an apartment building forever," he said. JLab competes against major brands like Bose and Beats.They found a niche and made a name for themselves, "We came out with some fun colorful designs that happened to be on trend."Cramer said innovation is their secret weapon."It gives you the option to really tune out on a plane, you push a button and the engine noise goes away," explaining one of their earbuds.Their newest challenge is Trump's trade war. Billions of dollars in tariffs imposed on China are going into effect, and while all of the design work is done in Carlsbad, 100% of JLab's product is shipped from China.Cramer was sitting on a plane when he saw the alert, "this news pops up on my phone that 0 billion in tariffs announced, I quickly perused the list and saw our tariff code that we import  80% of our products was on the list and I just had this feeling of oh gosh we're going to have to fight this battle that we don't know how to fight."He is bending every ear within reach to spread awareness of how this affects JLab and other American businesses and even went to Washington DC to plead his case.Cramer said no legislators were there, just staffers and no electronic devices were allowed into the room. He said there is a written record of what was said."It was the largest hearing in US history which in it of itself should tell you something and how folks are, at least businesses like us are taking this pretty serious," he said.Production costs could increase by 25% and with the holiday season upon us, he's running out of options, "layoffs or pay cuts being the last option, certainly not something that I want to do or think about or consider, but it's something we're being forced to consider."He hopes change is swift and those in power hear his plea.He said the company will find out in mid-September how big the changes will be, and will see impacts as early as October. Cramer added a lot of the burden will fall on the customer, as they will have to raise the products' price.JLab employs 30 people in San Diego. 2630

  

CALIPATRIA, Calif. (KGTV) — Six prison guards were injured during an attack by an inmate this week, leading to the use of deadly force.Calipatria State Prison inmate Douglas Compton refused to leave an "out-of-bounds" area in the prison's yard on Thursday after three officers ordered him to do so, according to the state's Department of Correction and Rehabilitation (CDCR).Compton then stabbed one of the officers in the head and face, CDCR says. Responding officers used batons, pepper spray, and other use-of-force options to try and subdue Compton.During the struggle, Compton punched another two officers.An officer in an observation tower discharged one lethal round from a rifle to stop the attack. No one was injured by the use of lethal force, CDCR says.Six officers were injured and taken to an outside hospital for treatment and released.Compton was injured and treated, before being transferred to another prison.CDCR added that two inmate-made weapons were recovered at the scene. CDCR investigators are investigating the weapons as well as the use of deadly force.Compton was sentenced to 112 years to life in prison following a 2013 conviction of second-degree murder, voluntary manslaughter with the use of a firearm and possession of a firearm by an ex-felon with the use of an altered ID. 1315
