For the first time since the Camp Fire started its deadly rampage 11 days ago, firefighters will get a big assist from rain.The 4 to 6 inches expected later this week will help suppress an inferno that has already killed at least 77 people. It'll also finally improve the heavily polluted and unhealthy air smothering Northern California.But there's a catch: With more than 150,000 acres of newly scorched earth, there's little vegetation to soak up the rain.That means the region is now at risk of mudslides, which could be especially dangerous for firefighters battling the inferno."They're having to fight this fire right now in the mountainous areas -- the ravines, the canyons, very steep, rugged terrain," said Scott McLean, deputy chief for Cal Fire -- the state's forestry and fire protection agency."They're back there on dirt roads, dirt trails, trying to fight this fire. Now it's going to turn into mud, which will be another hazard for them to contend with."Along with mudslides comes the risk of debris flow gushing from the Camp Fire's charred rubble."Recently burned areas could see ash flow ... and even have the potential for debris flow if rain intensity is high enough," the National Weather Service's Sacramento office said.Since the Camp Fire broke out November 8, it's destroyed more than 10,500 homes and torched an area the size of Chicago.Even worse: Fire officials predict the Camp Fire is only halfway done burning. According to Cal Fire, the blaze might not be fully contained until November 30.  1538

For the first time in history, a beluga whale, which normally lives in arctic waters, was spotted off the coast of Southern California. Now there's an investigation under way to find out where it's going and why.Drone video taken by Gone Whale Watching owner and Captain Domenic Biagini, or "Captain Dom" in San Diego shows the Beluga happily swimming thousands of miles from home.Something like this has never been recorded before. Never has this animal been seen off the coast of San Diego, and never this far south in the Pacific Ocean.Biagini charters sight seers and also takes drone images. He's still in disbelief about the beluga footage he captured.“Imagine I’m outside at my house in Southern California and I walk out and there’s a polar bear walking down the street. It’s that unusual, it does not make any sense that this whale would be here,” Biagini said.He said it all started when a friend of his called about the rare sighting. “She called me on the radio and said, ‘Dom we just saw a 15 foot pearly white animal with no dorsal fin.’ I said, ‘Lisa, are you trying to tell me you have a beluga whale in San Diego waters?’”She wanted his drone expertise because she couldn't quite believe it either. So, he went and they all sat quietly. Watching and waiting for the whale to resurface. After some time it came back up and looked right at the drone.Captain Dom said the moment was emotional. “I started to get the shakes a little bit because I realized I was going to film this, it was going to happen, I was going to get there in time and I realized how historic this moment was - not just for San Diego but for whale watching as a whole, worldwide.”And then he got worried. What was it doing here and so far from home? The beluga whale looked healthy enough and while incredible, now what?Dr. Alissa Deming is the Director of Clinical Medicine at the Pacific Marine Mammal Center in Laguna Beach, California. “One of the questions as a veterinarian that we have, is why did he decide to leave his habitat? That could be an indication of something wrong, his ability to navigate his environment.”Normally, she said, belugas live in the Cook Inlet of Alaska. They're an endangered species and they're social. They usually travel together.From the looks of the images, Dr. Deming said the whale is older and it is abnormal that he's alone. His skin looks good and he's not thin, so hopefully he's still getting the food he needs.But, the whale is still too far away from home and researchers are concerned, and are now looking for it.“It's definitely searching for a needle in a haystack, a little white needle I guess. A lot of time public reporting and whale watching companies can call things in which is how this was opportunistically sighted. NOAA can put planes up or have the US Coast Guard help on a search but there’s so much water we don’t know which direction this animal went,” Dr. Deming said.The worry is that it's headed south towards Mexico. Waters are warmer there and the Beluga will be harder to track in international waters.“We would like them to stay up in the Alaska region. As much as I love beluga whales, I don’t want to see them off our coast because that means there’s something really wrong with their normal habitat up there in Alaska,” Dr. Deming added.For Captain Dom, who's had an incredible run of luck, spotting the beluga and recently five species of whale and four species of dolphin, it's a dream come true.“It's so beautiful, belugas as white as they are in waters as blue as ours. That’s not something we see here; we don’t have animals that color in water as bright and sunny as ours.”An incredible sight, one that's now recorded as historical, and one that everyone hopes to never see again. At least when it comes to belugas hanging out in sunny, Southern California. 3833

France is to suspend a planned fuel price hike after "yellow vest" protests erupted into violence over the weekend, prompting calls for calm and government talks.According to CNN affiliate BFMTV, Prime Minister Edouard Philippe will announce a moratorium Tuesday on fuel price hikes, which had been scheduled to come into effect on January 1.The rising cost of gasoline and diesel fuel sparked protests which have since evolved into broader demonstrations against President Emmanuel Macron's government, exposing tensions between the metropolitan elite and rural poor.The protests take their name from the high-visibility "yellow vests" or "gilets jaunes" that drivers are required to keep in their vehicles for safety reasons.Macron had requested political leaders meet the protest organizers this week. However on Monday two protest leaders, Benjamin Cauchy and Jacqueline Moreau, pulled out of a meeting with Prime Minister Philippe planned for Tuesday, according to the movement's spokesman Maxime Nicole.Philippe canceled a trip to the COP24 climate conference in Poland to address the issue, which had threatened to flare again this coming weekend.The government is likely hoping the suspension of the fuel hikes will take some heat out of the protests, which brought an estimated 36,000 people onto the streets of France on Saturday.Around 400 people were arrested after a violent minority turned on police, throwing projectiles and vandalizing statues.The city's famed Arc de Triomphe was scrawled with slogans in support of the yellow vest movement and others criticizing Macron as the President "of the rich."Paris prosecutor Remy Heitz said that among the protesters were people from across the country who had descended upon Paris with the express intent of causing trouble.He added that authorities would crack down hardest on those who had joined the street demonstrations explicitly carry out violent acts. 1929

  

Former president Barack Obama is hitting the campaign trail, for his former Vice President, Joe Biden.Obama is heading to Philadelphia on Wednesday, according to the Philadelphia Inquirer.The former president was in Philadelphia in August to deliver an address to the Democratic national Convention from the Museum of the American Revolution.Details of the campaign stop have not been released yet. It will be Obama’s first in-person campaign event for Biden. The former president has participated in digital campaign efforts through the pandemic.He also has been spending 2020 finishing up his presidential memoir, according to NPR, which will be released in November. 677
