BEIJING, Aug. 18 (Xinhua) -- China's Ministry of Housing and Urban-Rural Development said Wednesday that it has begun work on the reconstruction plan for the mudslide-flattened Zhouqu County in northwest China's Gansu Province.An inspection team would be sent to the disaster-ravaged areas to gather information for drawing up the reconstruction plan, the ministry said in a brief statement posted on its website.However, it did not elaborate on the reconstruction plan nor provide detailed information about the inspection team.On the same day, Chinese Vice Premier Hui Liangyu urged authorities to prepare for post-disaster reconstruction of the mudslide-hit regions.He said the responsible authorities must promptly send competent teams to the disaster sites to assess losses so reconstruction plans can be developed on the basis of these findings.The death toll from the massive mudslides in Zhouqu, beginning on Aug. 8, had risen to 1,287 as of 4 p.m. Wednesday, with 457 still missing, the local disaster relief headquarters said.

CHENGDU, Aug. 14 (Xinhua) - A panda cub born Friday afternoon at a breeding center in southwest China is just another panda bear born at the center. What makes her unique is her mother.Jini, the panda mother, gave birth to the female cuba at the age of 17. She is compared to a human in her sixties, the Wolong Giant Panda Protection and Research Center in Sichuan Province said in a statement.The female cub weighed 125 grams. She was born at 14:41 p.m., four hours after Jini went into labour. Both the mother and cub are in good health, said the statement.Jini, a resident of Beijing Zoo, was sent to the Wolong center this March for the cub-birth purpose because the research center has developed expertise in breeding techniques.With a 20-year breeding history, the Wolong Giant Panda Protection and Research Center is home to the world's largest captive panda population. It has helped Beijing Zoo and Chongqing Zoo and many zoos in other countries in breeding and feeding pandas.The new cub is Jini's second. It is the eleventh cub born at the Wolong center this year."Pandas come into heat in the spring and give birth in autumn. This is the main reason for the panda 'baby boom'," said Dang Chunxiang, an expert with the Wolong Center.More than 10 other pandas are expected to give birth over the next one or two months at the Wolong center.Jini delivered her first cub "Qingqing" in 2007 when she was thirteen and a half years old, which was itself rare amongst pandas. BEIJING, Aug. 12 (Xinhua) -- Urban residents who expect home prices to fall in first-tier Chinese cities in the second quarter outnumber those who anticipate further price hikes, according to a report by the China Economic Monitoring and Analysis Center released here Thursday.About 41 percent of those surveyed in the second quarter expected house prices to fall in popular first-tier cities like Beijing, Shanghai, Guangzhou and Shenzhen -- 18 percentage points higher than the proportion in the first quarter, according to the center which is under the National Bureau of Statistics.Meanwhile, only 36 percent of those surveyed in the second quarter anticipated house prices to continue to rise in those first-tier cities -- 24 basis points lower than the first quarter.In the second quarter, more people are expecting house prices to decline in cities at various levels, even as the proportions vary in different cities, according to the report.About 30 percent of consumers in provincial capital cities anticipated home prices to weaken in the second quarter, compared with 15 percent in the first quarter.In other small- and medium-sized cities, 28 percent of consumers surveyed foresaw house price falling in the future, up more than 11 basis points from the first quarter."The result show government measures to tighten the housing market since mid April have begun to have an effect on urban consumers' expectations," said Pan Jiancheng, deputy director of the China Economic Monitoring and Analysis Center.In spite of the rising proportions, the number of those who anticipated house price declines, however, still fell short of those who expected further price hikes in cities, except for consumers in the first-tier cities, according to the report.Housing prices in major Chinese cities rose 10.3 percent year on year in July, compared with 11.4 percent growth in June, according to NBS data released Tuesday.Property prices in 70 large and medium-sized cities grew 12.4 percent in May and 12.8 percent in April, the highest growth rate since July 2005 when the government started publishing the data.
