Federal authorities filed a lawsuit against a New Jersey landlord who allegedly demanded sexual favors from low-income tenants in exchange for housing assistance.On Wednesday, the Department of Justice filed a sexual harassment lawsuit against 73-year-old Joseph Centanni, who owns hundreds of rental units in and around Elizabeth, for "violating the Fair Housing Act by subjecting tenants to sexual harassment" since at least 2005.“The Fair Housing Act protects the right of all persons in our nation to rent a home without suffering sexual exploitation at the hands of abusive landlords. Demanding sexual favors from tenants, especially those who are financially vulnerable, is illegal,” said Assistant Attorney General Eric Dreiband of the Civil Rights Division in a statement. “The Fair Housing Act protects tenants from sexual harassment and retaliation by their landlords, and the Justice Department will hold accountable those who engage in such cruel, depraved, and illegal conduct and will work tirelessly to obtain relief for their victims.”The complaint alleges Centanni demanded that current and prospective tenants provide him with sexual favors in exchange to keep their place or a reduced rate in rent, and threatened to evict anyone who rejected his advances.“No one should ever be forced to provide sexual favors, or otherwise endure sexual harassment, as a condition to keep or obtain housing,” U.S. Attorney Craig Carpenito said in a statement. “Sexual harassment in housing is illegal under the Fair Housing Act, and we will vigorously enforce this federal law to end this depraved type of behavior.”According to the complaint, one victim said she approached Centanni last year because she was having problems paying her rent. He said he'd help her with rental assistance, and she asked what she needed to do in exchange."He then brought her to an empty apartment," the court documents alleged. "There, he asked her for a massage and exposed himself. He then subjected her to unwanted sexual touching by using his hands to move both of hers to touch his testicles and penis as she said words to the effect of 'no' and 'don’t do that.'" Afterward, Centanni helped the woman apply for rental assistance, the lawsuit claims.Another woman said she went to Centanni last year stating she was having problems finding another place to live after agreeing to move out, the lawsuit alleges.The lawsuit states Centanni then took the woman to an empty storage room, after asking the tenant how badly she wanted to stay in her apartment.“There, Centanni exposed himself and asked for oral sex,” federal prosecutors allege. “Because she felt like she had no choice, the tenant submitted to Centanni’s sexual demand. After this incident, Centanni allowed her to stay in her apartment.”According to the complaint, Centanni participates in the federal Housing Choice Voucher Program (also known as “Section 8”) and receives approximately 2,000 each month in federal voucher payments. 2998

(KGTV) - A dog owner is sharing her story after she says a neutering procedure turned into a month-long nightmare.On the morning of February 21st, Brigitte Yvon dropped off 2-year-old Yellow Lab Davie at her veterinarian in Encinitas to be neutered. Hours later, she got a call saying everything went well and she picked up her dog early that afternoon. For the next nine days, Yvon tended to him. Davie kept whimpering and trying to get at his back, but Yvon thought it was part of the recovery from the neutering. Yvon then noticed something on Davie's back."Fur was matted. Skin was raw and bleeding in places," said Yvon.She used a clipper and found more of the same under the fur. She took him to another vet, who shaved his back to reveal third-degree burns across his back. "They told me to prepare for what I was about to see. I was horrified and devastated," said Yvon.Yvon brought photos to the original veterinarian."He did apologize and admit responsibility," said Yvon. She says he didn't go into detail, but pointed to saline bags used to warm up and regulate body temperature during and after the procedure. Yvon says he agreed to pay for treatment. Yvon says the veterinarian has since filed a claim with his insurer.For Davie, the treatment has included surgery and several rounds of antibiotics. For Yvon, there have been plenty of sleepless nights. She has this message for other pet owners: Ask questions and educate yourself on the most basic of procedures.Yvon asked us not use the name of the vet, because her only goal is to increase awareness of the risks. Experts suggest asking your veterinarian how they warm up animals when anesthesia is used. Devices like warming blankets with temperature alarms are considered safer.The veterinarian who performed the procedure issued the following statement: "While I would like to respond with an accurate account of what transpired, it is my professional responsibility to respect client confidentiality. When this client called with a concern I responded immediately. I worked with her to identify how to move forward with his healing. We provided treatment for the wound and care for the pet and consulted with specialists and offered the best options, and the client was not charged. We understand that pets are part of the family. We want to make sure that our clients receive the highest level of care available. They've experienced storms throughout the years but never saw one up close like Friday's storm that created a funnel cloud right outside their front door. "It was just neat to watch it and how it formed and then how it started to get smaller and then it just disappeared," said Marlene. Marlene said she got an alert on her phone about a tornado warning that advised people in the area to take cover, as northeastern Mills County was under tornado warning for part of the afternoon. She started heading towards the basement, but her husband Larry grabbed a chair, a beer and headed for the front lawn."He was like, 'look! A tornado! Go out on the lawn and take pictures!' So there I am out on the lawn just taking pictures and I'm like, 'what if the tail just comes down and takes?' " said Marlene.Larry wasn't worried. He said he enjoys watching storms brew and has experienced several tornadoes in Iowa, Oklahoma and Kansas. "I like to watch storms coming in and the clouds forming. ESCONDIDO (CNS) - A 31-year-old man was jailed Tuesday on suspicion of seriously injuring another man with a hatchet during a fight at an Escondido transit center, police said. Dispatchers received a call around 9:40 p.m. Monday from a person who reported that two men were fighting at the Escondido Transit Center on West Valley Parkway, west of Centre City Parkway, Escondido police Sgt. Mike Graesser said. Officers responded to the scene and found both men near the transit center suffering from serious injuries, Graesser said.
