SAN DIEGO (KGTV) - The family of a mother and daughter killed by a YouTuber in a wrong-way crash on Interstate 805 filed a lawsuit this week against the teenager’s estate, the City of San Diego, and the County of San Diego. Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family’s SUV, which burst into flames. In their lawsuit, Aileen’s father Miguel Pizarro and son Dominic Pizarro cited the County and City for negligence resulting in death. The lawsuit cites an incident the day before the crash, during which the San Diego County Psychiatric Emergency Response Team responded to a call claiming Heitmann was “screaming, paranoid, and delusional”. A psychiatrist, Dr. Mary Rusher, told police she had evaluated Heitmann and he was “a danger to himself and to others and must be immediately detained on a California Welfare & Institutions Code 5150 hold,” the suit stated. Rusher also told a police dispatcher Heitmann had displayed manic symptoms and appeared paranoid, delusional, out of control, and threatened to harm his mother in preceding days, according to the court document. “Police left the home without any evaluation of Trevor’s condition, or notifying PERT, if they were not part of same (PERT),” the lawsuit says. The suit claims the police officers were not exercising their authority to place Heitmann on a 5150 hold in accordance with the law. SAN DIEGO (KGTV) — The King family, who launched "Chelsea's Light" after the rape and murder of their daughter Chelsea in 2009, has decided to end the popular "Finish Chelsea's Run" event after eight years.In an interview with 10News from the family's home near Chicago, Chelsea's father, Brent, said they are proud of the impact they have been able to have through "Finish Chelsea's Run," but that it was time to move on from the event."Our family wants to thank everybody that has ever come out to run in our race. It's spectacular. It's beautiful. It brings us a lot of joy. But at the same time, it reminds us how we lost our little girl," King said.Chelsea was a 17-year-old student at Poway High in 2010 when she went for a run at Rancho Bernardo Community Park. A registered sex offender, John Gardner, later pleaded guilty to dragging King into a secluded area near Lake Hodges, raping her, and strangling her to death. He buried the body nearby.Shortly after his arrest, Gardner also admitted to the murder of an Escondido teen, Amber DuBois, who had disappeared a year earlier.The King family began the "Chelsea's Light" Foundation, through which it carried out "Finish Chelsea's Run" and a companion baseball tournament. SAN DIEGO (KGTV) - Students distracted and bitten in class at Madison Senior High in Clairemont are hoping for some help to make the mosquitoes go away.The west side of campus, against Doliva Dr., is where people told 10News they were bitten. The same area houses special needs classes. 10News was sent two pictures, one of a student, with special needs, whose calf was bitten by a mosquito, and another of a dead mosquito. It appears to be black with white spots or stripes."It was really bad and it was burning and everything," Junior Arryonna said. She was bitten in art class Thursday."I feel like my ankle starts itching so I'm like what's on my ankle, so I look and I got two bumps on the side of my ankle," she said reaching down to scratch. She said she's allergic, making the bites that much worse.The school district says the first report of a mosquito bite came mid-September, around the first time Aryonna said she was bit. Pest Control came out twice and deployed an organic compound in the drain to kill mosquito larvae. The County was scheduled to come out next week, but after 10News called, they showed up Friday afternoon, according to the district. 1176

SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. Councilmembers on the committee appeared to be in support of the idea.
