SAN DIEGO (CNS) - A man who was a 17-year-old gang member when he killed a San Diego police officer in 1978 has been granted parole, but District Attorney Summer Stephan said today that she is hopeful Gov. Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. He was previously granted parole in 2014, 2015 and 2017, but each time the decisions were reversed.Cecena's latest parole hearing -- his 18th -- included a discussion of his criminal record, psychiatric factors, parole plans, and statements by representatives of the victim's family.``We are deeply disappointed that the killer of one of San Diego's finest officers was granted parole,'' Stephan said. ``This crime impacted the entire San Diego community and caused great pain for the family of Officer Archie Buggs.`` This fallen officer was so respected by the law enforcement community that a substation was named after him,'' she said. ``We are hopeful that Governor Newsom will review this parole grant and reverse it once again to keep this killer incarcerated.''In 1979, Cecena was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting. 1708

SAN DIEGO (CNS) - Masked intruders threatened a couple with guns and slashed the male victim with a knife today during a daybreak residential robbery in a Corridor-area neighborhood.The 27-year-old man and 20-year-old woman awoke at their residence in the 3200 block of Bramson Place about 6:30 a.m. to find the thieves next to their bed, pointing guns at them and demanding valuables, according to San Diego police. One of the intruders held a knife to the man's throat, Officer Robert Heims said.During the robbery, the male victim suffered several cuts, Heims said.Details on the severity of the wounds were not released.The thieves stole an unknown amount and type of items from the couple before fleeing, according to police. 738

SAN DIEGO (CNS) - According to a San Diego County prescription drug abuse report released Thursday, local opioid and prescription drug overdose deaths have increased significantly in recent years.The 2020 San Diego County Prescription Drug Abuse Task Force Report Card found that between 2018 and 2019, the number of unintentional fentanyl deaths increased by 64% and prescription drug deaths rose nearly 12%.The report card provides a variety of data to measure the prescription drug misuse problem in the region by looking at multiple factors and data points over the last five years in San Diego County.In 2019, 645 people died of an unintentional overdose caused by prescription and illicit drugs, as well as alcohol.Those include:151 fentanyl deaths compared to the 92 reported the previous year. The number continued to increase in 2020. Fentanyl is a synthetic opioid primarily coming from Mexico that is 50 to 100 times more potent than morphine and 25 to 50 times stronger than heroin;275 deaths due to prescription drugs -- opioids and non-opioids -- up from 245 in 2018; and124 heroin deaths, up from the 105 reported the year before.In addition to deaths, the report card tracks additional key indicators of opioid misuse in the region.The report also found 6,162 visits to local emergency rooms in 2018, compared to 6,607 in 2017. Data for last year won't be available until 2021.Additionally, nearly half of adults arrested reported misusing prescription drugs in 2019. One silver lining is that fewer 11th graders reported prescription drug use in 2019 than in 2015.San Diego County funds prevention and treatment services throughout the region. Preventing drug misuse and getting people into treatment is one of the goals of the county's Live Well San Diego vision, which aims to improve the health and safety of residents in the region.Treatment is available by calling the county's Access and Crisis Line at 888-724-7240.In 2008, the County Board of Supervisors established the Prescription Drug Abuse Task Force, which includes the San Diego County Sheriff's Department, the District Attorney, the Health and Human Services Agency, the U.S. Drug Enforcement Administration and multiple other key partners, including local law enforcement, treatment and health and prevention organizations. 2316

  

SAN DIEGO (CNS) - A motorcyclist died today in a crash on northbound State Route 163 near the Interstate 8 transition in Mission Valley, the California Highway Patrol said.The crash happened at 12:59 p.m. when the motorcyclist swerved off the freeway and hit a pole, the CHP said.Officials closed the connector from northbound SR-163 to eastbound I-8 to conduct an investigation. 387

  

SAN DIEGO (CNS) - County health officials announced Wednesday they received reports of the county's third person to die of flu-related causes since the 2019-20 flu season began.The 80-year-old north county man died Nov. 1, according to the San Diego County Health and Human Services Agency. He had received this season's flu vaccine prior to his death and had additional medical conditions. Health officials received reports of this flu season's first death in August. The county also confirmed 58 flu cases last week, nearly double the 30 confirmed cases from the previous week. County health officials have already confirmed 420 flu cases this season, which corresponds with the county's fiscal year from July 1 to June 30. At this time last flu season, officials had confirmed only 157 cases. RELATED: Health officials stress getting vaccinated for the flu ASAP``The higher number of cases is an indication that influenza activity is increasing in the region,'' said Dr. Wilma Wooten, the county's public health officer. ``If you have not gotten a flu shot, do it now. The vaccine is here and readily available.'' County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone six months and older, especially in demographics with a heightened risk of serious complications like pregnant women, people with chronic medical conditions like lung disease and people age 65 or older. Residents can take precaution against contracting the virus by frequently washing their hands, cleaning commonly touched surfaces and avoiding contact with sick people. Residents can also get the flu vaccine at local doctors' offices, retail pharmacies and the county's public health centers.
