Special counsel Robert Mueller's investigators have questioned a Russian oligarch about hundreds of thousands of dollars in payments his company's US affiliate made to President Donald Trump's personal attorney, Michael Cohen, after the election, according to a source familiar with the matter.Viktor Vekselberg, chairman of asset manager Renova Group, is an oligarch close to Vladimir Putin, and last month the Trump administration placed him on a list of sanctioned Russians for activities including election interference. The purpose of the payments, which predate the sanctions, and the nature of the business relationship between Vekselberg and Cohen is unclear.The scrutiny of the payments could add to the legal troubles for Cohen, whose home and office were raided last month as part of a criminal investigation by federal prosecutors in Manhattan. In court documents, the prosecutors said at least part of their inquiry stemmed from a referral from Mueller's office.The questions asked of Vekselberg suggest that Mueller investigators have been examining some of Cohen's business relationships as part of the investigation into Russian meddling in the 2016 presidential election. Vekselberg is one of two Russian oligarchs the FBI stopped earlier this year after their private jets landed in New York-area airports as part of Mueller's investigation.Investigators also asked Vekselberg about donations the head of his US affiliate made to Trump's inaugural fund and campaign funds, sources said.The attorney for Stormy Daniels -- the porn star who received 0,000 to keep quiet about an alleged affair she had with Trump a decade ago -- produced information Tuesday evening that appears to add further details to CNN's reporting. Michael Avenatti alleged that Cohen received half a million dollars from a company affiliated with Vekselberg in the months after the presidential election.Avenatti alleged the 0,000 went into the bank account for Essential Consultants, a shell company that Cohen set up before the election that was used to pay Daniels. Avenatti added that the payments occurred from January to August 2017.CNN has reviewed documents that appear to show these payments. Seventeen days after voters went to the polls in Ohio's 12th congressional district, Republican Troy Balderson hung on by a 1,680-vote margin to win the seat over insurgent Democrat Danny O'Connor.The seat, previously held by Pat Tiberi, and before that current Ohio Gov. All of those votes have now been counted as of Friday. “I just called Troy Balderson to congratulate him on his victory in the 12th Congressional district special election," O'Connor said in a statement. "I want to express my deepest thanks to my campaign staff, our volunteers, and to everyone who cast a vote in the special election, whether it was for me or not."Balderson also issued a response on Friday. "Danny O'Connor ran a hard-fought race," he said, "but I look forward to earning the support of voters for a fourth time in November as I share my track record of getting things done for Ohioans."While both were gracious to each other on Friday, the affinity for each other will almost certainly be short lived. Both O'Connor and Balderson also are on the ballot in November. And with control of the House of Representatives hanging in the balance in November, there is no reason to believe that either candidate will let up on the attacks on each other from the special election. Democrats will need to gain 25 seats in order to flip the House for the first time since 2010. According to Cook Political Report, there are 30 toss-up seats up for grabs, with 28 of them currently being held by Republicans. If the Democrats win a majority of those seats, they will likely regain control of the House.  2323

Sheriffs in at least eight counties in Texas have said that they will not fine or cite those who violate Gov. Greg Abbott's executive order that requires Texans to wear masks in public.According to The Washington Post, sheriffs in Denton, Nacogdoches, Smith, Upshur, Kerr, Gillespie, Panola and Montgomery Counties have already said they cannot — or will not — enforce the order. CBS News also included Houston County in a list of countries not requiring masks.Abbott — who previously blocked cities and countries from instituting orders requiring masks — signed the executive order last week. It says those who repeatedly violate the order could face a citation and a fine of up to 0, but adds that violators cannot be detained or jailed.The Post reports that the sheriffs object to enforcing the order for a number of reasons. Some said that they could not enforce the order because stopping a person on the street constituted "detaining" them. Other sheriffs said the citing violators was discriminatory because the order includes exemptions for those attending religious services. Still others say they lack the resources to track repeat offenders properly.In a lengthy Facebook post, Denton County Sheriff Tracy Murphee took issue with the order because it was not passed by the Texas legislature."The order is not a law, there is no requirement that any police officer enforce it, and it's unenforceable," Murphee said. "We can't spend our time running from place to place for calls about mask we can really do nothing about. Like I said I will comply because I want to comply. I won't and I don't believe I can take any enforcement action on this order."After Murphee announced his opposition to enforcing the order, a Denton County resident launched a Change.org petition calling for his removal. The petition has received nearly 5,000 signatures.Abbott's order says his order does not apply in counties with less than 20 confirmed COVID-19 cases. Nicholas Wagner, who studies psychological and brain sciences at Boston University, says structure and routine help humans navigate uncertainty."That sense of routine and security helps provide us the bandwidth to make advances in other areas of our lives," Wagner said.The loss of normality has deeply impacted kids. For them, patterns and routines are central to development and growth.Wagner's advice for parents who have kids who might be struggling right now is to establish some semblance of a routine. Either setting a specific bedtime or a time during the day when chores need to be done and then hanging a calendar on the fridge that kids can visually reference."That sense of security will establish a new sense of normal for kids." 1790
